VA RESPONSES TO REQUESTS FOR INFORMATION (RFI’S)
SOLICITATION# 36C26126R0045
CATHETERIZATION LAB AND IMAGING RENOVATION, AT THE FRESNO VA,
PROJECT NUMBER: 570-21-220
RFI #1: Where framed and drywalled ICRA III Temporary Walls are specified; may we offer our Reusable Hard
Panel ICRA Class IV System? We can offer systems with STC 21 up to STC 40 (Important around sensitive patients or daily operations). Our systems are ICRA 2.0 compliant.
We are concerned about drywall dust in those areas. Our system is dust-less and Reusable.
RFI #1 Response:
Use of the contractor’s proposed reusable hard‑panel ICRA system in lieu of traditional framed and drywalled ICRA
Class III temporary wall assemblies is acceptable for this project, provided all VA requirements are met; the contractor must coordinate with VA Infection Control and submit complete product data, system details, STC performance information, and documentation demonstrating ICRA 2.0 compliance for review, and written approval from Infection, Safety and the VA COR is required before the system may be delivered on‑site or installation may begin, with the contractor remaining fully responsible for ensuring ongoing compliance with all VA infection‑control protocols, containment requirements, and interim life‑safety measures, including maintaining dust control, negative air, and appropriate work practices throughout construction.
RFI #2: I was invited to bid on the Commissioning (Cx) for this project by a prospective GC. When looking through the specs, it says the VA will contract directly with the CxA. Is there an opportunity for us to propose this project through you?
For reference, we recently completed 2 projects at VA and are currently working on a couple of other VA projects so we are familiar with VA standards and level of rigor.
RFI #2 Response: The VA will not be procuring commissioning services through the prime contractor for this project, as the VA already retains and directly contracts with its own Commissioning Agent (CxA) for all
CATHETERIZATION LAB AND IMAGING RENOVATION, AT THE FRESNO VA,
commissioning activities at Fresno VA; therefore, there is no opportunity for additional firms to propose or provide commissioning services under this solicitation.
RFI #3: I just wanted to confirm that there is no pre-selected general contractor for the Cath lab renovation project at the Fresno VA.
RFI #3 Response: This requirement has been set aside at this time for qualified Service-Disabled Veteran-
Owned Small Businesses (SDVOSBs) on the open market.
VA can confirm that, at this stage, there is no pre-selected general contractor for the project. I recommend that vendors review the active solicitation and all amendments on
SAM.gov(https://sam.gov/workspace/contract/opp/9a20c62aa8654c83963ea435a5b9649c/view) to ensure compliance with all eligibility requirements and instructions outlined in the documents.
RFI #4: I am inquiring if the VA will be procuring their own Special Inspections and materials testing services for this project? An interested firm has offered these services in Fresno for the past 60 years, and I was curious if there was a separate RFP, or process to be considered
RFI #4 Response: Special Inspections and Materials Testing services for this project will be procured and performed through the prime contractor in accordance with all applicable contract requirements. The contractor is solely responsible for selecting and retaining qualified testing agencies, coordinating all required inspections with the construction schedule, and ensuring full compliance with federal, VA, and project‑specific standards; all costs associated with these inspections, testing activities, and required reports will be borne entirely by the contractor, and the VA will not issue a separate RFP or conduct any independent procurement process for these services.
RFI #5: Could you please share with me the project documents, including any addenda, along with the site visit sign-in sheet for the following project?

RFI #8: [Technical] — Drawing: A-501, A-602 | Spec: 13 49 00 — Radiation Protection; 08 17 10 —
Lead-Lined Door Assemblies https://sam.gov/workspace/contract/opp/1dc063c69ec94731ababbe83b92d0e8f/view
CATHETERIZATION LAB AND IMAGING RENOVATION, AT THE FRESNO VA,
Drawing A-501 (Lead Shielding Details) includes the following note: "Thickness of lead and lead glass in doors is to be determined by a certified medical/health physicist." Drawing A-602 (Door & Window
Schedule) notes lead glass as "thickness as required for equivalent lead protection."
