About this opportunity
The Office of Juvenile Justice and Delinquency Prevention is soliciting applications for the FY 2026 Second Chance Act Youth Reentry Program, with a SF-424 due date of November 2, 2026 at 11:59 p.m. ET. Category 1 applicants (state, county, city, township, and federally recognized Native American Tribal governments) must provide a 50 percent cost match from nonfederal sources; Category 2 applicants (nonprofit organizations with or without 501(c)(3) status, excluding institutions of higher education) have no cost-share requirement.
The NOFO funds two categories with $12,440,720 in total funding: Category 1 offers 5 awards up to $750,000 each for improving youth reentry services, and Category 2 offers 11 awards up to $750,000 each for strengthening community-based youth reentry programs. The award period runs 36 months beginning January 1, 2027, and both categories target moderate to high-risk youth released from juvenile residential or correctional facilities. Funded services include pre- and post-release case management, mental health services, substance abuse treatment, job training, educational services, and housing assistance.
Category 1 applicants must demonstrate partnerships with federal corrections and supervision agencies, service providers, and nonprofits. Category 2 applicants must submit a Memorandum of Understanding with correctional agencies demonstrating pre-release access to confined youth for case planning at least 90 days before release.
Applications require two submissions: the SF-424 through Grants.gov by November 2, 2026, followed by the complete application through JustGrants by November 9, 2026 at 8:59 p.m. ET. SAM.gov registration must be completed by October 16, 2026. The review criteria weight Project Design and Implementation (35%), Capabilities and Competencies (30%), Project Goals and Objectives (15%), and Budget (15%), with priority consideration for evaluation partnerships, high-need geographic areas, stakeholder input, evidence-based practices, and stable housing outcomes for youth experiencing homelessness or substance abuse histories.
The opportunity is funded under CFDA 16.812 (Second Chance Act Reentry Initiative).
Synopsis
This is a notice of funding opportunity (NOFO) for the OJJDP FY 2026 Second Chance Act Youth Reentry Program. This opportunity will support states, units of local government, federally recognized Native American Tribal governments, and community-based organizations to provide (1) comprehensive reentry services for moderate- to high-risk youth before, during, and after release from confinement, and (2) support transitional services to assist youth to successfully reenter the community. This program supports collaborations between state agencies, local government, Tribes, and community- and faith-based organizations to address the challenges that reentry and recidivism reduction pose for moderate to high-risk juvenile offenders returning to their communities from juvenile residential or correctional facilities.
