A pre-proposal conference is scheduled for July 23, 2026 at 10:00 a.m., with questions due July 24, 2026 at 5:00 p.m. Respondents must obtain TX-RAMP Level 2 certification prior to contract award and demonstrate a minimum of four years of recent VDOT service experience. The scope encompasses a web-based and mobile (iOS/Android) VDOT platform supporting synchronous and asynchronous observation, multilingual support (English and Spanish), HIPAA compliance with end-to-end encryption, 24-hour online technical support via chat and email plus business-hours phone support, and integration with the state's Identity and Access Management system supporting SailPoint Identity IQ and Okta single sign-on. The system must comply with WCAG 2.1 Levels A and AA, provide SOC2 Type II annual attestation, maintain 99% monthly uptime, and support comprehensive reporting and analytics dashboards.

The anticipated contract start date is January 2027, with an initial one-year term and options for up to four additional one-year extensions plus a potential final one-year extension. Historical compensation has been approximately $188,400 annually; the state reserves the right to adjust based on funding availability and makes no guarantee of volume or total compensation. Evaluation applies best-value methodology with Relevant Experience weighted at 30%, Narrative and Technical Proposal at 50%, and Cost at 20%. Key personnel must include an Account Manager with minimum two years of healthcare contract management experience and a Technical Lead with minimum five years of application architecture experience, with both located in the contiguous United States. The contractor must maintain comprehensive insurance including cyber liability ($2 million per occurrence and aggregate), technology professional liability ($2 million per occurrence), and crime insurance ($1 million per occurrence), with the state named as additional insured. The Data Use Agreement requires breach notification within one hour for federal system information and 24 hours for all other confidential information, with contractors bearing all breach investigation and mitigation costs. Liquidated damages apply to missed deliverable deadlines ($200 per additional business day, not to exceed $2,000 monthly) and key personnel replacement ($200 per business day, not to exceed $4,000 monthly). The contract is governed by Texas law and subject to the HHS Uniform Terms and Conditions, Information Security and Privacy Requirements implementing NIST SP 800-53R5 equivalent controls, and comprehensive accessibility requirements per Section 508 and WCAG standards.