Spec Section 13 49 00 confirms lead sheet thickness is "as indicated on drawings" and that final values are to be determined by the VA Physicist. The Corwin Shielding Report is listed in Appendix A of the drawing set as the governing document for all radiation shielding design.
The issued bid package does not appear to include the Corwin Shielding Report (Appendix A). Without confirmed lead thicknesses for walls, doors, and glazing assemblies, it is not possible to accurately scope or price the radiation protection work, lead-lined door assemblies, or lead-lined glazing.
These are long-lead Request: Please confirm whether the Corwin Shielding Report (Appendix A) is included in the issued bid package. If not, please provide the report or issue it as an amendment so all offerors can accurately scope and price the radiation protection work.
RFI #8 Response: All Appendices including the Corwin Shielding Report will be distributed. See attached appendices in Amendment 0002 in the solicitation on SAM.gov.
RFI #9: [Technical] — Drawing: AE112, A-601 | Spec: 09 06 00 — Schedule for Finishes Drawing AE112 (Partial Floor Plan — Southwest) contains the following note adjacent to Room 2A27K:
"Finish Schedule to be provided at 65%." The 100% Construction Document set, including drawing A-601 (Room Finish Schedule) and Spec Section 09 06 00, does not include finish information for Room 2A27K.
This note was not updated when documents were advanced to 100% CD. Room 2A27K appears within or adjacent to the area of work across multiple ICRA phase drawings.
If this room is within contract scope, the omission of finish data creates an undefined scope item for flooring, wall finishes, base, and ceiling finishes.
Request: Please confirm whether Room 2A27K is within the contract scope of work. If so, please provide the required finish schedule data (floor, base, wall, and ceiling finishes) for this room.
RFI #9 Response: Room 2A27K is not within the contract scope of work for this project; although Drawing
AE112 contains a note indicating that finish information would be provided at 65%, Room 2A27K is located on the east end of the wing and is clearly identified as Not‑In‑Scope (NIS) on Sheet A‑101. Because the room lies outside the project’s defined limits and is not part of any area included in the ICRA phasing plans, no finish schedule, flooring, wall base, wall finish, or ceiling finish data is required or will be issued for room
2A27K.
CATHETERIZATION LAB AND IMAGING RENOVATION, AT THE FRESNO VA,
RFI #10: [Technical] — Drawing: ET101, ET102, EP101, EP102, E-402a/b/c | Spec: 27 15 00 — Communications Horizontal Cabling Multiple electrical and telecommunications drawings reference an ongoing, separate EHRM (Electronic Health Records Modernization) project. Conduit notes on EP101, EP102, ET101, ET102, and E-402a/b/c state: "Provide (1) 1-1/4" conduit extended to EHRM Room 2B17.
Coordinate with VA COR for work hours." The Basis of Design Electrical Narrative (p. 19) confirms coordination with the EHRM project is required and all cabling routes to the new TR per the EHRM project.
The current bid documents do not define the scope boundary between this contract and the EHRM contract.
It is unclear what conduit, pull boxes, sleeves, and TR fit-out are provided under EHRM versus what is in this contract scope.
Request: Please identify the EHRM contract number and contractor of record, and provide a clear scope matrix defining what work at TR Room 2B17 and associated conduit infrastructure falls within this contract versus the EHRM contract.
RFI #10 Response: All telecommunications conduit and cabling shall be routed to Room 2B17 exactly as shown in the current contract documents, and the contractor shall disregard any references to coordination with the separate EHRM project; no alternate routing, no engagement with the EHRM team, and no use of the proposed TR closet is authorized at this time. The Government acknowledges that Room 2B17 is farther from the project area and that meeting the current routing requirement increases cable length and associated labor. However, any change to the designated telecommunications room or conduit infrastructure, whether to reduce cabling distance or to incorporate an alternate TR location must be formally requested and processed through a
Contracting Officer–issued contract modification. Should the Government after NTP elect to pursue such a change, it will be coordinated with the contractor at that time, but until then all interested vendors must price and perform the work strictly in accordance with the contract drawings and specifications available in the solicitation.
