1-4Continuing Professional Services (Electrical Engineering)

How FW&A is Uniquely Qualified We believe that FW&A has the experience and qualified engineers with the individual experience in electric utility projects to continue to provide exceptional design services to UCNSB as we have demonstrated under the current contract.

1. Characteristics of FW&A

FW&A has qualified and experienced engineers that have been involved in a wide variety of electric utility projects and have worked through the various challenges such projects have presented over the years. While the entire firm consists of 105 people, the FW&A Electrical staff in Jacksonville has 11 degreed electrical engineers, seven of which are licensed professional engineers (PEs). Some of our engineers have backgrounds with a municipal utility, some with an investor-owned utility, and some with private industry. Because our staff has experience on a broad range of projects, we are able to re-deploy engineers, when necessary, without suffering a noticeable drop in the experience level.

FW&A is a firm that is based on being responsive to our clients. As a small business, we believe that smaller projects and larger projects are equally important. Projects issued under continuing contracts are often smaller projects.

Geographically, FW&A has partnered with Florida Municipal Electric Utilities from Key West to Chattahoochee;

and on a size basis from the smallest (Moore Haven and Bushnell) to the largest (JEA). We have served the municipal electric market for the last 26 years of our 60-year history as a company.

For FW&A, electric utility design is our primary business. It is not an afterthought or just a minor area of service as it is for some consulting firms. In addition to the 11 engineers, our electrical team includes five designers/drafters.

We also rely on an in-house civil engineer who specializes in transmission line patrol roads and substation site issues, such as stormwater management, oil containment, and environmental permitting.

2. Specific Experience of FW&A

FW&A is pleased to have been of service to the UCNSB through continuing professional services contracts established in 2010, 2014, and 2018. The major project with which FW&A assisted the UCNSB under our original contract was the 23 kV Subaqueous Intracoastal Waterway (ICWW) Crossing at the North Causeway. This project involved a very complicated design of a 2,100-ft directional drill, 23 kV cable installation, environmental and FDOT permitting, and construction phase services.

The major project with which FW&A assisted the UCNSB under our second contract was the Electric Utility Master Plan Update. Working on the analysis and report associated with this project has given some of our engineers a level of understanding of the characteristics and needs of the UCNSB electric system that other firms would not have. Elements of that project included:

• Preparing system, substation, and feeder load projections for the 10-year planning period.

• System modeling using WindMil software for normal loading and single contingency switching conditions.

• Developing a recommended program of improvements with budgetary cost estimates and Commission presentation.

FW&A has also provided assistance with the FAC-008 and other NERC compliance documents under both contracts.

FW&A, under a separate contract, provided design and construction services for the expansion of the Smyrna 115kV to 23kV Substation Expansion. The design included protection and control, physical, transmission, site design, and permitting for this substation expansion project. FW&A developed equipment specifications for all major equipment and protection relays. The design consisted of replacing the existing 115kV 30MVA transformers with two new 56MVA transformers and six new 22.9kV distribution feeder breakers and providing provisions for a future transformer and feeder breaker bays.

The major projects with which FW&A assisted the UCNSB under our current contract was as follows:

• Design of two (2) new 23kV express distribution feeders from the upgraded Smyrna Substation. The two feeder are underground from the substation in directional drilled conduits and manholes to the east side of I-95. From there, the feeders go overhead. Feeder one is underbuilt on the Airport transmission line

1-5Continuing Professional Services (Electrical Engineering) and connects to the existing distribution circuit at Sugar Mill Drive. Feeder two is underbuilt on the Field Street transmission line with intermediate spun concrete distribution poles and connects to the existing distribution circuit at Glencoe Road.

• Design to connect the existing Airport 115kV transmission line to the Field Street transmission line with a new 3-way 138kV switch. The project replaced three wood poles in the Field Street 115kV transmission line with spun concrete poles to support the new 3 way switch and provide proper clearances. A new spun concrete pole was added to the 115kV Airport Line as the tap structure from the 3-way switch. This project provides a tie point in the field as necessary for maintenance.

