DENA 332037 Rehabilitation of the Eielson Visitor Center Denali National Park and Preserve
QUESTIONS AND ANSWERS: The sections that are a strike through represent the Updated answers from the PM going back to the AE for more information. The Red sections are those updates.
1. Hydro alternator — replacement or retention?
Specification 26 30 00 paragraph 1.5.A states that the existing photovoltaic array, hydro alternator, inverters and energy storage system shall be replaced with a new system.
Paragraph 1.5.B of the same section states that the hydro system in its entirety is existing to remain. Drawing U001 note H states the hydro turbine and alternator are existing to remain and are to be restored to their original 120/240 VAC single-phase configuration.
Please confirm that the hydro alternator is not being replaced and that the scope of Section 26 30 00 is limited to the conversion, storage, control and interconnection equipment.
A: The hydro alternator is existing to remain. The scope of work, for the hydro system, is limited to maintenance and modifications of the existing hydro equipment located within the Power House (See original drawings E1 on U002) and new equipment from the secondary side of the existing pad-mount transformer (see detail 2 / U001).
A: Confirmed. The existing hydro turbine and alternator are existing to remain and are not being replaced. The reference in Section 26 30 00, Paragraph 1.5.A stating that the hydro alternator shall be replaced is incorrect and shall be disregarded. Hydro-related work includes maintenance and restoration of the existing hydro equipment, including restoring the alternator/system to its original 120/240 VAC, single-phase configuration, together with the new or replacement conversion, control, storage, and interconnection equipment shown on the Contract Documents. Refer to U001 and the associated U-series drawings for the required hydro system modifications.
2. Rectifier and charge controller architecture?
Drawing U001 states that rectification of 240 VAC produces approximately 340 VDC, which is beyond the typical rating of DC charge controllers, and directs that where the associated charge controllers cannot accommodate rectified 240 VAC the contractor is to provide dual systems for the A and B bus operating on a rectified 120 VAC line-to-neutral connection. The same sheet states that the design anticipates a DC charge controller for the A and B AC bus.
Please confirm whether offerors are to carry a single or a dual rectifier and charge controller arrangement at bid, or whether the final architecture is left to the offeror's
System Designer. The distinction represents two UL508A control panel assemblies, two charge controllers and an additional panel engineering package.
DENA 332037 Rehabilitation of the Eielson Visitor Center Denali National Park and Preserve
A: The final rectifier and charge controller architecture is at the discretion of the System Designer, provided the proposed design satisfies the overall performance and operational requirements of the project.
The AC voltage design is based on the existing pad-mounted transformers (refer to Keynotes 5 and 14 on Drawing E1, Sheet U001), which are rated 240:7200V. The hydro alternator and distribution system are configured for 120/240V, single-phase A/B operation. Operating at reduced voltage (120V) or modifying the system in a manner that eliminates a phase may reduce medium-voltage power transfer capability and increase transmission losses.
A: The final rectifier and charge-controller architecture is delegated to the Contractor’s System Designer. Offerors shall include in their proposal a complete, compliant system based on the architecture selected for their proposed equipment.
A single rectifier/charge-controller arrangement may be used where the selected equipment is rated to accommodate rectified 240VAC while maintaining the required 120/240V, single-phase hydro system operation. Where the selected charge controller cannot accommodate rectified 240VAC, provide dual rectifier/charge-controller arrangements for the A and B buses operating from rectified 120VAC line-to-neutral, as indicated on U001.
Proposal pricing shall include all rectifiers, charge controllers, UL508A control-panel assemblies, engineering, controls, wiring, and accessories required for the selected compliant architecture. The system shall maintain both A and B phases and the required hydro-system capacity; a configuration that reduces system capability is not acceptable unless specifically supported by the System Designer and accepted by the Government.
3. Manufacturer and service agency requirement, 26 30 00 paragraph 1.1.B Specification 26 30 00 paragraph 1.1.B requires that the manufacturer or their authorized distributor have an established agency that stocks a full complement of parts within the Alaska or Washington area, and that they offer the services of an Alaska-based technician.
Please confirm whether an offeror proposing an alternative equipment platform, supported by a documented Alaska-based service agreement meeting the intent of paragraph 1.1.B, will be considered responsive — or whether the paragraph is intended to limit the selection to a specific manufacturer.
