About this file
This is an Erosion and Sedimentation Control specification document for the WC2608 SWOPE Stormwater Basin Retrofit Project being administered by West Chester University of Pennsylvania. The specification section (312500) establishes requirements for the furnishing of all equipment, labor, and materials necessary to construct and maintain erosion and sedimentation control devices and systems in accordance with Pennsylvania Department of Transportation Publication 408 and the Pennsylvania Department of Environmental Protection Erosion and Sediment Pollution Control Program Manual. Work includes installation and maintenance of erosion control matting, compost filter socks, pumped water filter bags, and rock construction entrances. The contractor is responsible for timely installation and maintenance of all sedimentation control devices to prevent sediment movement from the construction site to offsite areas or into the stream system. Visual inspections of all sedimentation control devices must be conducted once per week and promptly after every rainstorm, with additional measures installed as needed. Upon site stabilization and owner approval, the contractor must remove all sediment control devices and accumulated silt, disposing of waste materials properly and restabilizing all disturbed areas.
The Erosion and Sedimentation Control specification does not contain separate pricing information, as it represents a portion of the broader WC2608 SWOPE Stormwater Basin Retrofit Project with a total contract cost range of $450,000 to $550,000 and a contract period from December 7, 2026, through July 3, 2027 (208 calendar days). The overall project is classified as a Prevailing Wage project under prevailing wage determination serial number 26-07767, dated August 25, 2026. The project is located at the southeast corner of the intersection of South High Street and East Campus Drive in West Chester, Pennsylvania. A pre-bid site visit was scheduled for November 6, 2026, at 11:00 AM. No set-asides, incumbent contractors, or renewal options are identified in this specification document.
