This is a Request for Proposal (RFP) document for On Call Transit Consultant Services issued by the Arizona Department of Transportation (ADOT) under solicitation number BPM007068. The procurement establishes multiple contracts for multimodal transit consulting services across six primary disciplines: Transit Planning Studies, Transit Planning Tasks, Transit Operations Planning, Transit Operations Tasks, Strategic Planning, and Coordination and Mobility Management Projects. Services will be provided on an as-needed basis through individual task assignments over an initial twelve-month contract term with the potential to extend up to forty-eight months total. Proposals are due by September 10, 2025. The contract structure allows ADOT to access specialized transit consulting services flexibly throughout the contract period, with deliverables and performance measures to be specified in individual task assignments.

Contractor compensation will be based on hourly rates for actual work performed, with task-specific assignments determining the precise scope and financial parameters of individual consulting engagements. The contract establishes a 0.00% Disadvantaged Business Enterprise (DBE) contract goal, though DBE participation is encouraged. Eligible respondents include federally recognized tribal agencies, councils of governments, metropolitan planning organizations, non-profits, local governments, and transit authorities. Funding will be provided through federal transit programs including FTA Sections 5311, 5310, and 5305. The procurement is structured to support a wide range of transit-related entities, with particular focus on rural and small urban transit services, transportation for elderly and disabled populations, and transit planning initiatives across Arizona.
