About this program
The Department of Justice Office of Justice Programs funds comprehensive reentry services to reduce recidivism and support adults and youth returning to communities from incarceration under CFDA 16.812, with the most recent grant awards dated October 1, 2024.
The program has sustained consistent activity over the past five years, averaging 91 awards annually (2020–2024) with 84 new awards in 2024. Total federal dollars obligated across 1,279 awards since 2009 reach $890.5 million, with recipients contributing an additional $139.5 million in non-federal cost-share, bringing total obligations to $1.03 billion. Awarded grants typically fund adult and youth reentry initiatives with project periods of 36–48 months, though some awards extend through 2029.
Funded activities span pre-release assessment, case management, mental health and substance use treatment, housing placement, employment training and job placement, educational programs, peer support, and transitional services. Recent awards exemplify this scope: Houston Health Department's Community Reentry Network provides case management, job readiness training, and evidence-based cognitive interventions such as Moral Reconation Therapy; Open Doors in Rhode Island delivers intensive wraparound support to women leaving prison; Helen Ross McNabb Center in Tennessee addresses crisis stabilization and community reentry for youth with serious mental illness and substance use disorders; and Operation New Hope in Florida expands pre- and post-release reentry services across five of the state's highest-volume reentry counties. Housing, educational attainment, employment credentials, and reduced recidivism appear consistently as target outcomes.
The program is dominated by the Department of Justice Office of Justice Programs Bureau of Justice Assistance, which awarded 628 grants totaling $582.7 million (65 percent of all federal dollars obligated). The Office of Juvenile Justice and Delinquency Prevention follows with 123 awards and $84.7 million. Project Grants comprise 85 percent of the assistance mix, with Block Grants (7 percent), Cooperative Agreements (5 percent), and Formula Grants (4 percent) filling secondary roles. Recent awards typically range from $600,000 to $1 million over the three-year period.
