About this file
This is a Geosynthetics specification document (Section 310519) for the WC2608 SWOPE Stormwater Basin Retrofit Project being executed by West Chester University of Pennsylvania, with project management by RETTEW. The specification details the requirements for geotextile filter fabric installation as part of the stormwater basin retrofit work located at the southeast corner of the intersection of S High Street and E Campus Drive in West Chester, Pennsylvania. The document specifies the use of Class 1 and Class 4, Type A geotextiles meeting Pennsylvania Department of Transportation (PennDOT) Publication 408 Section 735.1 standards, along with steel securing pins measuring a minimum of 8 inches long. Installation requirements include placing fabric in a loose, unstretched condition with a minimum 6-inch overlap at roll-ends and edges, securing the fabric with steel pins before cover material placement, and covering the fabric with cover material within two weeks of installation. The overall project contract period runs from December 7, 2026, through July 3, 2027, totaling 208 calendar days, with a pre-bid site visit scheduled for November 6, 2026, at 11:00 AM.
The contract cost range for the WC2608 SWOPE Stormwater Basin Retrofit Project is $450,000 to $550,000 for general construction, and the project is classified as a Prevailing Wage project with prevailing wage determination serial number 26-07767 effective August 25, 2026. No liquidated damages clause applies to this contract. The specification document itself does not address pricing terms, set-asides, incumbents, or funding sources, as it focuses exclusively on technical requirements for geosynthetic materials and installation procedures. Bidders must comply with all referenced standards and exercise particular care during fabric placement and covering to prevent puncture or damage, with damaged areas requiring removal and replacement using appropriate lap specifications.
