About this opportunity
The Bureau of Justice Assistance (BJA), under the Department of Justice Office of Justice Programs, is seeking applicants to provide mentoring and transitional services for adults returning to communities following incarceration in prison or jail who are assessed as moderate to high risk for recidivism. Eligible applicants include Federally Recognized Tribal Governments, 501(c)(3) nonprofits, and non-501(c)(3) nonprofits. Services may be delivered pre- and/or post-release and should address the multifaceted needs of returning citizens through comprehensive reentry support. The program evaluation will include eligibility and responsiveness review, merit assessment, programmatic evaluation, budget analysis, and risk assessment. The application deadline is May 8, 2026, with the extended deadline reflecting a technical issue resolution on the Grants.gov platform.
Individual project grants typically range from approximately $500,000 to $1,000,000 over three-year periods, though cooperative agreements may reach up to $4,000,000 over five-year periods. Award periods generally extend 36 to 48 months, providing organizations adequate time to implement comprehensive interventions and measure outcomes related to recidivism reduction and successful community reintegration. Services will be delivered nationwide across correctional facilities, detention centers, and community-based organizations, with emphasis on populations historically impacted by mass incarceration. Selected applicants must maintain records for three years from the date of final expenditure report submission and comply with all applicable audit requirements and award conditions specified in the official award package.

This NOFO will support community-based organizations and tribal governments to provide mentoring and transitional services for adults returning to communities after a period of incarceration in a prison or a jail and who are assessed as moderate to high risk for recidivism.
