About this opportunity
The Department of Justice Office of Justice Programs Bureau of Justice Assistance seeks applicants through the BJA FY25 Second Chance Act Pay for Success Initiative to implement or enhance performance-based and outcomes-based contracting programs that reduce recidivism and support successful reentry for individuals leaving incarceration. Eligible applicants include state, local, county, and tribal governments, as well as special district and public housing authorities. Programs must address housing needs and other criminogenic factors through newly created, expanded, or transitioned contracts designed to serve justice-involved individuals with measurable outcomes focused on reducing recidivism and supporting long-term reentry success. Applications will be evaluated based on merit, programmatic quality, budget appropriateness, and organizational risk factors, with selection criteria detailed in the Notice of Funding Opportunity. The application deadline is April 27, 2026.
Typical award amounts under the Second Chance Act Reentry Initiative range from $500,000 to $1,000,000 for three-year grant periods, though some cooperative agreements have reached $4,000,000 over five-year periods. Project performance periods generally span 36 to 48 months. Services will be delivered across multiple venues including correctional facilities, detention centers, community-based service providers, and local jurisdictions nationwide. Award recipients must retain all pertinent records for three years from the submission of the final expenditure report and comply with Department of Justice financial and audit requirements. The Authorized Representative of successful applicants must accept or decline awards within 45 days of notification.
