About this file

This is a Specification Section document for Construction Facilities and Temporary Controls prepared for Montgomery Township's Canterbury Storm Sewer Replacement project in Pennsylvania. The specification outlines the contractor's responsibilities for managing temporary utilities, controls, and facilities throughout the construction of storm sewer replacement work on Canterbury Lane and Devonshire Drive. The project scope includes removal of approximately 1,800 feet of corrugated metal pipe (CMP) in sizes ranging from 12 inches to 57 inches by 38 inches, installation of new circular HDPE pipe and elliptical RCP storm sewer, replacement of three precast concrete storm sewer structures, and restoration of concrete curb, sidewalk, driveway apron, and asphalt roadway. Sealed bids are due online via PennBid by 10:00 A.M. on September 1, 2026, with public opening at Montgomery Township offices located at 1001 Stump Road, Montgomeryville, Pennsylvania 18936. No pre-bid meeting is scheduled for this project.

The specification requires the contractor to provide and pay for temporary electricity from utility sources, temporary sanitary facilities, barriers to prevent unauthorized entry, water control and dust control measures, progress cleaning and waste removal, and project security at no additional cost to the owner. The contractor must maintain the construction site free of debris, implement dust control measures as directed by the Resident Project Representative, protect landscaped areas and existing facilities from damage, and restore all temporary facilities and permanent facilities used during construction to their original condition. Bid security of not less than ten percent of the bid amount is required, along with an Agreement of Surety certifying that Performance and Payment Bonds will be provided. The project is subject to Pennsylvania's Act 422 Prevailing Wage Act and Act 127 Public Works Employment Verification requirements. A nominal fee of 0.33 percent of the bid amount (minimum $150, maximum $6,000) applies only to awarded bidders through the PennBid platform.