RFI #11: [Technical] — Drawing: S-101A, S-111, S-501 | Spec: 05 12 00 — Structural Steel; 11 73 00 — Overhead Patient Lifts
Structural drawings S-101A, S-111, and S-501 contain repeated notes: "Exact locations of Unistrut supports per MFR site drawings, TYP" and "Exact Unistrut locations per Arch and MFR drawings."
The cover sheet (G-001) references Appendix B (Site-Specific Equipment / MFR Drawings) and Appendix C (Patient Lifts — ARJO) as governing documents. These appendices do not appear to be included in the issued bid package.
CATHETERIZATION LAB AND IMAGING RENOVATION, AT THE FRESNO VA,
Without manufacturer drawings for the C-arm equipment booms, imaging equipment Unistrut rails, and ARJO patient lift ceiling tracks, the structural steel subcontractor cannot determine exact beam locations, weld plate placements, or Unistrut attachment points.
Request: Please confirm whether Appendix B and Appendix C are included in the issued bid package. If not, please provide or issue them as a bid amendment.
RFI #11 Response: Appendix B (Site‑Specific Equipment / Manufacturer Drawings) and Appendix C (ARJO
Patient Lift Drawings) were not included in the issued bid package and will be distributed to all prospective offerors in amendment 002; these appendices contain the manufacturer‑specific details required to determine exact Unistrut support locations, beam placements, weld plate requirements, and ceiling‑mounted patient lift track configurations referenced on structural sheets S‑101A, S‑111, and S‑501.
They are attached to this amendment 002, these documents will govern the final installation requirements, and all interested vendors should review them carefully to ensure accurate pricing and coordination of structural steel and overhead patient‑lift support systems are fully covered in their proposal.
RFI #12: [Technical] — Drawing: GS101 (Facility Site Plan) | Spec: 01 50 00 — Temporary Facilities and
Controls Drawing GS101 (Facility Site Plan) identifies a provisional lay down area near Building 34 with the note: "Confirm with COR." The Statement of Work (Section A.5) requires the contractor to coordinate the staging area with the VA COR at the pre-construction meeting and confirm prior to bringing any materials to the Medical Center.
For a 10,200 SF second-floor renovation in an active federal healthcare facility, the staging area location directly affects material handling logistics, elevator access, delivery coordination, and overall project cost.
Request: Please confirm the approved contractor staging and lay down area for this project, including the approved material delivery access route and the elevator designated for contractor use.
RFI #12 Response: The contractor staging and lay‑down area, as well as the approved material delivery access route, will be confirmed by the VA at the time of Notice to Proceed (NTP) in accordance with the
Statement of Work and the facility’s operational needs; however, contractors are advised that service elevators S3 and S4 are designated for construction use, with Elevator S3 being the larger of the two and to be utilized for oversized materials and equipment. Final staging and logistics arrangements including delivery routes, material handling pathways, and any required coordination with facility operations will be
CATHETERIZATION LAB AND IMAGING RENOVATION, AT THE FRESNO VA,
established during the pre‑construction meeting or afterward, and must be adhered to by the contractor once issued by the VA COR.
RFI #13: [Technical] — Drawing: S-101A, M-601 | Spec: 23 73 00 — Indoor Central-Station Air Handling Units The Basis of Design HVAC Narrative (p. 14) specifies a new semi-custom AHU for the Catheterization Lab with chilled water, electric preheat/reheat coils, humidification, HEPA filtration, and 100% outside air capacity including Emergency Epidemic mode. Structural drawing S-101A includes the note: "Do not hang unit from existing concrete deck (max unit weight 2,500 lbs), TYP." New support beams (W8x15 and W8x18) are shown with the note: "Coordinate location with unit support locations."
The semi-custom AHU manufacturer and model number have not been identified in the bid documents.
