About this file

This is Section 01 50 00 of the specifications for the Rehabilitation of the Eielson Visitor Center (EVC) at Denali National Park and Preserve, Alaska, detailing requirements for temporary facilities and controls during construction.

The contractor must provide temporary utilities, support facilities, and security and protection facilities. The National Park Service will furnish access to existing site power (26 kW propane generator with 100 amp, 120/240 volt single-phase capacity), potable water (approximately 25 gpm at 40 psi from May through September, subject to weather and operational limitations), and wastewater connection to a 5,000-gallon septic tank at no cost to the contractor at the EVC project site only. No utilities are available at the MP 70 staging area. The contractor must provide all supplemental utilities when NPS-furnished systems are unavailable, insufficient, or interrupted, with no additional compensation for seasonal or weather-dependent limitations. Contractor-provided generators must not exceed 60 decibels at 50 feet. For wastewater, the contractor must submit a temporary sanitary connection plan identifying anticipated flows, connection points, freeze protection measures, and wildlife safeguards before installation.

The contractor must furnish a dedicated Government field office (minimum 240 square feet) with heating, operable windows, secure doors, electrical service, internet connectivity, office furniture, refrigerator, fire extinguisher, and routine maintenance. Temporary facilities must include weather-tight storage and fabrication sheds, separate men's and women's toilet facilities resistant to tipping and wildlife access, and chain-link site enclosure fencing. Prior to entry to the park, all vehicles and equipment must be thoroughly cleaned and inspected to remove soil and plant material to prevent invasive species spread. The contractor must comply with extensive park-specific requirements including nesting bird protection protocols, wildlife approach distances (300 yards for bears, 100 yards for sheep, 25 yards for moose/caribou/wolves), bear-resistant waste management with dumpsters meeting Interagency Grizzly Bear Committee standards, and prohibitions on pets, drones, ATVs, and campfires. Road access permits are required for travel beyond Savage Check Station (MP 15), with vehicle washing and inspection records maintained. The contractor must obtain all required Alaska Department of Environmental Conservation camp authorizations based on occupancy and duration classifications. Temporary fire protection must comply with NFPA 241, including hot work permit requirements submitted 14 days in advance. All disturbed vegetation from temporary areas must be addressed through a prepared revegetation plan at project completion.

H. Denali Park Road

1. General

a. The entrance to Denali National Park and Preserve is located at milepost (MP) 237.4 of Alaska Highway 3 (also called the George Parks Highway).

The park entrance is located roughly 237 road miles north of Anchorage, Alaska and 120 miles south of Fairbanks, Alaska. Access between the park entrance and the project site (MP 66), housing area (MP 70), and staging areas (EVC and MP 70) is exclusively via the Denali Park Road, a limited access road through federally designated wilderness.

b. The first 15 miles of the Park road (from the park entrance to the Savage River check station at MP 15) are paved and open to the public. The remaining 77 miles of the road is gravel and access by vehicle requires a park-issued road permit. The road consists of two traffic lanes with shoulders of variable width from MP 0 through MP 30. Beyond MP 30 the road narrows considerably. The road further narrows west of MP 66.

c. Travel on all portions of the Park Road beyond MP 3 is seasonally restricted by the presence of snow. Because of snow, the project site is generally inaccessible by road from October until April.

d. Any vehicles or equipment that have been in contact with vegetation or soil outside the park must be washed and inspected before entering the park to prevent the spread of invasive exotic plants. Any vehicles or equipment that have been used in areas known to contain invasive exotic species must be washed prior to their use in a different area of the park.

Vehicles and equipment that have only had contact with paved roads are exempt from this requirement.

2. Road Access Permits

a. Before travelling west beyond the Savage Check Station (MP 15), obtain a park-issued Road Access Permit for each project-related vehicle that will be operated on the Park Road, including all subcontractor, employee, service, and delivery vehicles.

b. Request permits through the CO at least 7 calendar days before planned travel beyond MP 15. Include the following information with each request:

1) Company name and address

2) Destination on Park Road

3) Driver’s name and relationship to the project

DENALI NATIONAL PARK AND PRESERVE, ALASKA

Design Alaska, Inc. 01 50 00- 8

4) Vehicle make, model, year, license plate number and state.
