2.2. Project Approach and Schedule
A specific project has not been provided for this scope of work. However, the design schedule is highly specific to the corresponding project scope, requirements, and materials.
Depending on the size and scope of the project, engineering design may be completed in as little as a few days to several months. For example, a small, maintenance project can we completed within weeks while greenfield projects may even take years.
Lazen’s experienced team can effectively support the City of New Smyrna Beach’s range of projects. While a detailed project example was not provided in the RFP, Lazen has outlined a general approach and schedule based on a hypothetical greenfield transmission line project. Many of these tasks may be completed or accelerated based on the specific project needs.
Preliminary Phase
Our comprehensive approach to project execution begins at the RFP/proposal stage for the City of New Smyrna Beach’s proposed projects. We will thoroughly review and understand the scope of work and schedule prior to submitting our respective proposal. Our goal is to deliver a quality project on budget and on schedule. This is accomplished by developing a core project team that would communicate with the City of New Smyrna Beach throughout the project’s life cycle. This will always include at least one project manager and one technical lead. The corresponding supporting staff will be assembled based on the scope. The project manager and technical lead will develop the Work Breakdown Structure and internal project schedule that meets the City of New Smyrna Beach’s finance (and/or accounting) requirements and deadlines, respectively.
Once awarded the project, a project kickoff meeting will be held. This may be completed at the City of New Smyrna Beach’s office, in the field, or virtually. The purpose of the kickoff meeting is to introduce our project team, meet the City of New Smyrna Beach’s team, verify scope, and confirm schedule. Depending on the project, preliminary tasks such as ground, planimetric, environmental surveys may be performed. Field visits will be performed efficiently to manage the budget and City of New Smyrna Beach’s time. Any required sketches or drawings may be provided. If required, we will follow AACE cost estimate processes and provide the level appropriate at this stage.
For example, a greenfield transmission line project typically requires a routing and siting study to be completed. We will work with the City of New Smyrna Beach to establish the routing and siting criteria, leverage existing electronic databases (e.g. GIS), create preliminary segment maps, and if needed, attend public open houses.
Detailed Design Phase
During the “Detailed Design Phase” several items and tasks are customized to the size, scope, and schedule of the project.
Meetings will be held periodically as required by the City of New Smyrna Beach or the project. For example, for projects with tight schedules, weekly meetings may be required. Alternatively, for projects that are longer in duration or are progressing effectively, individual check-ins or specific communications may be performed in lieu of large project meetings.
For tasks that are currently not on staff such as real estate, geotechnical engineering, environmental studies, we will team up with a qualified approved vendor to provide these services. These firms will be provided in the project proposal for the City of New Smyrna Beach’s review and approval. Our goal when partnering with other firms is to provide seamless communication and project execution for. The City of New Smyrna Beach will continue to have the singular project manager and technical lead; the city will not be burdened with managing these other firms.
In addition to our engineers, we have designers and drafters that support the completion of required deliverables such as structure drawings, bill of materials, and construction packages. We take pride in understanding the City of New Smyrna Beach’s standards to ensure that deliverables meet expectations not only for appropriate designs, but also, the fine details such as font, font size, line weights, and paper sizes.
ELECTRICAL ENGINEERING SERVICES
We have experience working with material vendors and construction contractors and can support the city during these activities. This includes supporting specifications and developing corresponding sketches/drawings.
Construction Phase/As-Builts
Depending on the City of New Smyrna Beach’s requirements, we can support the activities required during the construction phase of the project. This may include simple engineering construction support where city’s representative or the contractor contacts our engineers with questions to full-fledged construction observation services. Any progress reports during construction will be developed as required. As-built documentation will be completed in a timely manner at the end of construction.
The sample schedule for this hypothetical project is below:

*Central Hudson Gas and Electric Corporation A&C 115kV 11mi Transmission Line Rebuild, 2015, Poughkeepsie, NY
Project Engineer – Jeremy was responsible for the complete transmission line designs of these two 115kV adjoining transmission lines. From the project’s initiation, Jeremy worked collaboratively with various stakeholders including government regulators (NYS PSC, local towns, etc.), customers, and other agencies to minimize cost, visual, and environmental impacts of the new design. For example, Jeremy met with agricultural customers along the ROW to develop designs that reduced the line’s interference with their farming operations. Structures were designed to avoid or span critical wetlands. Jeremy supported the development of alternative routes/segments with corresponding detailed cost estimates.
He developed the transmission line models, structure drawings, bill of materials, permits, and all the necessary construction drawings. This was a NYS Article VII project.
*Central Hudson Gas and Electric Corporation WM Line 69kV 12mi Transmission Line Rebuild, 2013, Newburgh, NY
Project Engineer/Project Manager – Jeremy was responsible for both the engineering design and project management of the WM Line Rebuild Project. This 1930s era copper-conductor transmission line had met its thermal limit and required a larger conductor to support the future needs of the system. Jeremy coordinated the efforts of multiple internal and external stakeholders to meet the schedule and budget. He developed the engineering designs, cost estimates, bill of material, non-stock material requisitions, and associated construction drawings. Jeremy participated in meetings with the town planning boards, individual customers, and NYS regulators to address concerns of the stakeholders. As a requirement of the filing, several route alternatives were evaluated using critical factors such as impacts to ROW-adjacent landowners, town facilities, visibility, historical resources, environmental features, agricultural resources, presence of endangered/protected species, constructability, reliability, cost, and future maintenance activities. This resulted in rerouting approximately one-third of the line. The new section was built on an existing 115/345kV ROW as opposed to the existing construction along a railroad ROW through the center of town.
This reduced the line’s visibility, limited the number of railroad permits, and reduced cost to the utility (shorter circuit miles/simpler structures). A critical aspect of this project was the required underbuilt distribution and third-party facilities for over half of the line, while maintaining commitments to using low-profile, compact structures.