A: The specification is not intended to limit selection to a specific manufacturer.
The intent of Paragraph 1.1.B is to ensure that the proposed equipment can be adequately supported by qualified service personnel who can be reasonably dispatched to the project site without significant delay or hardship. Similarly, the
DENA 332037 Rehabilitation of the Eielson Visitor Center Denali National Park and Preserve requirement for local stocking and distribution is intended to ensure that replacement parts and maintenance support are readily available through established local or regional contractors, distributors, or service providers. As such, alternative equipment platforms may be considered responsive provided they demonstrate a documented service and support arrangement that satisfies the intent of Paragraph 1.1.B, including timely access to qualified technicians and replacement parts.
A: The requirement is not intended to limit equipment selection to a specific manufacturer. Alternative equipment platforms are acceptable provided the proposed manufacturer or authorized distributor demonstrates compliance with Section 26 30 00, Paragraph 1.1.B, including established parts support within Alaska or Washington and access to an Alaska-based qualified service technician for the equipment furnished.
A documented service agreement may be used to demonstrate compliance, provided it establishes the required parts availability and technician support for the proposed equipment.
4. Multi-wire branch circuits in existing construction?
Specification 26 05 19 paragraph 3.2.Q prohibits multi-wire branch circuits, requires dedicated neutral conductors, and does not permit handle-tied breakers as a substitute.
Drawings E201 and E202 state that circuit assignments and homerun locations are based on the available 2005 as-built drawings and limited field investigation and may not match field conditions.
In a facility of this vintage, existing branch circuits are likely to share neutral conductors.
Please confirm whether the removal and replacement of such circuits, in order to comply with paragraph 3.2.Q, is included in the base scope of work or is to be addressed as a change under the contract.
A: Prescence of multi-wire branch circuits is unknown but not anticipated based on homerun callouts in original 2005 as-builts. See Addendum.
A: Existing multi-wire branch circuits are not anticipated based on the available 2005 as-built information. New or replacement branch-circuit wiring shall not utilize multi-wire branch circuits. Existing multi-wire branch circuits that are permitted to remain or be reused are not required to be replaced solely because they are multi-wire circuits, provided they are brought into compliance with the applicable NEC requirements and the revised General Sheet Note A on E201/E202.
5. Contract line-item schedule and mold allowance?
Section B of the solicitation lists six lump-sum contract line items numbered 0010 through 0060. Specification 01 27 00 defines seven contract line items numbered 0001 through 0007, including a contract line item 0007 for mold containment, remediation and clearance, with three offeror-priced unit prices to be drawn against a Government-stated allowance.
Please confirm which schedule governs. If a mold containment allowance is intended, please issue the allowance amount and the unit price table by amendment.
A: Amendment 0003 revises the Contract Price Schedule to align with Section 01 27 00. The revised Contract Price Schedule issued with Amendment 0003 governs and supersedes the previously issued schedule. It includes CLIN 07 for mold containment, remediation, and clearance and the required unit-price schedule.
Offerors shall use the revised Contract Price Schedule when preparing their proposals.
6. Governing submittal register Attachment 3, the Submittal List, is dated 12 June 2026, is titled Replace Roof at the Eielson Visitor Center under PMIS 227793, and lists no Division 26 section other than 26 27 26, 26 50 00 and 26 51 02. It does not include Section 26 30 00 or the 26 05 series.
The submittal list bound within the specification package does include Section 26 30 00.
Please confirm which submittal register governs the contract. The difference is material, as Section 26 30 00 requires qualification submittals, professional engineer sealed shop drawings, product data, warranty documentation and operation and maintenance manuals.
A: Updated and included in this amendment 0005. Regardless of the Submittal List, all submittal requirements contained in the individual specification sections remain applicable. Accordingly, the qualification, shop drawing, product data, warranty, and O&M submittals required by Section 26 30 00 are required.
7. Period of performance — Section H Special Requirement 1 Block 11 of the Standard Form 1442 states that the contractor shall begin performance within 10 calendar days and complete it within 442 calendar days. Section H, Special Requirement 1, states that the contractor shall commence work under the contract within 442 calendar days after the date of award.
Please confirm that 442 calendar days is the period of performance for completion of the work. Liquidated damages are assessed at $1,634 per calendar day of delay.
