About this file
This is a Single Source Justification document for a federal procurement under simplified acquisition procedures for purchases exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.
The Department of Veterans Affairs, through its Regional Procurement Office West, is acquiring a customized York Brand Air Handling Unit (AHU) mechanical component as part of a 10,200 square-foot Catheterization Laboratory renovation at the Fresno VA Medical Center. The acquisition is being competed as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, with the York AHU identified as a partial brand-name requirement. The vendor is Johnson Controls, Inc., located at 3451 West Ashlan, Fresno, CA 93722. The justification establishes that competing manufacturers cannot provide an air-handling unit meeting the Government's stringent spatial constraints, service-clearance requirements, and configuration flexibility needed to safely integrate equipment into the existing mechanical space without structural modifications. The Architect and Engineering firm, Spees Design Group, conducted market research from November 4, 2025 through January 22, 2026, contacting four HVAC manufacturers; only York demonstrated the technical capability and manufacturing flexibility to produce a compliant customized unit. The contractor is responsible for procuring the unit directly from York and securing authorized York installation if required by the manufacturer to ensure warranty, performance, and commissioning compliance. The Contracting Officer has certified this as a partial brand-name justification and approval in accordance with RFO 13.101(b), with the brand-name justification posted to SAM.gov with the solicitation and Amendment 0002 for transparency.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for MPT up to SAT
Revision: 02 Effective Date: 12/30/2025 Page 1 of 3 Acquisition ID# 36C261-26-AP-3329
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW RFO 13.101(b) For
Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C261-26-AP-3329
1. Contracting Activity: Department of Veterans Affairs, Regional Procurement Office
West (RPOW), Veterans Integrated Service Network (VISN) 5, Health Service Area (HSA) 52, Network Contracting Office (NCO) 21, for the VA Central California Health Care System, Fresno VA Medical Center. PR/2237 #
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The project focuses on the renovation of the 10,200 squarefoot Catheterization Laboratory located on the second floor of the East Wing at the Fresno VA Medical Center. The Scope of Work and technical specifications provide all requirements necessary to complete the renovation in accordance with Department of Veterans Affairs standards. This acquisition includes a partial brand name requirement for the item identified, for which the VA cannot accept substitute, equal, or alternate products, as doing so would fail to meet the Government’s minimum needs. The estimated total of the Brand Name component is:
a. Customized York Brand AHU Mechanical Unit
i. Johnson Controls, Inc.
i. Contact information and product address: Johnson Controls Fresno, CA. 3451 West Ashlan, Fresno, CA 93722. https://www.johnsoncontrols.com/
ii. Estimated Value:
iii. Description: Part of this project requires a customized mechanical unit manufactured by York due to significant spatial limitations within the existing mechanical room. Standard, off-the-shelf units could not be safely accommodated without creating service clearance deficiencies, obstructing required airflow pathways, or increasing the risk of equipment damage during operation or maintenance. The customized
York unit is the only configuration capable of fitting within the constrained footprint while maintaining all required safety and maintenance clearances, thereby ensuring technicians can perform routine service and emergency access without undue hazard.
Effective Date: 12/30/2025 Page 2 of 3 Acquisition ID# 36C261-26-AP-3329
iv. Vendor will furnish and install one (1) brand name, customized York AHU mechanical unit as identified in the project plans and specifications. The contractor is responsible for procuring the unit directly from York and, if required by the manufacturer, securing and paying for installation by an authorized York representative to ensure compliance with all warranty, performance, and commissioning requirements.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Competing manufacturers were unable to provide an air-handling unit that met the Government’s required footprint, service-clearance allowances, and configuration flexibility necessary to safely integrate the equipment into the existing mechanical space at the Fresno VA
Medical Center. Due to the stringent spatial constraints within Building 1, only the
York brand demonstrated the capability to fabricate a fully customized unit that satisfied all dimensional, operational, and safety requirements without requiring structural modifications to the facility. Accordingly, York is the sole source capable of meeting the Government’s minimum needs for this application.
4. Description of market research conducted and results or statement why it was not conducted: In accordance with the Competition in Contracting Act (CICA), the partial brand name item listed above are identified as brand name; While the overall acquisition will be competed as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, the customized Air Handling Unit (AHU) identified herein necessitated a brand-name component. The corresponding brand-name justification will be posted to the Government Point of Entry (SAM.gov) with the solicitation and Amendment 0002 to ensure full transparency.
The Architect and Engineering (A/E) firm, Spees Design Group, conducted substantive market research on November 4, 2025 – January 22, 2026. As part of its technical evaluation, the firm contacted four (4) HVAC manufacturers to determine the availability of a custom AHU capable of meeting the facility’s dimensional, performance, and spatial constraints at the Fresno VA Medical Center. Of the manufacturers who responded, only York demonstrated the technical capability and manufacturing flexibility required to produce a custom AHU unit that complied with the Government’s size limitations and engineering specifications.
Upon notification from the medical facility of the brand-name requirement received after the solicitation had already been posted to SAM.gov Network Contracting Office (NCO) 21 did not have sufficient time to conduct additional, independent Government-led market research specific to custom York AHU units. Given the late identification of the requirement and the necessity to maintain the procurement schedule, NCO 21 relied on the A/E firm’s research and documented findings as the basis and determination for the partial brand-name component.
Effective Date: 12/30/2025 Page 3 of 3 Acquisition ID# 36C261-26-AP-3329
5. Contracting Officer's Certification: This is a partial brand name Justification and Approval as the VA is purchasing commercial products and commercial installation services. Purchase is approved in accordance with RFO 13.101(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
