About this file

These are three Justifications for Single Source Awards for the Department of Veterans Affairs, VISN 12, Hines VA Hospital, related to a project to renovate elevators in Building 200. The documents detail three specific system requirements that necessitate single-source procurement: 1) Johnson Controls Facility Explorer (JCI FX) Building Automation System at an estimated cost of $11,500, 2) Schlage 7-pin small format interchangeable core (SFIC) key system at an estimated cost of $3,000, and 3) Lenel OnGuard Physical Access Control System (PACS) at an estimated cost of $12,500. Each justification explains that these specific systems are the existing standards used throughout the Hines campus, and using alternative products would create integration challenges, increase maintenance costs, and potentially compromise safety and security. The total estimated procurement cost for these three systems is $27,000, and each justification is signed by the Contracting Officer Kristi Kluck, who certified the purchases comply with FAR 13.106-1.

Solicitation 36C25225R0036 Project 578-25-003 Renovate Elevators in Bldg 200 Amendment P0006 - Attachment 12a Page 1 of 1

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C252-25-AP-1516 Solicitation 36C25225R0036

1. Contracting Activity: Department of Veterans Affairs, VISN 12, Hines VA Hospital

NCO 12 Construction Team 578-25-4-6801-0069

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Johnson

Controls Facility Explorer (JCI FX) is a Building Automation System (BAS) used to monitor and control building systems. JCI FX is the BAS used on Hines campus, therefore JCI FX compatible projects are the only products allowed for installation on the Hines campus.

The estimated cost for JCI FX products is $11,500.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The medical center requires all associated construction to be compatible with JCI Facility Explorer because this is the BAS utilized on Hines campus. Any products not compatible with JCI FX would not integrate with the Hines BAS and therefore be non-compliant with TIL Specification 23 09 23 Direct-

Digital Control System for HVAC.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was not conducted because JCI FX is the existing BAS at Hines. Products supporting this requirement are widely available and competitively priced. Non-compatible products would not integrate with the Hines BAS.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.

NCO 12 Construction Team 578-25-4-6801-0069

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This key system, Schlage 7-pin small format interchangeable core (SFIC), is the only product allowed for new door hardware because it is consistent with the key system used throughout the Hines campus.

The estimated cost for Schlage 7-pin small format interchangeable cores is $3,000.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The medical center requires all construction projects to incorporate the Schlage 7-pin small format interchangeable core (SFIC) keying system because all doors on the Hines campus utilize this key system. Maintaining bench stock for the parts and keying components of an entirely different locking system would be expensive and time-consuming. Use of another brand would require duplicating efforts in training and double the stock on hand for replacement parts. These items are competitively priced and are widely available.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was not conducted because the Schlage SFIC is an existing system used at Hines.

Non-compatible products on the market would require additional costs to maintain within the facility and complicate frequent staff relocation, area management, and issuance of keys.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Acquisition Plan Action ID: 36C252-25-AP-1516 Solicitation: 36C25225R0036

- NCO 12 Construction Team 578-25-4-6801-0069

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Lenel OnGuard is a Physical Access Control System (PACS) which provides security management for access control and video surveillance. The Hines campus has thousands of devices and interfaces (ex. card readers) currently tied to the existing Lenel OnGuard system. The new elevator security features must be integrated into the existing PACS and must be compatible with Lenel OnGuard.

Th estimated cost for Lenel OnGuard compatible products is $12,500.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The medical center requires all new PACS hardware be compatible with Lenel OnGuard because this is the PACS utilized on Hines campus. The new security system will be monitored on the active front-end equipment currently used by the VA Police Department. Installation of a system that interfaces properly with the existing system in Building 1 will ensure patient safety and security is maintained at the highest level especially in life threatening situations. Additionally, installation of components that match the existing security system minimizes maintenance costs and bench stock requirements. It is necessary to integrate with the existing PACS to ensure there are no interface problems and that system operation and maintenance is maintained to ensure patient and worker safety.

4. Description of market research conducted and results or statement why it was not conducted:

Market research was not conducted because Lenel OnGuard is the existing PACS at Hines. Compatible products are widely available and competitively priced. Non-compatible products will not integrate with the existing PACS.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
