This is a Request for Proposal attachment from the Arizona Department of Transportation (ADOT) for On Call Transit Consultant Services under solicitation number BPM007068. ADOT is establishing multiple on-call contracts to provide multimodal transit consulting services across six primary disciplines: Transit Planning Studies, Transit Planning Tasks, Transit Operations Planning, Transit Operations Tasks, Strategic Planning, and Coordination and Mobility Management Projects. Contractors will deliver services on an as-needed basis through individual task assignments over a twelve-month initial contract term with potential extension up to forty-eight months total. The solicitation is open to federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities. Proposals are due by September 10, 2025, with contract work focused on supporting rural and small urban transit services, transportation for elderly and disabled populations, and transit planning initiatives across Arizona.

Compensation will be based on hourly rates for actual work performed, with task-specific assignments detailing individual scopes of work, deliverables, and performance metrics. The contract establishes a 0.00% Disadvantaged Business Enterprise (DBE) contract goal, though DBE participation is encouraged. Funding will be provided through federal transit programs including FTA Sections 5311, 5310, and 5305. No specific contract award values are stated in the solicitation; rather, the multi-contract procurement approach allows ADOT to create a flexible consulting pool capable of addressing diverse transit needs throughout the contract period with significant flexibility in accessing specialized services as required.
