About this file
This is a Section 15070 Piping System Appurtenances specification document prepared by the West Branch Regional Authority for the Route 54 Sanitary Sewer Extension Project, Contract No. WB-1, located in Clinton Township, Lycoming County, Pennsylvania. The specification outlines the contractor's responsibility to furnish, install, test, and place into operation all piping system appurtenances including joint thrust restraint systems, concrete encasement, concrete cradles, and concrete thrust blocking as depicted on project drawings. The piping system appurtenances specification applies to all pipe and piping systems specified in Division 15 or presented on the associated drawings. The project consists of approximately 1,520 linear feet of gravity sanitary sewer, 11 manholes, 13 lateral connections, one duplex sewage pumping station, 404 linear feet of force main, one stream crossing, and associated surface restoration. Sealed bids are due by 1:00 PM local prevailing time on Monday, February 16, 2026, with bids to be received online at http://pennbid.net/. Prospective bidders must register as plan holders on PennBid to receive periodic updates, addenda, and project information. Each bid must be accompanied by a certified check or bid bond equal to ten percent of the total bid amount as security for proper execution.
The specification requires compliance with reference standards established by the American Society of Testing and Materials (ASTM), American Water Works Association (AWWA), American National Standards Institute (ANSI), and Pennsylvania Department of Transportation Publication 408, along with all applicable manufacturer recommendations. Joint thrust restraint systems shall utilize high-strength, low-alloy steel tie rods, concrete deadmen, concrete thrust blocking, restrained joint pipe, or metal harnessing as designated on drawings. All ferrous metal components must be protected against corrosion through field application of coal tar epoxy coating or encasement in 8-mil polyethylene film in accordance with AWWA C105. Concrete for cradles, encasement, and thrust blocking shall be Class "A" concrete conforming to PennDOT Publication 408 specifications. The contractor must submit joint restraint system details and certifications confirming manufacturer compliance with all applicable standards and suitability for project operating conditions. Work performed on this contract is subject to Pennsylvania prevailing wage requirements as established by the Department of Labor and Industry, and contractors are subject to the Pennsylvania Steel Products Procurement Act of 1978.

PART 2 - PRODUCTS/EXECUTION
2.01 JOINT THRUST RESTRAINT SYSTEM
A. The joint thrust restraint system where designated for installation on the Drawings shall be concrete deadmen, tie rods, concrete thrust blocking, restrained joint pipe, metal harnessing and/or retainer glands.
B. The tie rods system shall be high strength, low alloy steel as manufactured by Trumbull
Industries, Youngstown, Ohio or approved EQUAL. Steel tie rods shall be ¾” diameter carbon steel, threaded to receive tie-bolts, nuts and washers. Tie bolts shall be Trumbull Item No. 364-400 low carbon steel. Tie couplings and hardware (nuts, washers, etc.) shall be as provided by the manufacturer. The diameter and quantity of the tie rod system shall conform to the requirements of the Drawings or as directed by the Owner.
C. Concrete thrust blocking and concrete deadmen shall be placed between undisturbed solid ground and the fittings to be anchored. The thrust blocking and deadmen unless otherwise shown or directed shall be located as to contain the resultant thrust force and so that the pipe and fitting joints will be accessible for repair. Concrete thrust blocking and deadmen shall conform to the details shown on the Drawings. Concrete for thrust blocking and deadmen shall be Class “A” and furnished in accordance with Section 704 - Cement Concrete of PennDOT Publication 408. Installation shall be in conformance with the applicable provisions of Section 1000 - Cement Concrete Structures of PennDOT Publication 408.
D. Provision for temporary thrust restraint at temporary caps or plugs shall be the responsibility of the Contractor. Submit details of temporary restraint to the Engineer for approval.
E. At connections with existing water mains where there is a limit on the time when the water main may be removed from service, use metal harnesses of anchor clamps, tie rods and straps, mechanical joints utilizing set-screw retainer glands, or restrained push-on joints.
Metal harnessing may also be used at the option of the Contractor in lieu of concrete backing with the approval of the Engineer. Submit details of the proposed installation to the Engineer for approval. Install retainer glands in accordance with the instructions of the particular manufacturer furnishing the glands and as specified in this section.
F. All thrust restraint systems (tie rods, clamps and other components, etc.) shall be protected against corrosion by field application of a bituminous coating system or by encasement of the entire assembly with 8-mil thick, loose polyethylene film in accordance with AWWA C105 as specified herein.
G. Coating systems for all ferrous metal components shall be coal tar epoxy, field applied and cured in accordance with the manufacturers’ recommendations.
H. Joint restraint system manufacturers shall provide written affidavits and/or certifications that all joint restraint system components to be furnished and installed on the Project have
West Branch Regional Authority 15070-3 January 2026 been manufactured in accordance with all applicable reference standards (AWWA, ASTM, ANSI, or Federal Specification), rated for the stresses and pressures as published in the manufacturer's literature, and are suitable and compatible for the operating conditions to be encountered on the Project.
I. The joint restraint system shall be installed in accordance with the manufacturer's printed instructions. Torque limits shall not exceed manufacturers’ recommendations during installation of restraint system hardware and appurtenances.