A: Updated Special Requirement 1 in this Amendment 0005. The period of performance is confirmed as 442 calendar days from the date of award. The reference to 10 days pertains solely to the requirement for the contractor to submit Performance and Payment bonds within 10 days of award. Work must begin within those same 10 days to ensure bonding is secured within the required timeframe.
8. Facility power outage during changeover The Eielson Visitor Center is an off-grid facility with no utility service. Removal of the existing inverters, battery banks, charge controllers and rectifier will take the entire facility power system offline, leaving only the existing 26 kW propane generator through the manual transfer switch.
Please confirm the maximum acceptable duration of a complete facility power outage during changeover; whether the existing 26 kW propane generator is expected to carry the full facility load and all construction loads during that window; whether the Government will furnish propane for that purpose; and what advance notice is required before the outage.
A: The Eielson Visitor Center will be vacant and will not be occupied by NPS during construction; therefore, continuous building power is not required solely for building occupancy during the renewable-energy-system changeover. The Contractor shall plan and sequence the changeover to minimize the duration of any complete facility power outage and coordinate the planned outage with the Contracting Officer and Park staff in advance. The existing propane generator has been field-verified as a 34 kW generator. NPS will provide propane for operation of the Government generator. The generator also supports existing NPS operational loads, including the water-treatment system; therefore, its full capacity shall not be assumed to be continuously available for construction. The Contractor shall determine its anticipated construction power demand and provide supplemental or backup power when its demand exceeds the available Government-furnished capacity or during interruptions. NPS will perform routine generator maintenance approximately every 200 to 250 operating hours. Routine maintenance outages are anticipated to be approximately two hours, and NPS will provide the General Contractor approximately 3 to 5 days' advance notice of planned maintenance outages. Contractor-planned outages associated with system demolition, changeover, testing, and interconnection shall be coordinated with the Contracting Officer in advance.
9. Identification of the load shed heater Drawing U001 note K directs the contractor to investigate the existing electric unit heater labeled as LOAD SHED HEATER within the electrical room, and states that the contractor may utilize the existing unit heater with the new system.
Please identify the intended unit heater by location and provide its electrical rating.
Suspended electric unit heaters are present in more than one room of the utility building and no unit is legibly labeled.
A: Note M is with reference to the equipment denoted as "Existing Electric Unit Heater" on detail 1/U101. All other suspended unit heaters within the utility building are observed as hydronic. The kW rating is unknown. It is fed from a 15/2 circuit breaker located within Panel M (located between MDP and Battery Banks).
A: The intended existing electric unit heater is the unit shown on Detail 1/U101 within the Utility Building electrical room. The heater is served from a 15A, 2-pole circuit breaker in Panel M. The existing heater nameplate kW rating has not been verified. For proposal pricing, do not rely on the existing unit heater to satisfy the minimum 5 kW dump-load requirement; provide the required dump-load capacity in accordance with U001 Note M. Reuse of the existing unit heater may be considered only if field verification confirms its rating, condition, and compatibility with the proposed system
10. Energy storage system rack anchorage under IFC 2024 Section 1207 Specification 26 30 00 paragraph 1.3 requires conformance with ICC IFC 2024 Article 1207. Drawing U001 note D permits re-use of the existing battery support racks where compatible. The existing racks are mobile units mounted on casters.
Please confirm whether caster-mounted racks are acceptable for the new energy storage system, or whether the new installation is required to be positively anchored.
A: The design of the Energy Storage System (ESS) was coordinated with the Fire Marshal (FM) with the understanding that the project is intended to constitute a repair, replacement-in-kind, or maintenance upgrade of the existing battery system, which consists of approximately 115 kWh of lead-acid battery storage.
Under this approach, the reuse of existing battery support equipment, including existing racks where compatible with the proposed battery system, may be acceptable as part of maintaining the project within the scope of a repair or maintenance effort. This philosophy extends to mounting and support arrangements, including the potential reuse of existing caster-mounted racks.
However, any proposed ESS that changes the technology, capacity, configuration, layout, footprint, or other fundamental characteristics of the existing system may be considered a new installation rather than a repair or maintenance activity. In such cases, the system would be required to comply with all applicable current code requirements, including IFC 2024 Article 1207, as well as the listing, installation, anchorage, and manufacturer requirements associated with the proposed equipment.
