This file is an attachment related to an On-Call Transit Consultant Services procurement issued by the Arizona Department of Transportation (ADOT) under solicitation number BPM007068. ADOT seeks to establish multiple contracts for multimodal transit consulting services across six primary disciplines: Transit Planning Studies, Transit Planning Tasks, Transit Operations Planning, Transit Operations Tasks, Strategic Planning, and Coordination and Mobility Management Projects. Contractors will provide services on an as-needed basis through individual task assignments over a twelve-month initial contract term with potential extension up to forty-eight months total. The procurement supports various transit-related activities including rural and small urban transit services, transportation for elderly and disabled populations, and transit planning initiatives. Proposals are due by September 10, 2025, with contract performance metrics and specific scopes of work to be detailed in individual task assignments.

Reimbursement will be structured on hourly rate bases for actual work performed, with task-specific assignments determining precise scope and financial parameters. The contract establishes a 0.00% Disadvantaged Business Enterprise (DBE) contract goal, though DBE participation is encouraged. Eligible respondents include federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities. The procurement will be funded through federal transit programs including FTA Sections 5311, 5310, and 5305. The multi-contract approach provides ADOT significant flexibility in accessing specialized transit consulting services as needed throughout the contract period to address diverse transit needs across Arizona.
