About this opportunity
New Smyrna Beach Utilities (NSBU) is soliciting Statements of Qualifications for Continuing Professional Services under Request for Statements of Qualifications (RSQ) 09-25, in compliance with the Consultants' Competitive Negotiation Act, Section 287.055 of Florida Statutes. The procurement seeks to establish continuing professional service agreements with qualified firms across multiple disciplines, including civil engineering (potable water, wastewater, reuse water), general survey and mapping, electrical engineering, interior building design, and professional construction and engineering inspection services. NSBU intends to select three firms in most categories and two firms in interior design and construction services, with a one-year contract period extendable up to three times. Proposals will be evaluated across six key areas: consultant's understanding (20 points), staffing and organization (20 points), office locations (15 points), financial stability and insurance (5 points), past performances and references (20 points), and overall qualifications (20 points). The solicitation requires consultants to demonstrate current professional registration, proper Florida licensing, and the ability to provide comprehensive services. Proposals are due electronically via Vendor Link by February 27, 2025, at 2:00 PM, with a bid opening scheduled for 3:00 PM the same day.
The procurement does not explicitly outline specific set-aside designations, but some responding firms, such as Lazen Power Engineering LLC, are certified as Disadvantaged Business Enterprises (DBE) or Women-Owned Business Enterprises (WBE). Existing contract holders from fiscal years 2021 and 2022, including firms like Kimley-Horn, Mead & Hunt, Burns & McDonnell, and Stantec Consulting Services, are noted, with firms previously awarded contracts in FY 2022 being ineligible to submit proposals. The utility's 10-year capital improvement plan is available on their website for potential proposers to review. While specific award values are not detailed, the procurement allows NSBU to issue negotiated fee task orders as specific service needs arise, providing flexibility in accessing specialized technical expertise without maintaining a large permanent technical staff. The solicitation aims to create a pre-qualified pool of vendors across various technical domains, enabling the utility to quickly engage specialized professionals for infrastructure and engineering projects.