A: Existing battery racks may be reused where compatible, provided the complete rack/battery assembly and its supports are demonstrated to comply with applicable seismic requirements. Caster-mounted racks shall not rely on the casters alone for seismic restraint. Provide positive anchorage or restraint to the building structure in accordance with the approved engineered design and manufacturer requirements.
11. Spare parts scope, 26 30 00 paragraph 2.2 Specification 26 30 00 paragraph 2.2 requires as spare equipment one full rectifier or set of diodes, one hydro DC charge controller, and one DC-DC converter. The rectifier and the DC-DC converter are each specified elsewhere in the section as complete UL508A-listed control panel assemblies.
Please confirm whether the required spares are the conversion components alone or complete duplicate UL508A control panel assemblies.
A: The intent of the spare parts requirement is not to provide complete duplicate UL508A-listed control panel assemblies. Rather, the intent is to furnish spare major components that are critical to system operation and are anticipated to require replacement over the service life of the system due to failure, wear, or maintenance needs.
Accordingly, the required spare rectifier (or set of diodes), hydro DC charge controller, and DC-DC converter should be interpreted as the principal conversion components themselves, not complete duplicate control panel assemblies, unless specifically required by the selected equipment manufacturer.
The purpose of these spare components is to support timely maintenance and restoration of service at this remote site, particularly for items that may not be readily obtainable from manufacturers, distributors, suppliers, or parts inventories located within the State of Alaska. Readily available ancillary panel components, wiring, enclosures, and similar standard hardware are not intended to be duplicated as part of the spare equipment requirement.
A: The required spare equipment consists of the major field-replaceable conversion components only and does not require duplicate UL508A control panel assemblies. Provide one spare rectifier, or complete replacement set of rectifier diodes/modules where applicable; one spare hydro DC charge controller; and one spare DC-DC converter corresponding to the equipment furnished and installed.
Spare components shall be the same manufacturer/model as the installed component, or a manufacturer-approved replacement, and shall be suitable for field replacement without invalidating the UL508A panel listing, equipment warranty, or manufacturer certification. If the selected equipment manufacturer does not permit replacement of the individual component and requires replacement of a larger factory assembly, provide the manufacturer-required replaceable assembly. Enclosures, ancillary wiring, terminal blocks, standard hardware, and other routine panel components are not required as duplicate spares unless they are integral to the manufacturer-required replacement assembly.
12. Availability of legible electrical and hydro as-built drawings The as-built drawing set issued under Amendment 0001 is an image-only scan with no searchable text and no legible sheet index. Drawings E201 and E202 state that circuit assignments are based on the available 2005 as-builts and may not match field conditions.
Please advise whether legible or CAD-format electrical and hydro as-built drawings are available, and whether any service or repair records exist for the hydroelectric generation system.
A: No CAD-format electrical or hydro as-built drawings are available. The scanned record drawings issued under Amendment 0001 are the available Government record drawings for the existing systems. For additional existing hydro system information, refer to Sheet U002, “Reference Drawings,” which includes the available historical/as-built hydro system information incorporated into the bid drawing set. No formal service or repair records are available for the hydroelectric generation system. Based on current NPS operational knowledge, the hydro system is functional and capable of generating power, and the existing bearings are presently considered serviceable. This existing-condition information is provided for reference. The Contractor remains responsible for field verification of existing conditions and for incorporating the existing hydro equipment into the proposed system in accordance with the Contract Documents
13. Lighting fixture schedule tag assignments The Lighting Fixture Schedule on drawing E001 is presented across three sub-tables, and the fixture symbol counts shown on drawing E202 do not reconcile to every fixture tag in the schedule.
Please confirm the fixture tag to model assignments so that quantities can be verified prior to release for manufacture.
A: The lighting fixtures schedule header "Maintenance Building" should actually refer to the "Utility Building" (detail 2/E202).
Sheet E202 has different views for the different areas corresponding to the lighting fixture schedule. IE, there are 22x A2 tags on sheet E202. The fixture schedule shows 9x A2 fixtures in the main building (Details 1 & 3 on E202) and 13x A2 fixtures in the Utility Building (Detail 2/E202), for a total of 22 A2 fixtures.
Unless there are specific examples of large conflicts, then bid the counts as shown in the lighting fixtures schedule.
A: The heading “Maintenance Building (Interior)” on the E001 Lighting Fixture Schedule shall read “Utility Building (Interior)” and corresponds to Detail 2/E202.
