About this file

This is a Section 313700 specification document for Riprap work as part of the WC2608 SWOPE Stormwater Basin Retrofit Project at West Chester University of Pennsylvania, located at the southeast corner of the intersection of South High Street and East Campus Drive in West Chester, Pennsylvania. The specification covers the supply and installation of riprap rock materials and associated geotextile filter fabric for erosion control and energy dissipation purposes. The work involves stockpiling materials at designated on-site locations, preparing subgrade conditions including excavation and compaction, placing geotextile filter fabric (Class 4, Type A per PennDOT Publication 408 Section 735.1), and carefully placing riprap rock to create an even distribution with minimal voids without damaging the underlying fabric. All riprap materials must meet PennDOT Publication 408 Section 850.2(a) requirements and originate from PennDOT-approved sources. The project has a contract period from December 7, 2026, to July 3, 2027, spanning 208 calendar days. A pre-bid site visit is scheduled for November 6, 2026, at 11:00 AM.

The overall project cost range is $450,000 to $550,000 for general construction work, and this is designated as a prevailing wage project with wage determination serial number 26-07767 dated August 25, 2026. The riprap specification section requires independent laboratory testing supervised by a Professional Engineer, with material test reports and certifications for size and gradation of each riprap class to be submitted to the engineer. Specific placement requirements include restrictions on drop heights (maximum 1 foot for rocks smaller than 1 foot, with minimum 6-inch bedding layer for larger rocks), prohibition of placement by dumping or in layers, and careful rearrangement of individual rocks to ensure uniform distribution. No liquidated damages provision is included in the contract structure, and no incumbent vendors are identified for this work.

RIPRAP 313700-2

RETTEW Project No.: 0272903615

PART 2 - PRODUCTS

2.1 MATERIALS

A. Riprap: Rock, Class as required meeting the requirements of PennDOT Publication 408 Section 850.2(a).

B. Geotextile Filter Fabric: Class 4, Type A, meeting the requirements of Section 310519 and PennDOT Publication Section 735.1.

PART 3 - EXECUTION

3.1 STOCKPILING

A. Stockpile materials on site at locations indicated on the Plans and as designated by OWNER.

B. Stockpile in sufficient quantities to meet project schedule and requirements.

C. Separate differing materials with dividers or stockpile apart to prevent mixing.

3.2 PREPARATION

A. Prepare the area required for placing the geotextile and rock, including but not limited to excavating, removing unsuitable material, backfilling, compaction of subgrade, placing embankment, and clearing and grubbing. Excavate and prepare the subgrade according to Section 315000.

B. Place the geotextile where shown on the Plans and in accordance with Section 310519.

3.3 PLACEMENT OF RIPRAP

A. Carefully place rock on the geotextiles to produce an even distribution of pieces, with a minimum of voids and without tearing the geotextile. Place the full course thickness in one operation in a manner to prevent segregation and to avoid displacement of the underlying material.

B. Do not place rock in layers, by dumping into chutes, or by similar methods likely to cause segregation or geotextile damage.

C. Do not drop rocks directly on the fabric from a height greater than 1 foot. Do not allow the rock placement procedure to puncture or damage the fabric. When placing rock greater than 1 foot in size, use a minimum 6-inch layer of bedding on top of the geotextile to prevent damage to the fabric.

D. Rearrange individual rocks, if necessary, to ensure uniform distribution.
