About this file
This is a technical specification document for Section 16120 Wires and Cables prepared by the West Branch Regional Authority for the Route 54 Sanitary Sewer Extension Project (Contract No. WB-1) in Clinton Township, Lycoming County, Pennsylvania. The specification establishes requirements for building wire, cable, wiring connections, and terminations as part of the overall sanitary sewer infrastructure project, which includes approximately 1,520 linear feet of gravity sanitary sewer, 11 manholes, 13 lateral connections, one duplex sewage pumping station, 404 linear feet of force main, and one stream crossing. Sealed bids for the project were to be received online through PennBid until 1:00 PM local prevailing time on Monday, February 16, 2026. Prospective bidders were required to register as plan holders on PennBid to receive addenda and project updates, and each bid must be accompanied by a certified check or bid bond in the amount of ten percent of the total bid amount.
The specification requires all conductors to be soft-drawn copper with a minimum conductivity of 98 percent, with conductor sizes No. 10 and smaller being solid and sizes No. 8 and larger being stranded. All wire and cable must be installed in conduit and comply with NEMA, EPCEA, and NFPA standards, including the National Electrical Code. Interior power and lighting conductors shall be Type THWN rated at 600 volts, branch circuit wiring shall be no less than #12 AWG with #14 AWG minimum for control wiring, and service cable and underground installations shall be copper type XHHW at 600 volts. The specification mandates comprehensive color-coding schemes for all conductors in accordance with the National Electrical Code, with a typed and framed schedule to be posted in the main switchboard room. All splices and terminations must achieve full ampacity without perceptible temperature rise, with mechanical splicing devices required for wires #6 and larger and solderless pressure connectors for wires #8 and smaller. Field quality control includes inspection for physical damage, torque testing of connections to manufacturer specifications, and continuity testing of all power and equipment branch circuit conductors.

PART 2 - PRODUCTS
2.01 MATERIALS
A. All conductors shall be of soft drawn copper having a conductivity of at least ninety-eight (98%) percent. Conductors No. 10 and smaller shall be solid. Conductors No. 8 and larger shall be stranded; all wire and cable shall be single conductor type unless otherwise indicated.
West Branch Regional Authority 16120-2 January 2026
B. All conductors installed in interior raceways for power and lighting shall be Type THWN, 600 volts.
C. Branch circuit wiring for power and lighting circuits shall be not less than #12 AWG, and no smaller than #14 AWG for control wiring.
D. Service cable and underground installations shall be copper type XHHW 600 volts insulation.
E. All wire and cable, regardless of function (power, control, voice/data, video, etc.) must be installed in conduit. Installation of exposed wire or cable of any kind is not acceptable.
PART 3 - EXECUTION
3.01 WIRING METHODS AND INSTALLATION
A. Installation, Low Voltage Cable: All wire and cable unless otherwise specified or shown on the Drawings shall be installed in conduit, and in a manner so as not to damage the insulation.
B. All conduits shall be clean and dry before conductors are installed. Should the drag wire or pulling cable indicate that the conduit is not clean or dry, the conditions shall be corrected by this Contractor before wires are installed.
C. Use only UL approved wire pulling lubricants to decrease the friction of pulling in wires.
D. The installation of wire and cable shall be sufficiently perfect to provide a minimum insulation resistance between conductors, and between conductors and ground of that required by the National Electrical Code.
E. Use #10 AWG conductors for all 20 ampere, 120-volt circuit runs greater than 50'-0" one way from panelboard to first outlet, and for 20 ampere, 277-volt circuit runs longer than 200 feet.
F. All conductors #6 AWG and smaller shall be factory color coded and shall be color coded in accordance with the schedule herein. Color coding shall be in accordance with the National Electrical Code. Grounding conductors shall have green color insulation.
G. The Contractor shall make full use of color-coded wire and cables in all installations. A given color wire will be used for a single purpose throughout any one given system and the phase or undergrounded conductors, as well as the neutral or grounded conductor of different voltage systems, will be of different colors and will be consistent through each system.
H. The entire color-coding scheme for the work shall be submitted to the Engineer for approval prior to the ordering and installation of wire and cable. A neat, typewritten
West Branch Regional Authority 16120-3 January 2026 schedule of the approved color coding for all systems shall be framed in glass and posted in the main switchboard room of each building.
I. Where color coding is established by the NEC, local code, inspecting agency, or other applicable authority, such coding shall be used. Otherwise, the following coding system shall be employed:
1. 240/120 Volt Single/Three-Phase Circuits:
Neutral . . . . . White Line 1 . . . . . Black Line 2 . . . . . Red Line 3 . . . . . Blue
2. All wires used solely for grounding purposes shall have green color if insulated.
3.02 WIRING CONNECTIONS AND TERMINATIONS
A. Thoroughly clean wires before installing lugs and connectors.
B. Make splices, taps, and terminations to carry full ampacity of conductors without perceptible temperature rise.
C. Terminate spare conductors with electrical tape.
D. Splices and terminations in wires #6 and larger shall be made with mechanical splicing devices and lugs, for wires #2 and larger shall be of a type in which the contact pressure on the wire is obtained by two or more screws or bolts and so designed that the failure of any one screw, bolt or nut will not result in a total loss of contact pressure. Mechanical splicing devices shall have insulating covers whenever obtainable, and shall otherwise be insulated with Scotch No. 33, Elastimold, or approved equal, plastic tape.
E. Splices in conductors #8 and smaller shall be made with solderless pressure connectors consisting of cone shaped coiled springs with insulating covers, similar to Scotch “Scotchlok” crimped sleeved conductors, T & B Color Keyed Line, with nylon insulating covers; or Ideal Series 450, with nylon sheath containing wingnuts.
F. The termination of solid wires No. 10 and smaller wires shall be made by forming the wires about the terminal screws; all stranded wires shall be provided with spade lugs attached to the wires by a crimped sleeve.
G. Portable cable fittings for terminating the cable shall provide a watertight seal between the cord and the terminator and between the terminator and mounting hub. The cable terminator shall be provided with a neoprene liner which grips the cord jacket when the back nut on the fitting is tightened. In addition, on all pendent cord applications and other applications where called for, a stainless-steel wire mesh cord grip shall be provided as an integral part of the cord terminator.
West Branch Regional Authority 16120-4 January 2026
3.03 FIELD QUALITY CONTROL
A. Inspect wire and cable for physical damage and proper connection.
B. Torque test conductor connections and terminations to manufacturers’ recommended values.
C. Perform continuity test on all power and equipment branch circuit conductors. Verify proper phasing connections.