Without confirmed unit dimensions, weight, and utility rough-in locations, the mechanical, structural, and electrical subcontractors cannot finalize their scopes.
Request: Has VA selected or pre-approved a semi-custom AHU manufacturer and model for the Catheterization Lab? If so, please provide unit specifications including dimensions, weight, utility rough-in locations, and electrical requirements.
RFI#13 Response: The VA requires a specific brand name custom semi‑custom mechanical air‑handling unit for the Catheterization Lab at the Fresno VA, specifically the “York XTI”, which is also in the basis of design for this project; the associated manufacturer cutsheets, including unit dimensions, weight, structural support points, utility rough‑in locations, coil information, and electrical requirements will be provided in Amendment 002. A Justification Approval (JA) for a Brand Name York XTI Equipment will be issued and will be available in Amendment 0002 along with cutsheets for all vendors. These documents will provide the detailed data required for final coordination of mechanical, structural, and electrical scopes, including verification of support beam placement and confirmation that no portion of the unit is to be hung from the existing concrete deck.
RFI #14: [Technical] — Drawing: MP101, MP102, MP103, M-503 | Spec: 23 21 13 — Hydronic Piping The Basis of Design HVAC Narrative (p. 14) states: "The closest chilled water available of sufficient capacity is in the exterior chase going down to the subbasement. Chilled water piping shall be routed from the AHU and tied into the chilled water mains in the chase. The chilled water system shutdown shall be closely coordinated with VA." The bid documents do not provide: (1) the maximum allowable CW shutdown duration; (2) confirmation that the exterior chase is accessible without impacting occupied spaces; or (3) confirmation that the CW main has adequate capacity for the new AHU load. The campus CW system is a manually changed-over 2-pipe system, adding a seasonal constraint.
Request: (1) What is the maximum allowable duration for a CW shutdown? (2) Is the exterior chase accessible without impacting occupied areas? (3) Has engineering confirmed adequate CW capacity at the tie-in point?
CATHETERIZATION LAB AND IMAGING RENOVATION, AT THE FRESNO VA,
RFI #14 Response: To address the chilled‑water shutdown and tie‑in requirements, the contractor will (1) present their planned method for performing a chilled water system tie‑in while maintaining continuous CW service to the facility, ensuring compliance with VA specifications, safety requirements, and Division 01 administrative procedures; (2) The contractor must plan and perform all required access to the exterior chase whether for demolition, repairs, or installation while VA manages entry into any affected areas, after which the contractor is responsible for restoring all disturbed spaces to existing conditions; (3) VA engineering and Spees Design(AE) has already confirmed with the local plant operator that adequate chilled‑water capacity exists at the designated tie‑in point and that the chilled‑water supply in the exterior chase remains available year‑round, which is why the connection must occur at this location.
RFI #15: [Technical] — Drawing: F-001, FD101, F-101 | Spec: 21 13 13 — Wet-Pipe Sprinkler Systems Drawing F-001 (Fire Protection General Notes) states: "Contractor shall have a NICET Level III or Level IV Sprinkler Technician design the drawings, or a Registered Professional Engineer licensed in Fire Protection Engineering shall stamp the drawings." Spec Section 21 13 13 confirms this deferred design requirement.
Existing fire suppression system as-built drawings for the 2nd floor east wing of Building 1 are not included in the issued bid set. Without them, the fire protection contractor cannot perform the NICET III/IV deferred design, determine existing pipe sizes and zone boundaries, or identify isolation valves.
Request: Please provide existing fire suppression system as-built drawings for the 2nd floor east wing, Building 1, including pipe sizes, locations, zone valve locations, and system pressure data.
RFI #15 Response: The contractor is fully responsible for field‑verifying all existing fire‑suppression conditions in the 2nd‑floor east wing of Building 1, including pipe sizes, routing, zone boundaries, valve locations, and available system pressures prior to commencement of work, the Government will not be issuing additional as‑built drawings for this area.
