About this opportunity
The Bureau of Justice Assistance is soliciting applications for the FY 2026 Smart Reentry Demonstration Program to fund comprehensive and collaborative reentry strategies for individuals returning to communities from adult correctional facilities, with applications due September 24, 2026. A mandatory 50 percent cost share applies to all applicants, though waivers may be granted for fiscal hardship upon written request.
Eligible applicants include state governments, county governments, city or township governments, special district governments, Native American tribal governments (federally and non-federally recognized), and other units of local government. Up to $6,805,353 in total funding is available across anticipated awards of up to 7 grants, with individual award amounts up to $1,100,000 over a 36-month performance period beginning October 1, 2026.
The program requires a two-step submission process: SF-424 form via Grants.gov by September 24, 2026 at 11:59 p.m. ET, and complete application via JustGrants by October 1, 2026 at 8:59 p.m. ET. Applicants must submit a 10-page proposal narrative addressing need, project goals and objectives, project design and implementation, and organizational capabilities, plus a required budget narrative, Memorandum of Understanding with project partners, timeline, and Mandatory Chief Executive Assurance to Collect and Report Recidivism Indicator Data.
Grantees must develop a comprehensive strategic reentry plan, establish a Reentry Task Force, implement interventions targeting high-risk populations, and submit performance reports including recidismism outcomes. Priority consideration is given to applicants partnering with local evaluators, focusing on areas with disproportionate offender populations, implementing graduated sanctions for probation violations, targeting moderate to high-risk individuals, and serving populations with histories of homelessness, substance abuse, or mental illness. The program is authorized under the Second Chance Act of 2007 and the First Step Act of 2018 (34 U.S.C. 10631), and operates under CFDA 16.812.