Fixture tag-to-model assignments are as identified in the Lighting Fixture Schedule on E001. For example, Type A2 includes 9 fixtures in the Main Building and 13 fixtures in the Utility Building, for a total of 22 fixtures. For proposal pricing, use the fixture quantities and model assignments identified in the E001 Lighting Fixture Schedule. Fixture locations are shown on E202. Final fixture procurement shall be based on the approved lighting submittal prior to release for manufacture.
14. Occupancy and vacancy sensor time-out setting Specification 26 51 02 paragraph 3.1.C states that timers on occupancy sensors shall be set at 15 minutes for office spaces and 20 minutes for general use areas. Paragraph 3.3.E of the same section states that the occupancy sensor electronic timer shall be set to turn lights off 30 minutes after evacuation. Drawing E002 states that all occupancy and vacancy sensor timers shall be set to 20 minutes per ASHRAE 90.1.
Please direct which setting governs at commissioning.
A: Please follow paragraph 3.1.C.
A: Section 26 51 02, Paragraph 3.2.C governs. At commissioning, set occupancy sensor timers to 15 minutes in office spaces and 20 minutes in general-use areas.
The 30-minute setting stated in Paragraph 3.3.E and the blanket 20-minute setting in General Sheet Note E on E202 do not apply and shall be disregarded.
15. Completeness of Section 26 30 00 Pages 2 through 6 of Section 26 30 00 carry the running header SECTION 12 36 00 —
COUNTERTOPS.
Please confirm that Section 26 30 00 is complete as issued and that no content was omitted in assembly of the specification package.
A: The body of the specification is complete without any missing text. Only the header information is incorrect.
A: Section 26 30 00 is complete as issued; no specification content is missing.
The running header on pages 1 through 6 is incorrect and shall read “SECTION 26
30 00 – FACILITY ELECTRICAL POWER GENERATING AND STORING
EQUIPMENT.” The incorrect “SECTION 12 36 00 – COUNTERTOPS” header is an editorial error only and does not affect the section content.
16. FAA equipment coordination The new system is required to maintain the existing FAA equipment DC connection to the 48 VDC battery system. Drawing E101 requires the roof-mounted FAA antenna to be temporarily removed, protected, and reinstalled to match the existing configuration during roof work.
Please confirm who is responsible for coordination with the FAA, what advance notice is required before any interruption of the FAA equipment, and whether FAA escort or approval is required for the antenna work.
A: The antenna located at the Utility Building is an RF antenna and is separate from the FAA camera system. Temporarily remove and protect the antenna as required to perform the roof work, protect the existing cable, and reinstall the antenna to match the existing configuration upon completion of the roof work.
The FAA camera equipment is to remain in place and operational during construction. The new renewable-energy system shall maintain the existing 48 VDC connection serving the FAA equipment. If temporary interruption of FAA power or service is required during system changeover, provide the Contracting Officer Representative a minimum of five (5) days advance notice. Coordination with the FAA will be performed through NPS; the Contractor shall not independently coordinate with the FAA unless directed by the Contracting Officer.
17. Awarding Clin’s We assume that all Clin’s will be awarded at the same time for proposal pricing to remail valid. If this is the case, can the contract bid schedule be revised to reflect the following:
Clin 1- Total Cost of all work
Clin 2- Mold containment, remediation and clearance unit cost.
If clin line items are a necessity, can selected contractor that represents best value show current clin line items in their schedule of values after award?
A: The Government currently anticipates awarding all listed CLINs at the same time. The existing CLIN structure will remain. The project is funded from multiple funding sources that require the associated scopes and costs to remain separately identifiable; therefore, each CLIN shall be separately priced as part of the proposal. After award, the successful Contractor shall develop its Schedule of Values in accordance with the applicable Division 01 requirements. The Schedule of Values may further break down the work within each awarded CLIN for progress-payment purposes; however, it will not replace, redistribute, or establish the CLIN pricing submitted with the proposal
18. Veneer information Per drawing C-203 detail 2, can you please provide the type of veneer.
A: Type to match existing exterior CMU veneer per architectural sheets and 04 81 00 Unit Masonry Assemblies.