RFI #16: [Technical] — Drawing: AE401, AE402, A-604, S-101A | Spec: 11 73 00 — Overhead Patient Lifts;
Appendix C (ARJO), The equipment schedule (A-604) designates the ceiling-mounted patient lift system with a designation indicating VA-furnished equipment. Appendix C is referenced as "Patient Lifts — Provided by
ARJO." Spec Section 11 73 00 requires installation of an overhead patient lift system per Appendix C.
The procurement path is not definitively established. It is unclear whether the ARJO patient lift is: (a) Owner furnished, contractor-installed (OFCI); or (b) contractor-furnished and contractor-installed (CFCI). This distinction has significant cost implications. The ARJO system carries an 8-12 week lead time.
Request: Please confirm whether the ARJO ceiling-mounted patient lift system is OFCI or CFCI. If OFCI, please confirm the model and estimated delivery schedule.
CATHETERIZATION LAB AND IMAGING RENOVATION, AT THE FRESNO VA,
RFI #16 Response: The ARJO ceiling‑mounted patient lift system for this project is Government
Owner‑Furnished, Owner‑Installed (OFOI); the contractor is responsible solely for preparing the site to receive the equipment, including installation of all required structural supports, backing, power, and clearances shown on the contract drawings, and must coordinate all scheduling requirements with the VA
COR/Facility to ensure unobstructed access for the VA’s installation vendor. Because the lifts are Govt. OFOI, the procurement, delivery, and installation logistics including model selection and delivery timeline will be handled directly by the VA, and the contractor should base its proposal and costs only on the preparation and coordination work indicated in the contract documents.
RFI #17: [Technical] — Drawing: AE401, AE402, EP101, EP102, ET101, ET102 | Spec: A-604
(Equipment Schedule); 26 27 26 — Wiring Devices
The equipment schedule (A-604) shows Omnicell Automated Medication Dispensing Units (Item M3150) designated "VV/YY" (VA Furnished, VA Installed / requires power and data) in multiple rooms including 2A11, 2A25, and 2A26. The note states: "Contractor to confirm quantities of each item." so
The contractor is responsible for all electrical rough-in infrastructure and data rough-in. Neither the Omnicell model number, electrical requirements (voltage, amperage, circuit type), nor data port count are provided in the bid documents.
Request: Please provide Omnicell unit model number(s) for all locations and the manufacturer rough-in requirements including dedicated circuit size and voltage, number of circuits per unit, data port requirements, and any special grounding requirements.
RFI #17 Response:
Omnicell units shown on the equipment schedule will be replaced with ParEx medication dispensing cabinets as is in Amendment 0002. The contractor must continue to carry all rough‑in responsibilities and costs as shown in the contract documents, and any additional details required for installation will be verified and coordinated with the VA to support proper design, pricing, and field installation.
RFI #18: [Technical] — Drawing: AC113, AE403 | Spec: No specification section found for IGUS cable management system Drawing AE403 (Enlarged Equipment Plans) shows an IGUS cable chain assembly at
Radiology Room #1 (2B04) with the note: "Radiology Equipment — IGUS Chain, per MFR." The IGUS cable chain is not addressed in any specification section in the issued bid set, and the procurement path is not defined.
CATHETERIZATION LAB AND IMAGING RENOVATION, AT THE FRESNO VA,
Request: (1) Is the IGUS cable chain in the contractor scope or provided by the imaging equipment vendor?
(2) If contractor scope, please provide the applicable specification section, manufacturer model, and structural attachment requirements. (3) If equipment vendor scope, confirm what blocking or substrate the contractor must provide.
RFI #18 Response: The IGUS cable chain assembly shown in Radiology Room 2B04 will be furnished by the imaging‑equipment vendor, not by the contractor; the contractor is responsible for reviewing the Appendices documents attached in Amendment 0002 to determine the installation, clearance, and support conditions required to prepare the site for vendor installation. Any substrate, backing, structural support, or coordination requirements identified in the manufacturer‑provided documents must be incorporated into the contractor’s work, and all field coordination will be performed with the VA COR to ensure the space is fully ready for the vendor to install the IGUS chain in accordance with the imaging equipment specifications.