• Design to rebuild the existing Field Street 115kV transmission line from the Smyrna Substation to Glencoe Road. The line was designed to handle a Voltage upgrade in the future to 138kV. The design replaces the existing deteriorating wood poles with spun concrete poles with underbuilt distribution. The design also included adding additional spun concrete transmission poles to the Airport 115kV transmission line from I-95 to Sugar Mill Drive. The new poles were added to support underbuilt distribution and provide proper clearance between the transmission conductors and the distribution conductors.

FW&A has been honored to be one of the engineering firms the UCNSB selected and trusted as a team member in these recent years. We understand the UCNSB has interest in utility-scale PV solar, plans for some distribution automation, plans for some distribution feeder upgrades, and possible 115 kV transmission system expansion. As your city and electric utility continue to grow, we would be pleased to assist with any of your planning, design, or operational issues, and with any of the projects outlined in your Capital Improvement Plan.

Understanding of Project FW&A has extensive experience providing engineering services for electric utility clients under long term on- call contracts. The majority of the firm’s electric utility projects emerge from such agreements. We understand this RSQ does not identify specific projects or needs of the city, but lists the following types of electrical engineering services:

a) Utility Power Distribution design (overhead and underground), Permitting, Standards Development, Bid Package Development and Evaluation.

b) Utility Power Transmission design (overhead and underground).

c) Utility Power Substation design (greenfield, expansions and system modifications), Protection and Control designs (new and upgrades), Renewables, Permitting, Standards Development, Bid Package Development and Evaluation.

Once FW&A is notified about an upcoming project, the project manager will coordinate with the City to clarify basic project details and set up a project scoping meeting. We will conduct a visit to the project site to identify both opportunities and potential challenges.

Following the scoping meeting and/or site visit, we will prepare a draft scope of services and present it to the City for review. The scope will include a description of the deliverables to be provided and the schedule for providing those deliverables. The need for any specific subconsultants will also be determined during that period.

As part of developing the scope, FW&A will inquire about the client’s specific procedures and standards and will adjust to suit the situation. The scope will identify any information required from the client as well as anticipated involvement of the client in the project process. We will attempt to identify all available resources, i.e.: What relevant information does the client have and in what format – surveys, studies, plans, etc.? Will other agencies need to supply information, make decisions, etc.?

After there is mutual understanding and agreement on the scope, FW&A will prepare a fee estimate for the desired services and submit it to the City for authorization.

2-1Continuing Professional Services (Electrical Engineering)

Project Approach After the City issues a Notice to Proceed (such as a task order or purchase order), FW&A’s team leaders will assemble a project-specific team. Once a project team has been assembled, FW&A will adapt its standard project approach to the needs of the client and to the complexity of the project or task. The following section describes the life-cycle for a larger Capital Project.

1. Project Kick-off Meeting

A typical kick-off meeting will include at least the following components:

FW&A will restate the project scope and clarify provisions for scope adjustment, emphasizing unique project features and potential obstacles. FW&A will also work with the client to confirm or adjust the project schedule and milestones. The firm will address typical scheduling obstacles, such as site selection, right-of- way acquisition, permitting issues, and coordination with third-party agencies. Schedule implications from project-specific factors, such as public/political concerns or use of special materials, will also be addressed.

Each aspect of the project kick-off meeting will focus on client expectations. FW&A will ensure that design team members understand the client’s desires and have adequate resources to respond.

2. Communication

For every project, we will identify lines of communication and provide contact information for the assigned representatives from FW&A and the client. When clients call us during office hours, a receptionist will answer and make every attempt to find the desired person or provide information to speed up call-back time. The project manager and all team leaders provide clients with their mobile/cellular numbers as well.

Monthly invoices can also include a summary of the services provided during the period. An updated status of the project schedule and budget is often provided along with the invoice.

3. Field Investigation

The design team will perform detailed field investigations. This step allows FW&A personnel to ensure that survey documents or existing drawings have accurate and up-to-date information, which significantly reduces the potential for change orders during the construction phase. Field investigations also help engineers and designers foresee potential obstacles.

4. Environmental Compliance and Permitting

Permitting can require significant time; however, we are intimately familiar with the regulatory spectrum, from stormwater and wetland impacts to containment concerns with the Florida Department of Environmental Protection to navigable waterway crossings with the Army Corp of Engineers to right-of- way accommodation with the Florida Department of Transportation.