A: Provide CMU veneer to match the existing adjacent exterior CMU veneer in color, texture, coursing, and pattern. Refer to the Architectural Drawings and Section 04 81 00, Unit Masonry Assemblies, for veneer requirements.
19. Road maintenance Please verify that NPS will provide road maintenance during working season.
A: NPS will provide routine road maintenance during the normal working season.
For proposal planning purposes, offerors shall assume that NPS snow removal and seasonal road maintenance beyond MP 3 will continue through late September, consistent with the Contract Documents. Depending on weather and snow conditions, NPS may continue limited road maintenance into October;
however, access beyond late September is not guaranteed and shall not be relied upon for proposal pricing or construction planning.
20. Road Permits
Please confirm if the general contractor is administering the vehicle road permit process for all trades, or whether each subcontractor runs its own.
A: The General Contractor shall administer the vehicle road permit process for all Contractor personnel, including subcontractors and vendors, as required for performance of the Work.
21. Hydro Rectifier, Field Voltage Control, and FAA DC Connection.
Can we have someone from the park provide a photo of the Hydro Rectifier, Field Voltage Control, and FAA DC Connection assembly inside the Utilities Building. See Print U101 for location.
A: See attached existing-condition photographs of the hydro/renewable-energy control equipment located within the Utility Building. The photographs are provided for reference; existing equipment configuration and connections, including the FAA DC connection, shall be field verified.
22. Site Visit: Was the Site visit mandatory? A: No.
23. Drawing C700 Detail 1 Note states Use Certified weed free topsoil under salvaged tundra soil. There is no official state program that certifies topsoil as weed free in Alaska. Please confirm whether Fairbanks or Mat-Su area high quality topsoil is acceptable.
A: Fairbanks- or Mat-Su-area topsoil may be proposed; however, geographic source or general material quality alone does not establish compliance. In accordance with Section 32 96 13, proposed imported soil sources shall be submitted for NPS inspection and certification prior to import into the Park. Request source inspection a minimum of 30 calendar days prior to the anticipated need for delivery.
24. In Section 32 96 13 Groundcover Transplanting [3.4 Stockpile (A)] states that material must be stored in designated staging areas. Please provide NPS approved site location to stockpile existing tundra soil.
A: Salvaged tundra soil may be stockpiled within the designated gravel staging area at the
Eielson Visitor Center and/or at the designated staging area at Mile 70, as shown on C100. The Contractor shall determine the specific stockpile location within the selected staging area and incorporate it into its site utilization plan, subject to NPS/Contracting Officer acceptance. Stockpiles shall remain within approved staging areas, shall not impact existing tundra, and shall comply with Section 32 96 13 requirements for protection, covering, moisture maintenance, erosion control, and avoidance of invasive plants.
25. Amendment 8 Temp. Facilities and Controls Page 19, Public Access/Pedestrian
Access. Note 1-Contractor shall maintain access through the east driveway for hikers and visitors. Please confirm that the Eielson parking lot is designated for construction laydown yard/ field offices and closed to public parking.
A: Confirmed. The Eielson Visitor Center parking lot is designated primarily for Contractor construction staging, laydown, field offices, and related construction operations and will be closed to public parking during construction. The Contractor shall maintain pedestrian access through the east driveway for hikers and visitors accessing the trail network south of the EVC. The Contractor shall establish and maintain a safe, clearly delineated pedestrian route through or around the construction area consistent with its Site Utilization Plan and the requirements of Section 01 50 00. Temporary changes to the pedestrian route shall be coordinated with NPS in advance.
26. In the SOW the government states “NPS will be responsible for seeding and fertilization of tundra on the new roof after contractor has graded tundra soil.” In the (Solicitation- Key Trades) we are required to have a Vegetated/Living Roof Specialist. Is this trade required for this project if Contractor is not responsible for seeding or fertilizing soil?
A: Yes. The Vegetated/Living Roof Specialist remains applicable to the project. Although
NPS is responsible for seeding, fertilization, and vegetation establishment, the Contractor remains responsible for installation and coordination of the living-roof assembly, including removal, handling and replacement of salvaged tundra soil, growing media, drainage components, root barrier, geofoam, edging, rodent protection and coordination with the underlying roofing/waterproofing system. The specialist requirement is intended to provide personnel with demonstrated experience in installation and coordination of vegetated/living roof systems and is not intended to require the Contractor to perform the NPS revegetation work.
