100 Please identify any maximum allowable HVAC outage durations, environmental control requirements, or operational constraints applicable to occupied or mission-critical areas during construction.
Refer to Addendum 01 & attachments.
101 Please confirm whether temporary construction filters, replacement filters, or final filters for existing and new HVAC equipment will be Government-furnished or contractor-furnished. If contractor-furnished, please provide available filter requirements, sizes, MERV ratings, and anticipated quantities.
Refer to Addendum 01 & attachments. Contractor to furnish MERV 8 filters.
102 Please identify any required temporary maintenance, monitoring, testing, balancing, shutdown coordination, or interim operational support requirements associated with existing MEP systems during construction.
Refer to Addendum 01 & attachments for areas to remain in operation. FAA maintenance on existing equipment will continue.
Are any Temporary HVAC required to be provided to occupied offices if HVAC is off?
Please confirm whether temporary HVAC systems will be required to maintain occupied, operational, IT, communications, or mission-critical spaces during planned HVAC outages.
Refer to Addenda and Contract Documents.
104 Is temporary power required to occupied offices if power is off? Please confirm whether temporary power will be required to support occupied, operational, IT, communications, or mission-critical spaces during planned electrical outages.
Refer to Addenda and Contract Documents.
105 Addendum 01 states that “all references to project phasing indicated in the construction document drawings and specifications are hereby voided and shall not apply” and that the work will be performed under a single construction contract. However, revised Specification Section 010100 still states that “the work shall be phased to accommodate continued operations within the facility.” Please clarify the intended project execution requirements and confirm whether the Headquarters Building will be fully vacated during construction or whether any occupied/operational areas must remain functional during performance.
Building will not be fully vacated. Addendum 01 and its attachments detail the rooms/spaces that will be occupied during construction and that require building infrastructure (i.e. access/egress, power, lighting, conditioning, data, alarm, security) to maintain FAA operations. Contractor is responsible for sequencing and scheduling the work to maintain these occupied spaces.
106 During the site visit, the Government indicated additional revisions to building occupancy and sequencing/phasing requirements may be forthcoming due to changes in planned occupancy status of the facility. Please advise when the Government anticipates issuing final revised phasing/occupancy requirements and whether additional drawing or specification revisions will be issued by amendment.
Refer to Addendum 01 & attachments
107 Please confirm whether copies of applicable Oklahoma state contractor licenses, including required electrical and mechanical trade licenses, are required to be submitted with the proposal for the prime contractor and/or proposed subcontractors. If required, please identify the applicable submission location and timing requirements.
This information is required to be submitted by the successful offerors after contract award.
108 Please clarify whether the revised non-phased approach permits concurrent work activities across multiple floors, sectors, and disciplines throughout the building, including simultaneous demolition, mechanical, electrical, fire alarm, and finish restoration activities, subject to standard safety and coordination requirements.
Concurrent work activies are permitted while maintaining requirements.
109 Section L.3(e)(6) requires an executed copy of any Teaming Agreement, Joint Venture Agreement, or Major Subcontract in Volume I for mechanical, electrical, and any other subcontractor performing work in excess of $750,000. Please confirm whether a fully executed subcontract is required at proposal submission, or whether an executed teaming agreement / letter of commitment is acceptable for proposed major subcontractors prior to award.
The Government can definitely understand that having a fully executed subcontract agreement for all major subcontracts could definitely be an issue because at that point in time, the successful general contractor has not been determined. The Government will accept signed and executed teaming agreements for proposed major subcontractors to be included in the general contractors proposal.
110 Section L.3(e)(6) requires rationale for subcontracting, how the specific subcontractor was determined, and the percentage of work to be performed by each mechanical, electrical, or other subcontractor over $750,000. Please confirm whether this information should be included only in Volume I, or also cross-referenced in Volume II where relevant to the technical approach.
The Technical Evaluation associated with this SIR addresses the evaluation of key personnel to include the Construction Project Manager and the Construction Superintendent. As you are aware, the Government does not have privity of contract with a subcontractor; therefore, the key personnel must be associated with the prime (general) contractor. Given this requirement, it may not make a lot of sense for the prime (general) contractor to cross-reference subcontractor information in the technical proposal.
111 Volume III requires past performance submissions for the proposed Mechanical and Electrical subcontractors. Please confirm that subcontractors may be proposed as part of multiple offeror teams for this procurement unless subject to a separate exclusive agreement between private parties, and that subcontractor past performance submissions will be evaluated in the context of each individual offeror’s proposed team.
For past acquisitions that included similar past performance evaluation requirements to the current acquisition, the Government has received proposals where the same subcontractor was proposed by multiple prospective general contractors. This is completely allowable.
112 Attachment 11, Past Performance Survey, appears to reference “HQB Building Lobby Remodel” and includes “Pool Subcontractor” as a contractor role option, which do not appear specific to this HQ Mechanical and Electrical Upgrades project. Please confirm whether offerors should use Attachment 11 as issued without modification, or whether the Government will provide a corrected project-specific Past Performance Survey form.
