About this file

This document is Addendum No. 2 for Request for Statements of Qualifications (RSQ) 09-25 issued by New Smyrna Beach Utilities (NSBU), addressing multiple professional service disciplines including civil engineering, survey and mapping, electrical engineering, interior building design, and construction inspection services. The addendum provides clarifications and answers to 45 questions from potential bidders, covering submission requirements, scope of work, and evaluation criteria. Key details include that firms must submit separate proposals for each category they are bidding on, references can include work for NSBU, and proposals are limited to 50 pages. The bid opening will be conducted via a Teams meeting immediately after the proposal due date, with names of submitting firms being read aloud.

The addendum reveals that NSBU seeks firms for various technical disciplines, with specific details about electrical engineering services including substation design (50 MVA transformers, 1200-2000 amp equipment ratings), distribution line design (23kV), and transmission line design (115kV). Existing contract holders from fiscal years 2021 and 2022 are listed, and firms awarded contracts in FY22 are ineligible to submit proposals. Notably, firms do not need to be experienced in all aspects of their discipline and should clearly state their specific expertise. The utility's 10-year capital improvement plan is available on their website, and the contract terms, including hourly rates and fees, will be subject to negotiation with top-ranked proposers. Design software requirements include AutoCAD, NSBU design standards, and SPIDA CALC for pole loading design.

RE: RSQ No. 09-25 ADDENDUM NO. 2

To prospective vendors:

The Utilities Commission is issuing the following addendum. As such it becomes an integral part of the proposal and must be acknowledged by the return of this signed form, with your proposal form, acknowledging receipt of the addendum.

The following questions were asked and are answered below.

1) Are firms who were awarded a Continuing Professional Services Agreement in FY22 (RSQ 10-22) precluded from submitting on ALL qualifications for the “Interior Building Design Firms” category if we were awarded the Civil Engineering RSQ 10-22 in FY22?

You may submit for a discipline other than the one you currently hold a contract for.

2) Are firms who were awarded Professional Architectural Services with the City of New

Smyrna Beach under RFQ 10-22 ENG FY22 precluded from submitting qualifications for this RSQ?

You may submit for a discipline other than the one you currently hold a contract for.

3) I would like to inquire whether it is possible for us to bid solely on the power systems engineering scope, titled 3) Electrical Engineering Firms” on page 5.

Yes

4) We have downloaded the RFP for RSQ 09-25 and see there is a bid opening meeting after the proposal due date. Can you let us know if this is correct?

Yes. Due to the large number of responses expected, we will download them first and host a Teams meeting immediately after. The names of all firms submitting will be read at the Teams Meeting.

5) Under Proposal Subjects, Staffing, the RFQ states-This should include key management, project engineer, electrical, civil and environmental talent. If submitting for 4) Interior Building Design Firms, is the commission looking for an architectural proposer to include those services in their proposals? Does the commission currently have Architectural firms performing under a professional services contract? If so, can the list of incumbent firms be provided?

Proposer should submit a list of key personnel applicable to their discipline in the Staffing section. An Interior Building Design Firm should only submit staff that would be used for interior building design.

Yes this is included as part of this addendum.

6) Does the firm have to be experienced in all aspects of the discipline or would experience in two or three aspects suffice? For example, under the General Survey and Mapping discipline, is it required for the firm to have experience in all (e.g. land boundary surveys, topographical survey, hydrographical survey, route survey, wetlands delineation) or can the firm have experience on two or three aspects?

Firms do not have to be experienced in all aspects of the discipline. Proposer should clearly state the aspects in which they are well versed.

7) Could you please clarify how the evaluation criteria for the 15 points awarded for

‘Location’ are determined?

It is up to the individual members of the evaluation committee as to how they may interpret, factor, and score points for the “Location” category.

8) Could you please provide the list of contract holders from the FY 2021 RSQ?
