About this file
This is Addendum No. 3 to a federal contract solicitation (SIR 6973GH-26-R-00082) dated June 5, 2026, for HQB Mechanical and Electrical Upgrades. The addendum modifies specifications across four mechanical and electrical categories. For hydronic piping (Specification 232113), contractors must implement a system drain and refill procedure that includes scheduling outages with the AMP-400 project manager, cleaning and flushing the hydronic piping system, removing and replacing all strainers mesh, and refilling with chemical treatment coordinated through the project manager. Hydronic testing requirements are added to both Air Terminal Units (Specification 233600) and Indoor Custom Air Handling Units (Specification 237313.16), mandating hydrostatic testing at 1.5 times design pressure (minimum 100 psi) for 15 minutes in accordance with the 2018 International Mechanical Code Section 1208.1.
The addendum also includes architectural and environmental modifications: the Seismic Design Category on sheet AS101 is revised from Category C to Category B, and the Equipment and Piping Support Tables (Seismic Restraint Detail) on sheet M503 are omitted from the plans. Additionally, the addendum clarifies asbestos abatement and carpet removal procedures per Addendum 2, specifying that blue-shaded areas indicating asbestos presence shall not be disturbed and shall not have carpet demolished, while non-ACM areas on sheets AD107, AD108, AD110, and AD111 shall have carpet removed and replaced as indicated in the plans.

3.9 Hydronic Testing
A. Provide hydronic testing in accordance with 2018 International Mechanical Code 1208.1. Hydronic piping and coils added to the heating water system shall be hydrostatically tested at 1.5 times design pressure but not less than 100 psi. Test duration shall be 15 minutes.
3) Add the following to specification 237313.16 Indoor Custom Air Handling Units.
3.9 Hydronic Testing
A. Provide hydronic testing in accordance with 2018 International Mechanical Code 1208.1. Hydronic piping and coils added to the heating water and chilled water system shall be hydrostatically tested at 1.5 times design pressure but not less than 100 psi. Test duration shall be 15 minutes.
4) For Seismic Design Category on sheet AS101, Revise Seismic Design Category from C to B. On sheet M503, Omit 4/M503 Equipment and Piping Support Tables (Seismic Restraint Detail) from the plans.
5) Per Addendum 2 “Asbestos Abatement Information” All blue shaded areas indicated presence of asbestos which will not be disturbed. Sheets AD107, AD108, AD110 and AD111 indicate areas where carpet will be removed. Areas shaded blue in the Asbestos Abatement Information plan previously provided shall not have carpet demolished as these areas will not be abated. Carpet tile in areas shown abated will already have existing carpet and ACM (asbestos containing material) abated
Addendum No. 3 HQB Mechanical and Electrical Upgrades – SIR - 6973GH-26-R-00082 6/5/2026 from the spaces. All other spaces indicated which do not have ACM will require carpet removal and installation as indicated in the plans.