5. Design and Drawing Preparation

FW&A aims to function as a branch of our clients’ engineering departments, adapting completely to their procedures.

Larger utilities often have intricate standards for drafting/drawing and construction/materials, including customized software and work management systems. Smaller utilities might require assistance with developing or updating their standards.

All designs will be produced at our Jacksonville office. We will issue progress submittals at the intervals agreed upon in the scope of services.

2. CONSULTANT’S UNDERSTANDING

2-2Continuing Professional Services (Electrical Engineering)

6. Quality, Schedule & Budget Control

The Project Manager will oversee procedures to ensure quality, maintain schedule and minimize costs for both design and construction. Thomas Gardner, P.E., Vice President of Electrical assumes ultimate responsibility for successful project administration and stays abreast of all major activities and concerns.

a. Quality: For FW&A, quality assurance and quality control (QA/QC) begin at the project kick-off meeting when the firm clarifies the client’s priorities and expectations. As the project continues, FW&A assumes QA/QC responsibility, clarifying to project team members that quality review is not the client’s role.

Consequently, most submittals will be reviewed in detail by the team leader as well as the project manager or other qualified peer reviewer. FW&A also has well-established procedures for organizing and preserving project information, including hard copy project files. Such procedures ensure that subsequent questions can be quickly investigated and resolved. The process also minimizes complications when client-delayed projects are “taken back off the shelf.”

b. Schedule: Establishing a realistic schedule (though often aggressive and challenging) is the most important step. Only experienced designers and engineers can create accurate hour estimates. FW&A relies on personnel who have designed many similar projects to evaluate initial schedule proposals and ensure that all parties involved have considered relevant issues.

Once confirmed, a typical project’s schedule is monitored at several levels. First, the primary designer or engineer is thoroughly acquainted with all project deadlines and notifies the team leader at the first sign of potential delay. The team leaders oversee schedule compliance and personnel assignments for most projects within their areas of expertise (distribution, relaying/substation or transmission). Team leaders also coordinate with subconsultants whose deliverables can significantly impact a project schedule.

c. Budget: Budget control occurs in two spheres. First, FW&A minimizes design costs through the quality and schedule control measures described above. Project errors and delays needlessly increase hours. Such protective measures promote efficiency, which allows FW&A to offer reasonable rates. Second, FW&A minimizes construction costs by brainstorming creative engineering solutions. During design, the firm’s personnel prescribe cost-friendly construction procedures and materials (where appropriate). Designers also prioritize life-cycle cost issues – small savings on the front end of a project sometimes lead to large long-term expenses. To whatever extent possible, design team members accommodate potential future upgrades. For example, one design project might leave room to safely install and operate equipment that the client plans to add in a subsequent project. Such measures provide added value to each project.

7. Subconsultant Coordination

FW&A rarely requires subconsultant participation for the design portion of electric utility engineering projects. We do, however, regularly partner with a variety of subconsultants for services such as surveying, geotechnical and environmental engineering and related services. Potential subconsultant selection depends on project type.

2-3Continuing Professional Services (Electrical Engineering)

8. Construction Phase Assistance

FW&A will provide post-design support to whatever extent the client desires. Construction cost estimates can be included with each design submittal. We can also help clients prepare for the bidding process, conduct bid reviews and select contractors based on best value.

The firm typically performs construction-phase services as a separate project. Services might include shop drawings review, response to technical questions (RFIs), site visits or full-time representation, processing proposed change orders and/or pay requests, commissioning services, preparation of record drawings and production of operation and maintenance documentation.

FW&A will provide post-design/construction phase support as requested by the client and required by the project.

Construction support needs vary with scope and size of projects. We understand that the majority of the support can be handled remotely. However, when needed FW&A has the capability to supplement the owner’s staff to help manage projects through construction. FW&A has a field engineer who has over 30 years of municipal transmission experience on staff. His primary role is on-site engineering representation during construction. The construction support required for a project could include:

Bid Review and Award Recommendations Shop Drawing Review Response to Technical Questions (RFI’s) Periodic Site Visit Resident Project Representation Processing Pay Requests Construction Progress Meeting Testing and Checkout Procedures Start Up and Commissioning Assistance Record Drawings based on Contractor Redlines Construction Final Walkdown Construction Engineering Representative
