2 Consultant’s Understanding

2.1 Project Approach:

Mangan utilizes a standard process to execute any project. The process can be scaled to support any project size. It provides a holistic approach that allows Mangan and its clients to partner in the successful implementation of the project lifecycle, from site investigation through post‐commissioning support. When required, prior to the project kickoff, Mangan and the client will work together to tailor this approach to meet the client’s specific project execution requirements, processes, and schedules.

Please see attached Appendix 2.1 document: 2021‐11‐16 Mangan Project Execution Process.pdf – for more details for each project execution phase.

Mangan regularly encounters situations where a site’s existing systems must remain operable while new systems are constructed and commissioned. Typically, Mangan works with the Owner to define a Cutover Execution Plan (CEP) detailing how this is to be accomplished. The specifics vary by project, but typically involve temporary hardware and/or programming to allow the existing and new systems to run in parallel while the new systems are being validated. Following the new systems’ Owner acceptance, the temporary measures are typically removed, and the new system is put into full operations.

This is Mangan’s typical approach. It is tailored, not only to the size of the project, but also the discipline. Above all, safety is paramount and intimately involved in every aspect and phase of any Mangan executed project.

2 Site Investigation & Walk Down At the beginning of any project, Mangan will walk down the facility to investigate and document the current state of the systems deployed to the station. Typically, at each facility, Mangan will investigate and verify:

• Electrical designs and drawings

• Control systems (PLC, DCS, SCADA, other)

• Network investigation and analysis

• Corporate systems and interfaces

• Existing enterprise solutions

• Physical devices

• Measurement and instrumentation

• Existing guidelines, standards, and procedures

• Operational practices

Mangan utilizes a Walk Down Checklist to ensure that a comprehensive investigation is efficiently completed during the site visit.

3 Preliminary Design Upon conclusion of the Walk Down, Mangan will begin to preliminarily design the solution in accordance with the approved user requirements/scope. Where possible, Mangan will update existing drawings.

Otherwise, these drawings/designs will be created. The preliminary design is an important project phase, as it allows the client the opportunity to review initial high-level design at an early juncture to make any necessary course corrections prior to detailed design and development. The approved preliminary design lays the groundwork for an efficient and successful implementation.

3.1 Deliverables

Typical deliverables may include:

• Functional Specifications outlining proposed functionality

• Technical Specifications outlined proposed technical details

• Preliminary power distribution designs

• Preliminary P&ID

• HMI screen mockups

3.2 Exit Criteria

The client and Mangan will conduct a Preliminary Design Review (PDR), where the preliminary design documents will be reviewed and formally approved. Any requested changes to the preliminary design documentation will be implemented and updated during the detailed design and development phases, which begin following the completion of the PDR.

Any review, retransmission, dissemination or other use of, or taking of any action in reliance upon this information by persons or entities other than the intended recipient is prohibited.

4 Electrical Eng. & Design Once the PDR has been completed, Mangan will begin Detailed Design (concurrent with Development).

Utilizing the feedback gathered from the PDR, detailed design, construction, and installation drawings and designs will be generated. Where possible, Mangan will update existing drawings in accordance with the user requirements/project scope. If there are no existing editable drawings, Mangan will generate the appropriate drawings, as needed. The detailed design lays out the physical work necessary to implement the project scope.

4.1 Deliverables

Typical deliverables may include:

• IO Lists

• Data Maps

• Architectures (network, controls, etc.)

• Conduit and cable schedules

• Facility layouts

• For-custom build drawings (panels, racks, enclosures, etc.)

• Panel designs

• Cabinet wiring updates

• Device drawings (valves, transmitters, switches, meters, etc.)

• Construction drawings (demo, install, construction)

• Commissioning/Installation plan

4.2 Exit Criteria

Mangan will conduct a Detailed Design Review with the client at the project facility. The review will take place at the facility and will be comprised of a review of the designs/drawings and physically compare with the affected equipment and spaces. Local technicians and contractors can attend the review, as well.

5 Control Systems Eng. & Design Once the PDR has been completed, Mangan will begin Development (concurrent with Detailed Design).

Development entails any, and all, coding necessary to build a system to fulfill the user requirements/project scope. All programming must be done in accordance with the client’s established programming guidelines. All code will be appropriately and comprehensively commented.

5.1 Deliverables

Typical deliverables may include:

• Flow computer configuration

• PLC code

• HMI code

• Simulation code

• Application code

• Other code

Any review, retransmission, dissemination or other use of, or taking of any action in reliance upon this information by persons or entities other than the intended recipient is prohibited.

5.2 Exit Criteria

A Code Review will be completed with the client prior to moving on to System Testing.

6 System Validation and Testing Once Development has been completed, the new system must be comprehensively validated.

Validation will cover two aspects – code/system testing and custom build checkout and verification.

System testing will be accomplished with test cases and procedures (either provided by the client or developed by Mangan) that comprehensively cover the approved user requirements/scope. Testing will occur in two phases: Factory Acceptance Testing by Mangan and Operational Acceptance Testing by the client. Mangan will execute the custom build checkout at the panel shop and complete a formal checkout document.

6.1 Deliverables

Typical deliverables may include:

• Custom build checkout and document

• System test cases/procedures

• Factory Acceptance Testing

• Operational Acceptance Testing

6.2 Exit Criteria

Upon conclusion of the Operational Acceptance Testing, the client will formally authorize the conclusion of testing. This must be documented but can be done via email or written acceptance. After the close of Validation, all system code should be “locked down,” with any additional changes or updates requiring the formal authorization of the client.

7 Training Following completion of System Validation, System Training will occur. The level of detail required for training is depending on the complexity of the project and the client’s specific training requirements.

Training can be as complex as full system simulation with formal classroom sessions or as simple as documentation and screen shots. Mangan will conduct training to meet the client’s requirements, to include level of detail and the training roster.

7.1 Deliverables

Typical deliverables may include:

• Training plans

• Training documentation

• Training simulator

• Training scenarios

7.2 Exit Criteria

Upon successful implementation of the approved training plan and satisfactory training of the training roster (as approved by the client), the system will be ready to install and commission.

8 Installation/Commissioning System Installation and Commissioning entails all the work to successfully implement the solution as it has been designed, developed, validated, and approved. All cutover work should be done in accordance with the Commissioning/Installation Plan. The physical changes outlined in the approved construction drawings should be implemented. Where appropriate, and to complete the installation most efficiently, work that can be safely completed without requiring station, facility, or system downtime should be completed prior to any work requiring downtime. The developed code, which has been locked down since the completion of Validation, will be uploaded or installed to the appropriate devices. A Site Acceptance Test will be executed to verify that the system has been successfully commissioned and fulfills the user requirements/project scope.

8.1 Deliverables

Typical deliverables may include:

• Site Acceptance Plan

• Executed Commissioning/Installation Plan

• Installed & Commissioned System

• As-built designs and drawings

• As-built documentation

8.2 Exit Criteria

To accept the system as it has been installed, the client will formally declare the successful commissioning. This must be documented but can be done via email or written acceptance.

9 Support In accordance with formal contracts and agreements, on-going post-commissioning support will be provided. Support often includes a combination of an immediate local on-site support period and extended remote support period. The duration and expectations for post-installation support is established with the client prior to execution of the project.
