About this opportunity

The Bureau of Justice Assistance (BJA), a component of the Department of Justice Office of Justice Programs, is soliciting applications to establish comprehensive service networks addressing untreated mental illness and substance use disorders at the intersection of mental health, substance use, and justice systems. This initiative responds to the challenge of law enforcement agencies functioning as de facto first responders to situations better addressed by health and social service systems, and seeks to provide actionable alternatives that prioritize both public order and appropriate treatment settings. Eligible applicants include tribal governments (federally recognized), state governments, and other entities. The funded activities must focus on four core areas: crisis stabilization centers, treatment services, housing access, and electronic health record (EHR) systems and technology modernization. Applications will be evaluated based on eligibility and responsiveness, merit, programmatic, budget, and risk reviews. The application deadline is April 6, 2026 (extended from April 3, 2026), with an opportunity available to applicants who previously applied for training and technical assistance before the deadline.

Award amounts for this initiative historically range from approximately $248,000 to $8.9 million, with project periods typically spanning three years. The program operates under two primary grant authorities: the Comprehensive Opioid, Stimulant, and other Substances Use Program (CFDA 16.838) and the Criminal and Juvenile Justice and Mental Health Collaboration Program (CFDA 16.745). Services and programs will be implemented across all United States jurisdictions, with places of performance including law enforcement agencies, mental health and substance use service providers, correctional facilities, and community-based organizations. Successful applicants must establish cross-system collaboration across public safety, justice, mental health, and substance use agencies to ensure coordinated intervention efforts and treatment plan compliance. Award recipients must retain all pertinent records for three years following submission of the final expenditure report and comply with applicable federal audit requirements outlined in 2 CFR Part 200.

Synopsis

This NOFO supports comprehensive service networks addressing untreated mental illness and substance use at the intersection of mental health, substance use, and justice systems. This program responds to the growing burden of endemic vagrancy, disorderly behavior and public safety threats faced by law enforcement agencies. These agencies are often positioned as first responders to situations better addressed by health and social service systems. Law enforcement and justice agencies nationwide need actionable alternatives that prioritize both public order and appropriate treatment settings for those experiencing mental illness or substance use disorders. Specifically, this initiative provides funding to support activities through four core areas: (1) crisis stabilization centers; (2) treatment services; (3) housing access; and (4) electronic health record (EHR) systems and technology modernization.