RFI #19: [Technical] Drawing: M-701, M-702, M-703 | Spec: 23 09 23 — Direct Digital Control (DDC) for HVAC The Basis of Design HVAC Narrative (p. 15) states all new controls must tie into the existing Johnson Controls Metasys BAS in Building 2. JCI Metasys is a proprietary platform — programming and integration requires a JCI-authorized dealer. A non-authorized contractor cannot legally program or commission the existing system. The bid documents do not identify a VA-authorized JCI controls integrator, nor confirm whether an existing JCI service contract at this campus restricts who can perform this work.
Request: (1) Has VA identified or pre-authorized a specific JCI Metasys controls integrator for this project?
(2) Is the DDC/BAS work open to any JCI-authorized dealer, or is it restricted to a specific VA-approved Contractor.
RFI #19 VA Response: The VA has not identified or pre‑authorized a specific Johnson Controls Metasys (JCI) integrator for this project, and the associated DDC/BAS work may be performed by any JCI‑authorized dealer capable of providing the required programming, integration, and commissioning services for the existing Metasys system; the contractor is responsible for ensuring that the selected controls subcontractor is properly certified and authorized to work on the proprietary JCI platform. For awareness only, Bedard Controls is currently onsite supporting VACCHCS (VA Fresno), but bidders are not restricted to using this firm.
RFI #20: [Technical] Drawing: P-105, PD105 | Spec: 22 62 00 — Vacuum Systems; 22 63 00 — Gas Systems for Laboratory and Healthcare Facilities The Basis of Design Plumbing Narrative (p. 13) confirms medical gas systems shall be modified and rerouted, Cath Lab medical gas shall be tied into the boom arm, and the Cath Lab shall receive a new zone valve box and area alarm panel.
Existing medical gas system as-built drawings for the 2nd floor east wing have not been included in the issued bid package. Medical gas is a life-safety system — system shutdowns require 2-week advance VA
CATHETERIZATION LAB AND IMAGING RENOVATION, AT THE FRESNO VA,
coordination. Incorrect assumptions about existing conditions could result in extended shutdowns and patient care impacts.
Request: Please provide existing medical gas system as-built drawings for the 2nd floor east wing, Building 1, including pipe sizes, riser locations, zone valve locations, and system pressures. Also confirm who performs post-installation verification and testing.
RFI #20 Response: The contractor is required to field‑verify all existing medical gas system conditions in the
2nd‑floor east wing of Building 1, including pipe sizing, routing, riser locations, zone valve locations, and available system pressures prior to commencement of work, as the Government will not be issuing additional as‑built drawings. All modifications, tie‑ins, and extensions of the medical gas system must be performed in accordance with contract documents and coordinated with the VA to ensure proper scheduling of shutdowns, which require advance notice due to life‑safety impacts to the Veteran population and internal VA staff. Post‑installation verification, testing, and recertification of the medical gas system must be performed by appropriately qualified ASSE 6010 installers, ASSE 6020 verifiers, and ASSE 6030 maintenance personnel, and the contractor is responsible for ensuring all required testing, documentation, and certification activities are completed in full compliance with applicable codes and VA standards.
RFI #21: [Technical] — Drawing: P-501 (Plumbing Details, Detail 5); P-104 (Second Floor Domestic Water Plan, Call-Out 6) | Spec: 22 11 00 — Facility Water Distribution
Drawing P-501, Detail 5 is titled "Recirculation Fitting Detail, NTS" and depicts a recirculation fitting assembly on the domestic hot water system. The Second Floor Domestic Water Plan (P-104) contains the following note at Call-Out 6: "Provide Kemper 'Flow Splitter' fitting same size as in-line hot water piping."
No specification section in the issued bid documents provides product specifications, performance requirements, pressure ratings, installation standards, or approved manufacturer/model information for this fitting. Spec Section 22 11 00 (Facility Water Distribution) governs domestic water but contains no reference to the recirculation fitting or the Kemper Flow Splitter product.
