About this file

This file is a specification section for turf and grasses work (Section 329200) prepared by RETTEW for West Chester University's WC2608 SWOPE Stormwater Basin Retrofit Project, located at the southeast corner of the intersection of South High Street and East Campus Drive in West Chester, Pennsylvania. The scope of work includes seeding, plugging, and erosion-control materials installation within a stormwater basin retrofit project. The specification requires fresh, clean, new-crop grass seed complying with AOSA testing standards, with species selection per drawing specifications. A proprietary Rain Garden Mix (Ernst Seed Mix ERNMX-180) from Ernst Conservation Seeds is identified as an acceptable product, with equivalent mixes available upon designer approval. The planting window is restricted to spring (March 15 through May 31) or fall (September 1 through October 15), with work proceeding only under favorable weather conditions. The contractor is responsible for 12 months of maintenance following planting, including watering, weed control, and mowing of turf grass areas when height reaches six inches or greater. The contractor must also warrant that basin native grass seeding achieves at least 70 percent live vegetative cover of specified species within 12 months after planting, with re-seeding and maintenance at contractor expense for areas failing to meet this requirement.

The specification requires submission of qualification data for the landscape installer, seed certification from vendors, product certificates for fertilizers, and pesticide/herbicide product labels with manufacturer application instructions. Slow-release fertilizer with 20 percent nitrogen, 10 percent phosphorous, and 10 percent potassium composition is specified, with alternatives available based on soil testing laboratory recommendations. The landscape installer must be a qualified professional with demonstrated success in meadow establishment and maintain an experienced full-time supervisor on site during work operations. Pesticide applicators must be state-licensed and commercial. All seed and packaged materials must be delivered in original, unopened containers with manufacturer identification and compliance documentation. The specification emphasizes erosion control measures, prohibits storage of bulk materials near structures or utilities, requires soil contamination removal and replacement, and mandates cleanup of debris, soil removal from paved areas, temporary fencing during establishment, and removal of nondegradable erosion-control materials after grass establishment. Pre-emergent and post-emergent herbicides are permitted only as necessary and in accordance with manufacturer recommendations and authorities having jurisdiction.
