Required comprehensive services include substance use disorder treatment, early child intervention, family counseling, legal services, medical and mental health care, parenting skills training, and vocational support, using validated assessment tools.
Applications require a proposal narrative (maximum 20 pages) addressing need assessment, goals and objectives, project design and implementation, and organizational capabilities, weighted at 5%, 15%, 35%, and 30% respectively. Budget proposals carry 15% weight. Category 2 applicants must provide a Memorandum of Understanding with correctional partners. All applicants must submit mandatory certifications regarding recidivism data collection and treatment provider qualifications.