Request: Please provide a specification section or product data sheet for the Kemper 'Flow Splitter' recirculation fitting shown on drawing P-501, Detail 5, and referenced on P-104, Call-Out 6. Confirm the required model, size, pressure rating, and connection type. Please also confirm whether approved equal substitutions are permitted.
RFI #21 Response: The product data sheet for the Kemper “Flow Splitter” recirculation fitting shown on
Drawing P‑501, Detail 5, and referenced on P‑104, Call‑Out 6, will be issued via amendment 0002, and the associated specification section will be updated accordingly; the forthcoming cutsheet will identify the
CATHETERIZATION LAB AND IMAGING RENOVATION, AT THE FRESNO VA,
required model, size, pressure rating, connection type, and installation requirements, and will serve as the governing basis for contractor pricing and design coordination. Approved‑equal substitutions may be considered only in accordance with the specifications and must be submitted for review with full technical data demonstrating compliance with the performance and dimensional requirements of the Kemper “Flow
Spitter” fitting.
RFI #22: [Technical] — Drawing: S-101A (Structural Ceiling Framing Plan), GS101 (Facility Site Plan) | Spec: 05 12 00 — Structural Steel; 01 00 00 — General Requirements, Para. 1.16 Drawing S-101A shows new structural steel ceiling support framing required throughout the second-floor renovation area to support C-arm equipment booms, ARJO patient lift ceiling tracks, and AHU support beams. This framing includes tubular steel members up to 20 feet in length, with individual pieces weighing up to 250 lbs.
Spec Section 01 00 00, Para. 1.16 states: "Contractor will not be allowed the use of existing elevators.
Outside type hoist shall be used by Contractor for transporting materials and equipment." A 20-foot tubular steel member cannot be transported in a standard hospital elevator and requires an approved exterior hoist or alternate delivery method.
Neither the approved delivery method, the path of travel for oversized members, nor the exterior hoist attachment point are identified anywhere in the contract documents.
Request: (1) What is the approved method for delivering 20-foot tubular steel members (up to 250 lbs each) to the second floor? (2) If an exterior hoist is required, where is the approved attachment point and rigging zone? (3) Is a temporary structural opening permitted for crane or hoist access?

CATHETERIZATION LAB AND IMAGING RENOVATION, AT THE FRESNO VA,
Every ICRA phase plan drawing (AS101 through AS201) contains the following note: "Temp barriers and doors may only be demolished once given final approval by the VA COR." The contract documents do not define: (1) the minimum advance notice required to request ICRA barrier demolition approval; (2) the approval process timeline; (3) whether a formal PCRA update is required at each phase transition; or (4) the identity of the approving authority. This project involves 4 phases and multiple sub phases. Undefined approval timelines compound across all transitions and directly impact the 730-calendar-day contract period.
Request: (1) What is the minimum required advance notice to request ICRA barrier demolition approval?
(2)Who is the approving authority? (3) What is the expected review and approval timeline? (4) Is a formal
PCRA update required at each phase transition?
RFI #25 Response: Contractors must provide a minimum of 30 days advance notice when requesting approval to demolish ICRA temporary barriers, and all approvals will be issued by the VA’s internal Safety and Infection Prevention personnel or the VA COR for all ICRA‑related transitions. The expected review and approval timeline is two weeks, and a formal updated PCRA is required at each phase and sub‑phase transition, in accordance with Specification Section 01 35 26 and the ICRA phasing plans. The contractor must incorporate these approval durations into its project schedule, as no barrier removal or phase progression may occur until written authorization is obtained from the VA and/or the VA COR.
RFI #26: [Constructability] — Drawing: GS201, GS202 (Phasing Plans) | Spec: 01 00 00 — General Requirements Phasing Plans GS201 and GS202 both contain the note: "Phase II — Existing breakroom to be utilized as swing space for ultrasound. Contractor to coordinate with VA COR."
