About this file
This document contains questions and answers regarding solicitation number 72066821R00014 from the US Agency for International Development South Sudan. The solicitation seeks phase one proposals from qualified organizations to provide electrical upgrade design and construction services at the USAID Juba compound in South Sudan. The estimated value of the resultant contract is between $20-35 million, with all work to be completed within 500 calendar days of notice to proceed. The phase one proposal due date was extended to May 13, 2021 and should include three sections for the design technical approach, technical qualifications, and rapid mobilization plan. Relevant past performance experience must include electrical upgrade projects valued between $10-100 million. USAID will provide a controlled Google Drive for document sharing during the project.

RFP No. 72066821R00014 for USAID/South Sudan Juba Compound Electrical Upgrade Questions and Answers
# QUESTIONS ANSWERS
1 On the Cover Letter (pg.1), the RFP states, “The order of magnitude of the resultant contract is between $20-35 million. All work must be finished no later than 500 days after Notice to Proceed (NTP).” Will USAID clarify if this is 500 “calendar” days vs. business days?
Calendar.
2 Amendment 1 issued on March 30, 2021 has the “is extended” box checked in box 11 of the SF 30 form. Will USAID please clarify whether the RFP is extended? And if so, what is the new submission date?
This was a mistake. However, the RFP is extended with this amendment to May 13, 2021 at 1500 local Juba time.
3 C.1.2.4 (p.5) the RFP references 12- FAH
– 5 Physical Security Handbook. Could USAID please provide this as it is not available?
The details in the PSH are not applicable for this project. The OBO Design Standards provides all the necessary instruction and details for this project. USAID will provide any additional info if there are discrepancies.
4 C.3.2 Design Submittals and C.3.3 (p.9) Schedule of Design Deliverables. These sections describe three key deliverables – CD-1; CD-2 and the IFC package. The IFC package is due at 185 days. This project includes a number of specialty long-lead items that need to be purchased in the first few months in order to manufacture, ship and install within the 500 day performance period. Will USAID please revise the CD-1 submittal (NTP + 65 days) to allow for an IFC submittal of key long-lead items identified by the contractor? This would include specifications and performance requirements.
The contractor can submit IFC documents at the CD-1 submission of key long-lead items. However, this will be at the contractor’s own risk. There is substantial design remaining to complete the project’s IFC. If for whatever reason, there is a change during the remaining design that impacts the long-lead items, the contractor is responsible for making any corrections to the long-lead item and delay in the schedule.
5 I.1 (p.49) Limitation of Government Liability. This clause is included in solicitations only when a Letter Contract is contemplated. Considering that a Letter Contract is not contemplated under this solicitation, we respectfully ask that USAID remove this from the RFP.
Yes, it was included by mistake and is now removed.
6 I.3 (p.51) FAR 52.204-1 Approval of Contract. The solicitation states, “This contract is subject to the written approval of the Regional Contracting Officer, USAID RDMA, Bangkok, and shall not be binding until so approved.” Can USAID confirm if this is correct or revise the language?
This was a mistake and has been corrected.
7 Section L.5 (p.74) Instructions for the P8reparation of the Phase One proposal states, “The technical proposal must be organized according to and address the Phase One evaluation factors in Section M, meaning it will have two main sections,” and Section M.2 Phase One Evaluation Criteria on page 76 lists the factors as: “1. Design Phase Technical Approach; 2. Technical Qualifications; 3.
Rapid Mobilization Plan.” Will USAID please confirm that Offerors should organize their Phase One proposals into three main sections (i.e. Design Phase Technical Approach, Technical Qualifications and Rapid Mobilization)?
Three. We have corrected the error.
8 Section L.5 (p.74) Instructions for the Preparation of the Phase One proposal states, “The technical proposal is limited to fifteen (15) pages. Everything is included in the page limitation.” Will USAID kindly allow Offerors to submit a Cover Page (limited to one [1] page) that is excluded from the 15-page limit?
No.
Based on Attachment 8 Past Performance Information Sheet, we have the following two questions:
a) Could USAID please revise Attachment 8 or allow Offerors to insert an additional column to enable space for succinct contract titles?
b) Could USAID revise Attachment 8 or allow Offerors to insert an additional column for the contract period of performance to assist the evaluators in confirming the RFP recency requirement?
Offerors may insert the column for contract titles and the period of performance only.
10 L.5 (p.75) Instructions for the Preparation of Phase One Proposal – Past Performance Proposal. Will USAID please allow Offerors to include contracts that are larger than $40M? For example, Offerors may have relevant contracts that are larger than $40M, however they may contain a smaller electrical upgrade design and construction component that falls within the $10 to $40M range. We respectfully request that USAID allow Offerors to include contracts that exceed the $40M range.
Yes. Offerors may now include contracts up to $100 million.
11 Given the sensitive nature of the drawing, specifications and drawing information, will USAID have any type of system for electronically transferring drawings and data, similar to what is used on OBO programs? If so, could USAID please describe that system?
Yes, USAID will be setting up a controlled Google drive for this project. Details will be provided by the Contracting Officer to the contractor.
12 Amendment 1 indicates that the bid date is extended. However, a new date was not included in the amendment. Please clarify.
Please see question 2.
13 Will USAID consider decreasing the project range to $8M-40M? Will USAID consider past projects under $10M?
No. Given the technical complexity, the minimum dollar value is appropriate for the relevancy.
14 Reference: RFP Page 75 Past Performance. Do the submitted project have to be design-build?
They must be substantially similar to the requirements of this contract in order of it to be considered relevant.
15 Reference: Paste Performance Proposal - Attachment 8. Please advise the minimum number of projects that USAID is looking for when completing Attachment 8. Do all 20 slots have to be completed? Can more than 20 projects be submitted?
There is no minimum or maximum. However, the attachment is only for contracts meeting the relevancy requirements that are not in
CPARS.
