About this file
This is a Concrete Formwork specification document for Montgomery Township, Pennsylvania, detailing the technical requirements for formwork construction related to the Canterbury Storm Sewer Replacement project (Contract 2025-00999). The specification encompasses formwork for cast-in-place concrete elements including sidewalks, curb ramps, driveway aprons, and curbs as part of the broader storm sewer replacement work on Canterbury Lane and Devonshire Drive. The project involves removal of approximately 1,800 feet of corroded metal pipe and construction of new circular HDPE pipe and elliptical reinforced concrete pipe (RCP) storm sewer, along with replacement of three precast concrete storm sewer structures and restoration of concrete curbs, sidewalks, driveway aprons, and asphalt roadway. Sealed bids are due by 10:00 A.M. on September 1, 2026, to be submitted electronically through the PennBid Program, with public opening and reading at Montgomery Township offices located at 1001 Stump Road, Montgomeryville, PA 18936. No pre-bid meeting has been scheduled for this project.
The specification requires formwork materials to be straight, free from warp, and of sufficient strength to resist concrete pressure without springing, with wood or steel forms profiled to suit site conditions. All work must conform to ACI 301, ACI 318, and ACI 347 standards, with formwork designed to maintain specified tolerances and properly cleaned prior to concrete placement. Bid security of not less than ten percent of the bid amount is required, along with Performance and Payment Bonds. The project is subject to Pennsylvania's Prevailing Wage Act (Act 422) and Public Works Employment Verification requirements (Act 127). A nominal PennBid fee of 0.33 percent of the bid amount (minimum $150, maximum $6,000) applies only to awarded bidders. Bids may be withdrawn within two business days after opening.

1. For sidewalks and driveway aprons, use forms of wood or steel profiled to suit conditions.
2.02 FORMWORK ACCESSORIES
A. Form Release Agent: Colorless mineral oil which will not stain concrete, or absorb moisture, or impair natural bonding or color characteristics of coating intended for use on concrete.
PART 3 EXECUTION
3.01 EXAMINATION
A. Verify lines, levels and centers before proceeding with formwork. Ensure that dimensions agree with drawings.
1. Soft, loose, wet or otherwise unsuitable material shall be removed from the subgrade and replaced with PADOT 2A Stone compacted to 95% ASTM D698.
2. Replace subbase stone as required.
03 11 00-2
3.02 EARTH FORMS
A. Earth forms are not permitted.
3.03 ERECTION - FORMWORK
A. Erect formwork to achieve design requirements, in accordance with requirements of ACI 301.
B. Provide bracing to ensure stability of formwork. Shore or strengthen formwork subject to over stressing by construction loads.
C. Arrange and assemble formwork to permit dismantling and stripping. Do not damage concrete during stripping. Permit removal of remaining principal shores.
D. Place pre-molded expansion joint filler in all joints between sidewalk slabs, between sidewalk and driveway apron, and between driveway apron and 6” concrete curb backer.
3.04 APPLICATION - FORM RELEASE AGENT
A. Apply form release agent on formwork in accordance with manufacturer’s recommendations.
B. Apply prior to placement of reinforcing steel, anchoring devices, and embedded items.
C. Soak inside surfaces of untreated forms with clean water. Keep surfaces coated prior to placement of concrete.
3.05 FORM CLEANING
A. Clean forms as erection proceeds, to remove foreign matter within forms.
B. Clean formed cavities of debris prior to placing concrete.
C. Flush with water or use compressed air to remove remaining foreign matter. Ensure that water and debris drain to exterior through clean-out ports.
D. During cold weather, remove ice and snow from within forms. Do not use de-icing salts. Do not use water to clean out forms, unless formwork and concrete construction proceed within heated enclosure. Use compressed air or other means to remove foreign matter.
3.06 FORMWORK TOLERANCES
A. Construct formwork to maintain tolerances required by ACI 301.
3.07 FIELD QUALITY CONTROL
A. Section 01 40 00 - Quality Control: Field inspection and testing.
B. Inspect erected formwork to ensure that work is in accordance with formwork design.
3.08 FORM REMOVAL
A. Do not remove forms or bracing until concrete has gained sufficient strength to carry its own weight and imposed loads.
B. Loosen forms carefully. Do not wedge pry bars, hammers, or tools against finish concrete surfaces scheduled for exposure to view.
C. Store removed forms in manner that surfaces to be in contact with fresh concrete will not be damaged. Discard damaged forms.
