The Oregon Department of Transportation is requesting bids for emergency removal and replacement of fire-damaged guardrail and components on US Highway 26 at milepost 107.9–110.1 in Jefferson County, with bids due September 2, 2026, and project completion by October 30, 2026. This emergency procurement under ORS 279C.320 and ORS 279B.080 carries federal-aid eligibility and is subject to Davis-Bacon prevailing wage requirements, FHWA Form 1273 compliance, and Buy America and Cargo Preference Act provisions.

The scope encompasses removal of approximately 8,163 linear feet of existing guardrail and disposal of 160 damaged rails (marked with white painted "X"), plus installation of 6,463 linear feet of 31-inch MGS galvanized guardrail on 6-foot steel posts and 1,700 linear feet on 8-foot steel posts, and four MSKT non-flared terminals. Quantities are estimates subject to field adjustment; payment is based on actual measured quantities. The contractor must provide all traffic control at its own expense. Work must commence within 10 working days of the preconstruction conference and be performed in accordance with the 2024 Oregon Standard Specifications for Construction, ODOT Standard Drawings for Midwest Guardrail Systems, applicable Special Provisions, and Exhibit specifications. Material specifications are provided via cutsheets from Coral Sales.

Contractors must hold current Oregon Construction Contractors Board licensure prior to bidding and must maintain $30,000 public works bonds before work commences, except for qualifying certified disadvantaged, minority-owned, women-owned, and service-disabled veteran-owned businesses during their first four years of certification, or for projects totaling $100,000 or less. Contractors must self-perform at least 30 percent of contract work. Prevailing wage rates per Oregon BOLI Region 10 and federal Davis-Bacon rates apply. Bids are submitted through OregonBuys with no public bid opening; award goes to the lowest responsible, responsive bidder. Apparent successful bidders must submit certificates of insurance, a Responsibility Inquiry Form, W-9, and proof of Oregon business authorization within 5 business days of intent-to-award notice.