Unfortunately, Attachment 11, Past Performance Survey did include a reference to "HQB Building Lobby Remodel" instead of utilizing the words "HQ Building Mechanical and Electrical Upgrades" and also made reference to "Pool Subcontractor". Since many completed PPS documents have already been submitted to the contracting office, it does not make sense to revise Attachment 11 at this point. Potential offerors are requested to utilize the words "HQ Building Mechanical and Electrical Upgrades" and disregard the words "Pool Subcontractor" in reference to Attachment 11, Past Performance Survey.
113 Section L.3 requires Volumes I, II, III, and IV to be submitted as separate documents.
Please confirm whether Attachment 14, Major Cost Element Breakdown, should be submitted in Volume IV only and excluded from Volume II and Volume III.
The Government confirms that Attachment 14, Major Cost Element Breakdown should only be included in Volume IV of an offerors proposal.
114 Please confirm whether the Contractor should disregard all temporary partitioning, swing space sequencing, phased turnover requirements, temporary occupancy controls, and phased life-safety restrictions shown in the original phasing sheets unless specifically identified elsewhere by amendment.
Refer to Addendum 01 & attachments.
115 Please provide a definitive list of all spaces, systems, telecommunications rooms, conference facilities, food service areas, IT areas, and occupied/operational functions required to remain active, accessible, or protected during construction under the revised non-phased project approach.
Refer to Addendum 01 & attachments and Contract Documents.
116 Addendum 01 states that Johnson Controls will be working concurrently with the Contractor on installation of the new controls system. Please clarify the division of responsibility between the Contractor and Johnson Controls for controls coordination, system integration, shutdown scheduling, startup, commissioning support, testing, and associated access requirements.
JCI may be performing work inside HQB that is outside of scope of this project. However JCI is required for new controls that are to be provided as a part of this project.
117 Please clarify required Government notification and approval durations for planned HVAC, electrical, fire alarm, communications, and utility outages not specifically identified elsewhere in the contract documents.
Refer to Addendum 01 & attachments. Approval/rejection time will vary based on complexity of request, but two days is typical.
118 Section L requires evidence that Past Performance Surveys (PPS) and Client Authorization Letters were transmitted no later than ten (10) days prior to the proposal due date. Given that pending Q&A responses may impact subcontractor selection, team composition, scope interpretation, and relevant project selection, will the Government consider extending the PPS transmission deadline or allowing updated/replacement PPS submissions where changes are necessitated by Government-issued Q&A responses, amendments, or clarifications?
The Government's understanding is that information that would impact the Past Performance Survey (PPS) of an offeror's proposed mechanical and electrical subcontractor was resolved with the issuance of SIR Amendment 0002, which was posted to SAM.gov on May 15, 2026. Completed PPS documents are due by May 28, 2026; therefore, the Government does not believe it is necessary to extend the due date for PPS submissions. In the event that the proposal due date is extended, the due date for PPS documents will also be extended.
119 Will the Government provide the inlet size of each fan powered box? Refer to Addendum #2 Mechanical Drawings dated 5-21-26.
120 After abatement of ACM flooring is completed by the owner, will the owner test the abated substrate to ensure no remaining chemical based mastic removal product No, the FAA will not be testing the abated substrate. The abatement contractor uses a detergent to clean the floor after abatement, but no warranty for chemical residue will be provided. Contractor shall provide necessary subfloor preparation as requried for proper floor adhesion. See response to Question 122.
121 Please provide owner ACM report in Spec Section 003126 Refer to attached document.
122 Will a VOC chemical-based product be used to remove mastic during abatement of floor tile?
Product to be used is Mast Away, MA-22 No Odor Mastic Remover manufacturered by Express Chem LLC of St. Louis, MO.
123 Is contractor required to protect furniture being handled by FAA moving services. Contractor will be responsible for protection of existing furniture and FF&E items.
Moving services will be responsible for relocation of furniture. PM will contact moving services to move furniture for access.
124 What is the estimated quantity of existing penetrations that require firestopping? Refer to Specification Section 012100.
125 Please confirm whether multiple floors/sectors may be worked concurrently under the revised non-phased approach, and whether any limits exist on the quantity of simultaneously impacted occupied areas, shutdown zones, or demolition areas.
Floors can be worked on concurrently so long as space required to remain in service is maintained.
126 Please confirm whether any spaces within HQB-001 are classified as mission critical, continuously occupied, secure, or environmentally sensitive spaces requiring enhanced shutdown coordination, escorting, noise limitations, vibration restrictions, or continuous HVAC/power service.
Refer to Addendum 01 & attachments, and response to Question 61.
127 Reference: L.3 – e. Volume I - Contract Documentation, (6) Any Teaming Agreement… Q:
Will the Government accept a letter of commitment in lieu of a teaming agreement or major subcontract?
Due to an unfortunate past experience, the Government requires a signed and executed Teaming Agreement.
