SECTION 02 85 00

MICROBIAL REMEDIATION

02 85 00 - 1

PART 1 GENERAL

1.1 SECTION 02 85 00 – MICROBIAL REMEDIATION

A. The overall scope of work for this project is to complete limited renovations at the Eielson Visitor Center as detailed in other sections. Existing documents for the proposed con-struction area(s) and scope of work have been reviewed for potential microbial impacts as part of this proposed renovation.

B. Building components that have been damaged by water and moisture are expected to require microbial remediation in some locations. The intent of this project is to manage only those materials that are being disturbed or generated by other disciplines. Compre-hensive microbial remediation of the entire facility is not an objective of this project un-less specified by the Contracting Officer.

C. Provide microbial growth discovery and response work, including handling and control of suspect microbial impacted materials, containment and engineering controls propor-tional to the condition encountered, and worker protection. The plan shall include the necessary procedures and equipment required to protect workers, the environment and occupants of the building or area, or both, from contact with active microbial growth and spores. The work also includes the documentation prior to demolition, as well as disposal and verification of clearance of any microbial contaminated materials generated by the work after demolition.

D. Microbial remediation activities within this Section shall be tracked and invoiced under the separate unit-priced microbial remediation CLIN items identified in Section B / Sched-ule of Items and coordinated with Section H. The unit-priced CLIN items are estimated quantities and are not lump-sum entitlements. Payment shall be based on actual docu-mented and Contracting Officer-authorized quantities/events accepted by the Govern-ment.

1.2 SCOPE OF WORK

A. The scope of the repairs to the building includes work on the exterior and the interior of the structure, including replacement of the roof and many interior finishes. The required microbial remediation monitoring requirements for this work are detailed in this specifi-cation.

B. Provide containment and engineering control techniques proportional to the extent and exposure risk of the condition encountered as outlined in this specification and based on the Controlled Demolition and Escalation Protocol described in this Section and approved in the Contractor’s project plans. Microbial remediation work shall be supervised by the Contractor’s qualified remediation personnel and Competent Person. The COR/CMR may

DENALI NATIONAL PARK AND PRESERVE, ALASKA

02 85 00 - 2 observe, document, and verify quantities/events for contract administration purposes, but Government observation does not relieve the Contractor of responsibility for means, methods, worker safety, containment, remediation, disposal, or compliance with contract requirements

C. The following microbial remediation specifications apply to the cleaning / removal and disposal of microbial-contaminated porous, semi-porous and non-porous surfaces within various types of structures. Routine demolition shall proceed under applicable demoli-tion, dust control, and worker safety requirements unless suspect mold or microbial growth is encountered or controlled demolition procedures are required by the approved Microbial Remediation Plan / Controlled Demolition Work Plan. Suspect mold or microbial growth encountered in any area designated for demolition or material removal shall be managed in accordance with this Section. The level of containment, qualified remediation personnel, Competent Person presence, CIH/IH involvement, and clearance verification shall be proportional to the extent, location, material type, and exposure risk of the con-dition encountered. Porous and semi-porous materials supporting microbial growth shall be disposed of unless retained for structural purposes or otherwise accepted by the Con-tracting Officer or designee.

D. Prepare a Microbial Remediation Plan / Controlled Demolition Work Plan for review and acceptance by the Contracting Officer. The plan shall be prepared by the Contractor and signed by the Contractor’s Competent Person and qualified remediation profes-sional/IH/CIH, as applicable to the work. Include in the Plan identification of designated high-risk areas and all demolition/material removal areas where suspect mold or micro-bial growth may be encountered; proposed sequencing; targeted destructive assessment approach; containment approach; worker protection; unit-price CLIN tracking proce-dures; documentation requirements; and an assessment of risk for construction workers completing work in adjoining or unaffected areas. The plan must be proportional to the complexity, exposure risk, and location of the work. Upon the Contractor's CIH approval of the plan, submit the plan to the Government for approval.

E. Use proper cleaning procedures, engineering controls, and apply best management prac-tices detailed in the Microbial Remediation Plan / Controlled Demolition Work Plan to remove microbial growth and spore fallout from surfaces and building materials to mini-mize the further release of microbial spores. Remove and dispose of porous building ma-terials that are supporting microbial growth.

F. The COR/CMR may observe remediation work, review documentation, and verify quanti-ties/events for contract administration purposes. The Government may require correc-tive action for work or practices that are not in compliance with the approved Microbial Remediation Plan / Controlled Demolition Work Plan or contract requirements. Govern-ment observation or acceptance does not relieve the Contractor of responsibility for means, methods, worker safety, containment, remediation, disposal, or compliance with contract requirements.
