About this opportunity

Collier County, Florida, has issued a Request for Proposal (RFP) for Temporary/Contract Employment Services, seeking a qualified vendor to provide temporary staffing across various county divisions and departments. The solicitation covers eight distinct service categories including Financial/Accounting, Clerical/Administrative, Manual Labor/Maintenance, Skilled Tradesworkers, Technical Staff, Planning/Inspecting/Project Management, Childcare Services, and Recreation Activities. Vendors must provide comprehensive temporary staffing solutions, including recruiting, screening, background checks, and drug testing for workers across multiple skill levels. The proposal requires vendors to maintain a local office in the Naples/Ft. Myers area within 30 days of contract award and submit an all-inclusive percentage markup covering administrative overhead, tools, equipment, and related expenses. Proposals will be evaluated using a 100-point scoring system that considers professional personnel ability, local vendor preference, minority business enterprise certification, past performance, day-to-day management, transition plan, and cost/markup. The RFP was posted on June 24, 2025, with proposals due on July 24, 2025, at 3:00 PM EST, and the proposed contract term is five years with three potential one-year renewals.

The county encourages participation from local and minority-owned businesses, offering preference points in the evaluation process. Vendors must be enrolled in the E-Verify program and comply with comprehensive insurance requirements, including Workers' Compensation, Commercial General Liability, Automobile Liability, and Professional Liability coverage with specific minimum limits. For projects exceeding $200,000, performance and payment bonds must be submitted for 100% of the contract award amount. The solicitation requires vendors to adhere to strict background check protocols, including compliance with Ordinance No. 2007-66, which mandates state and federal criminal history record checks for all positions. Historically, Collier County has spent approximately $9.8 million annually on temporary staffing, though this may not indicate future spending patterns. Vendors will be required to provide workers across a wide range of hourly rates (from $15 to $60 per hour) depending on job classification and required skills. The county reserves the right to terminate the contract with 30 days' notice and may negotiate markup rates prior to contract execution.
