About this file
This is a Questions and Answers amendment to a federal construction solicitation for rehabilitation work at Eielson Visitor Center in Denali National Park and Preserve. The amendment closes the formal pre-proposal question period with issuance of Amendment 011, and offerors must prepare proposals based on the solicitation and all amendments and Q&A issued by the Government. The proposal deadline is October 20, 2026.
The Q&A addresses ten substantive inquiries covering construction access and Park Road vehicle requirements following Pretty Rocks Bridge completion; workforce accommodations including temporary housing, equipment staging, and sanitation facilities; roofing system specifications and options for equivalent systems; availability of existing roof condition records (none available beyond NPS in-house repairs); the 442-calendar-day performance period and incorporation of seasonal and weather-related constraints; mold remediation procedures and treatment of additional concealed damage quantities; temporary utilities availability including electrical power, water, and wastewater services; bonding requirements referencing SF 1442 Block 13 and FAR 52.228-15; subcontractor qualification documentation for specialty trades in roofing and waterproofing; and submission procedures. All answers direct offerors to specific contract sections (primarily Sections 01 11 00, 01 50 00, 07 52 16, 01 67 00, 01 27 00, and 02 85 00) for detailed requirements, confirming that contract requirements remain unchanged from prior versions.

27. Construction Access: With the completion of the Pretty Rocks Bridge, will contractors be permitted to transport construction materials, heavy equipment, and personnel directly to the Eielson Visitor Center using Denali Park Road? Are there vehicle weight restrictions, delivery limitations, or special permits required?
A: Refer to Sections 01 11 00 and 01 50 00 for construction access, Park Road vehicle requirements, hauling restrictions, and applicable load/permit requirements. Contract requirements remain unchanged.
28. Workforce Accommodations: Will the National Park Service provide or designate areas for contractor personnel to establish temporary housing, equipment staging, sanitation facilities, and material storage? Are there limitations on the number of personnel who may remain on-site?
A: Refer to Sections 01 11 00 and 01 50 00 for Contractor housing, construction camp locations, staging, temporary facilities, utility requirements, occupancy information, and required Contractor Housing Plan. Contract requirements remain unchanged.
29. Roof Replacement: Are contractors required to use the exact vegetated roofing assembly specified in the drawings, or may they propose equivalent systems that meet the Government's waterproofing, structural, and performance requirements?
A: Refer to Sections 07 52 16 and 01 67 00 for roofing-system requirements, basis-of-design products, approved-equal products, performance criteria, compatibility, and warranty requirements. Contract requirements remain unchanged.
30. Existing Roof Conditions: Can the Government provide records of previous roof repairs, documented water-infiltration problems, or additional investigation reports that would help contractors understand the existing conditions?
A: Roof repairs have been completed in-house by the NPS O&M Team. No additional roof-repair or investigation records are available.
31. Construction Schedule: Given the remote location and limited construction season, does the 442-calendar-day performance period include anticipated winter shutdowns and seasonal access restrictions?
A: Refer to Sections 01 11 00 and 01 32 16 for the 442-calendar-day contract period, seasonal access limitations, anticipated weather conditions, and construction scheduling requirements. Offerors are responsible for incorporating seasonal and weather-related constraints into their proposed schedule. Contract requirements remain unchanged.
32. Mold Remediation: Regarding the revised pricing schedule and mold-remediation work, can the Government clarify how additional concealed damage or remediation quantities beyond those identified in the contract documents will be addressed?
A: Refer to Section 01 27 00 and Section 02 85 00 for mold/microbial remediation requirements, unit pricing, Government allowance, authorization, and treatment of additional remediation work. Contract requirements remain unchanged.
33. Temporary Utilities: What electrical power, water, and sanitary facilities will be available for contractor use during construction? Are there capacity limitations or requirements for temporary utility connections?
A: Refer to Section 01 50 00 for Government-furnished and Contractor-furnished temporary utilities, available electrical power, potable and non-potable water, wastewater/sewer service, seasonal availability, capacity limitations, temporary connections, and Contractor responsibilities. Contract requirements remain unchanged.
34. Bonding Requirements: Please confirm the required performance and payment bond amounts and whether any additional bid guarantee or project-specific financial documentation must accompany the proposal.
A: Refer to the Solicitation, including SF 1442, Block 13, and applicable bonding provisions, including FAR 52.228-15, for bid guarantee, performance bond, and payment bond requirements. Offerors shall provide all bonding and financial documentation required by the Solicitation.
35. Subcontractor Qualifications: May an offeror rely on the technical experience and past performance of committed specialty subcontractors for roofing, waterproofing, and related construction work? If so, what documentation must be included to demonstrate those commitments?
A: Refer to the Solicitation's proposal submission and evaluation requirements for experience, past performance, key trades, and subcontractor qualification documentation.
36. Proposal Submission: Will the Government accept additional technical clarification questions before the October 20, 2026, proposal deadline? If the formal question period has closed, please advise whether any of these matters may still be addressed.
A: The formal pre-proposal question period is now closed with this amendment issuance. No additional pre-proposal questions will be accepted after issuance of this amendment. Offerors shall prepare their proposals based on the Solicitation and all amendments and Q&A issued by the Government.