128 Reference: L.3 – g. Volume III: Relevant Experience and Past Performance. If we (offeror) intend to self-perform either of the mechanical scopes or the electrical scopes, are we required to submit additional projects under sub-factor 1b or sub-factor 1c? or will the projects submitted under sub-factor 1a suffice?
Yes
129 Reference: L.3 – f. Volume II. Can the Government please clarify the requirements of Volume II? Is the Government only looking for resumes for the Project Manager and Superintendent? The evaluation factors in Sections L and M are indicated as such, but we wanted to confirm.
Potential offerors are required to fully demonstrate that their proposed key personnel meet all of the requirements included in the SIR. There are times when a resume will fully capture the required information but then there are also times when a resume may not clearly capture the required information. If a potential offeror believes that additional documentation is required to demonstrate that the potential offeror meets the technical requirements of the SIR, then this information should be provided in the technical proposal.
130 Reference: L.3 – g. Volume III & Can the Government confirm that we do not need to send out Client Authorization letters and request the completion of a PPS for projects that have a
CPAR?
Correct, Client Authorization letters are only required when utilizing a PPS. The Government does ask that if an offeror intends to use a CPAR evaluation for a given past performance reference, please include this information in your Volume III, Relevant Experience and Past Performance submission.
131 Factor 1 asks offerors to utilize Attachment 10 to provide information for each relevant experience project. However, page 83 outlines a list of information required for each project. Some of the requirements are the same as those on Attachment 10, but many are different. Does the government want offerors to use Attachment 10 for relevant experience or the list on page 83?
Yes, there is a significant list of items contained on Page 83 of the SIR that are to be provided to demonstrate relevant experience. The Government's intent was to request that the submissions contain all of this information and anticipate that potential offerors provide this information in the Project Description portion of Attachment 10. The Government is not stipulating the specific format for providing the required information - it is up to each potential offeror on how to format their response to fully address all required information.
132 Page 80 says the following about Volume 2: “The technical proposal must be specific, detailed and complete to clearly and fully demonstrate that the offeror has a thorough understanding of the requirements for, and the technical problems inherent in, providing construction services outlined in the Specifications and Drawings included in this SIR.
Clear evidence of construction effort previously demonstrated and currently in place relating to the factors and subfactors should be included in each evaluation area.” That makes it sound like we need to submit a work plan. However, L.4 on page 82 and M.2 on page 88 only address the requirements for the key personnel and resumes. Please confirm we only need to submit the resumes for the key personnel in volume 2.
133 Page 80 says that we are to submit Section B with Volume 1, Contract Documentation.
However, Section B contains pricing. Should Section B still be submitted with Volume 1?
Or should it go with Volume 4?
It is acceptable, but not mandatory, to include a copy os Section B in Volume IV of a potential offerors proposal.
134 Section H.6 on page 17 states, “The Government may exercise none, some or all Option items at the prices established in Section B, CLINs 0002-0005. Exercise of the option CLINs must be made in writing by the Contracting Officer within 30 days of contract award.”
However, Section B and Attachment 14 both have CLINS 0001-0006, not 0002-0005. Can you clarify this?
An upcoming SIR Amendment will correct the wording of Provision H.6 to read as follows: "The Government may exercise none, some or all Optional items at the prices established in Section B, Optional Items 1 through 6. Exercise of the Optional Items must be made in writing by the Contracting Officer within 30 days of contract award."
135 Do we need to submit Attachments and 16 with our proposal? The attachments state, “BIDDER MUST ELECTRONICALLY COMPLETE AND SIGN DOCUMENT PRIOR TO
SUBMITTING IN THE ELECTRONIC BID SYSTEM.” What electronic bidding system are the attachments referring to?
Yes, Attachments 15 and 16 are to be submitted as part of a potential offerors proposal.
The requirement is for potential offerors to electronically complete, sign and have the documents notorized and included in Volume I of their proposal. There is not a requirement for potential offerors to submit these document into an Electronic Bid System.
136 What is Attachment 13 referring to? Does this need to be submitted with our proposal? We do not understand the purpose of this form or to what it is referring. Please provide additional details.
Attachment 13, Contractor Release is a normal form utilized by the FAA. This form will be used by the successful offeror when they submit their final invoice for payment at the completion of work under the contract.
137 Please clarify what needs to be turned in for pricing. Attachment 1 has lump sum pricing for base bid through option 6. In attachment 14 (Major Cost Element Breakdown), there is a more detailed breakdown with following sheet that look like its an FAA budgeting worksheet. Do we just fill out Sheet1? Do we need both attachment 1 and 14?
Potential offerors are required to complete and submit both Attachment 1, Section B and Attachment 14, Major Cost Element Breakdown. Attachment 1, Section B will be incorporated into the successful offerors contract. Attachment 14, Major Cost Element Breakdown, is for the Government to review in order to understand what cost elements and values are included in each offerors proposal and ensure that the offeror understands the full requirements of this…
