About this file
This specification document outlines the technical requirements for a rock energy dissipator component being incorporated into the Canterbury Storm Sewer Replacement project managed by Montgomery Township in Pennsylvania. The work involves the construction of a rock energy dissipator consisting of R-4 grade rock material placed over Class 1 geotextile fabric, sized and configured according to project drawings. The energy dissipator is one element within a larger storm sewer replacement initiative on Canterbury Lane and Devonshire Drive that includes removal of approximately 1,800 feet of corroded metal pipe ranging from 12 to 57 inches, installation of new HDPE and RCP storm sewer lines, replacement of three precast concrete structures, and restoration of concrete and asphalt surfaces. Sealed bids for the overall project are due by 10:00 A.M. on September 1, 2026, with bids to be submitted electronically through the PennBid Program and publicly opened at Montgomery Township offices located at 1001 Stump Road, Montgomeryville, PA 18936.
The specification references Pennsylvania Department of Transportation Publication 408 Specifications and Publication 72 Standards for Roadway Construction as governing standards. Rock material must be of acceptable quality, sound, and free from structural defects or foreign substances, conforming to Type A coarse aggregate requirements. Installation procedures require removal of unsuitable subsurface material and replacement with acceptable fill, careful placement of geotextile fabric prior to rock placement, and uniform rock distribution without tearing the fabric or allowing segregation. The project is subject to Pennsylvania's prevailing wage requirements under Act 422 and public works employment verification under Act 127. Bid security equal to ten percent of the bid amount is required, with performance and payment bonds mandated. The PennBid program assesses a nominal fee of 0.33 percent of the bid amount (minimum $150, maximum $6,000) only to awarded bidders. No pre-bid meeting will be held for this project.
