Local Services Acquisition (LSA) for the State of Hawaii

The General Services Administration, Federal Acquisition Service, Pacific Rim Region, intends to issue a solicitation on or about May 27, 2011, for commercial telecommunications services for Federal agencies and other authorized users throughout the State of Hawaii. Telephone companies authorized by the Hawaii Public Utilities Commission to provide telecommunications services in the State of Hawaii are invited to respond to Request for Proposal 9Q1HCSRGP001 for a lines, circuits, features, and state-of-the-art capabilities. The Government intends to award one or more fixed price, indefinite delivery, indefinite quantity contracts to replace the current Hawaii local telecommunications services contracts, which are due to expire on November 20, 2011.

The 38 EIG/PKK has a requirement for nonpersonal services for local telephone exchange services for Hickam AFB (HI RO). The proposed contract is for five years. The local exchange service provider certified by the Hawaii Public Utilities Commission shall provide local commercial communications service for Hickam AFB Reserve recruiter site located in Aiea HI.Local communications service shall include, as a minimum but not limited to, local access for commercial business lines, DSL, voice mail, directory number and number portability, operator and directory assistance, local and Intra-LATA access, and interconnection with Inter-LATA exchange carrier. Competition is open to domestic and foreign sources. All responsible sources may submit a bid, which shall be considered. Sources responding to this synopsis must indicate, in writing, whether they are large, small, disadvantaged and/or a women-owned businesses. For this acquisition, a concern will be considered small under NAICS 517110 with size standard of 1500 employees. The Department of the Air Force Air Combat Command, specifically the Air Force Technical Applications Center (AFTAC), is seeking industry white papers for a Cross Domain Data Operations project through the Commercial Solutions Opening (CSO) 2024, Topic 6. The procurement aims to transition AFTAC's current on-premises cross-domain data systems to a cloud-based environment using Amazon Web Services, enabling secure data exchange between SECRET and TOP SECRET domains. The Department of Veterans Affairs (VA), Office of Acquisition Operations (OAO), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to enter into a contract on a basis of other than full and open competition for existing Local Exchange Carrier (LEC) services on the Region 1 Telecommunications Business Office (R1 TBO) Hawaiian Telcom Communications infrastructure. These LEC services include plain old telephone service (POTS), Primary Rate Integrated Services Digital Network (ISDN) (PRI) service, Basic Rate ISDN (BRI) 2B+D Service, Direct Inward Dialing (DID) numbers, Enhanced Internet Protocol Data Service (EIPDS), Caller ID (name and number) feature (POTS Line and PRI Circuit (23B+D)), Three-Way Calling feature, Call Forward feature, Call Wait feature, Voicemail feature, Call Block feature, Call Hunting/Roll over feature, Call Redirect feature, Third Party Billing Block feature, Primary inter-LATA (Local access and transport area) Carrier (PIC/LPIC) provisioning, and Telephone Service Priority (TSP). The Contractor shall provide telecommunication services at the facility 24 hours per day, seven days per week with maximum service availability.
