UNDERSTANDING/APPROACH
TAB 2. CONSULTANT’S
UNDERSTANDING
UCNSB can be assured that all Surveying and Mapping Services will be accomplished in accordance with the Standards of Practice of Surveying and Mapping of the State of Florida as set forth by Rule Chapter 5J-17 of the Florida Administrative Code. Also, our survey staff can and has acted as a review agent for submittals by other surveyors to assure completeness and accuracy.
WE TAKE GREAT PRIDE IN OUR WORK PRODUCT. Both the reputations of our personnel and of our firm are gauged by the quality of our deliverable product. A successful surveying firm is one that has set high standards for itself and has assured those standards are met by implementing a stringent Quality Assurance/ Quality Control Plan involving checklists, back checks, and peer review. Our plan includes a Quality Assurance Program with specific tasks that must be performed on an ongoing basis, and a Quality Control Plan that verifies compliance with the Quality Assurance Plan. The time and effort spent in quality assurance and control pays dividends in efficiency and fewer revisions to various work products. CPH‘s Survey Division has an established Quality Control Plan that addresses all field and office operations.
MANAGEMENT APPROACH. Our management adheres to the Total Quality Management (TQM) approach.
Management and field survey/CAD-data personnel are not separated. Project Managers are involved directly in project tasks on a day-to-day basis. All levels of personnel are invited and encouraged to help address the development of a project. This philosophy allows CPH to utilize the survey experience of management personnel and for production personnel to feel a part of the process and strive for accuracy and quality. CPH is client-oriented, and we encourage our clients to participate to their maximum desire in the development of the project, so that the end result will fulfill our client’s wants and needs, the first time through.
HOW WE MANAGE DELIVERABLES. Authority for a particular project is delegated to the Project Manager for execution of the project work. Under the Project Manager’s leadership, a project team is carefully chosen and assigned based on previous experience on similar projects. The Project Manager will be the coordinator and point of contact for the project.
After the initial research needed to begin the project has been completed, all survey members of the team are assembled and briefed on the scope of the project, the budget, and time constraints. This initial meeting is used to establish the basic project approach to establish the direction of the work, and to give all members of the team an opportunity to visualize the project as a whole, ask questions, and prioritize their work initiative.
As part of the TQM approach, safety issues of the particular project are discussed. These include many items of which all personnel gathering data need to be aware. Once the objective is established, the tasks are assigned to each team member, input from the team is solicited, and all questions are answered. The crew (or crews) is then dispatched to the project site. The data processing/CAD personnel for the project are briefed and the office approach is discussed. This includes the format of the deliverables and other client requested specifics.
The team discusses and evaluates various production methods that have merit and beneficial applications which are then implemented on the project.
SCHEDULE MANAGEMENT AND PROJECT TRACKING. All Project Managers have the capability of utilizing our in-house accounting software, which allows them to follow the man-hours posted on a weekly or monthly basis. Additionally, weekly staff meetings are held to discuss ongoing projects. This allows the Project Manager to compare the billed man-hours versus the product being produced. This is then communicated with the project team to ensure that they stay on track.
QUALITY CONTROL PROCEDURES AND REVIEW MEETINGS. All projects are reviewed throughout the project life. After the project begins and the initial team meeting is held, an internal review meeting is held with at least one of the firm Principals and one or more Project Managers. These individuals are not personally involved with the project, but are utilized to provide a fresh, outside view to the project approach. The project team presents the project to review with team members for their overview and evaluation.
PROJECT MANAGEMENT STRATEGY/QUALITY CONTROL PLAN
Once UCNSB has awarded a Professional Surveying and Mapping Services project to be performed by CPH, the following procedures will be implemented as follows:
SCOPE DEFINED - Prior to project commencement and at the negotiation session, the scope will be reviewed to ensure that there have been no changes in the anticipated deliverable. Also, at this time, the project schedule will be reviewed and finalized. Please note that all Surveying and Mapping procedures will be accomplished in accordance with the Standards of Practice of Surveying and Mapping of the State of Florida as set forth by Rule Chapter 5J-17 of the Florida Administrative Code. Depending on the project specifics, some or all of the following procedures will be performed based on the requirements of that specific project defined by UCNSB.
RESEARCH - Prior to dispatching field crews to the site, research will be performed. The research phase is critical in the efficient completion of any project. During this time period, subdivision plats, property appraiser maps and any other published/recorded information will be obtained for any boundary investigation in order to help identify the area to be surveyed. Also, during the research period, Horizontal and Vertical control stations will be researched to locate the closest control points to the project.
FIELD WORK - Once the research is completed the field survey will begin. In order to recover the necessary control monumentation, preliminary calculations will be performed based upon the initial research. Conventional three wire leveling procedures and the creation of a Global Positioning System (GPS) perimeter network will be established for the project. While that task is ongoing, field exploration for boundary monumentation and/or sectional control will occur. Based upon the recovered control monumentation, vertical and horizontal locations of the required topographic features will be performed using a Real Time Kinematics (RTK) approach where appropriate. In densely wooded areas, conventional ground survey procedures will be used to collect the data required. Conventional ground work will be tied to the GPS network and adjusted between the established control stations for continuity of the project and availability of transferring the survey data into a GIS (Geographic Information System) basemap.
MAPPING - The office technicians will stay in daily contact with the field crews and import the data into the main mapping file. As this data is reviewed, it will allow for the first step in the Quality Assurance/Quality Control (QA/QC) process to begin. All incoming data is reviewed by our Field Crew Coordinator and any questions to be addressed will be discussed with a Professional Surveyor and Mapper (PSM). This process allows the computer aided drafting (CAD) technician to maintain a current drawing file and import only adjusted and reviewed data.
REVIEWING & ISSUING - The final step in our process is the final QA/QC review. Our final review procedure requires that the data is reviewed by a PSM not involved with the daily process of the project. These procedures force an independent review of the project for a double check on the final product. Any questions or issues brought forward by the QA/QC reviewer will be addressed and only then will the final product be issued to the client.
COMMUNICATION - The CPH team is extremely well-qualified to provide Surveying and Mapping Services to UCNSB. The team has provided similar services for numerous clients in Florida. As a result, the team understands the need to provide quality responsive services and is sufficiently staffed to maintain effectiveness for planned tasks and unplanned emergencies. Our team is available 24/7/365 through all modes of communication including phone, cellphone, text message, mobile e-mail, fax, and in-person - whichever methods are preferable to our client. The CPH team is a clear choice for UCNSB and will bring the same level of quality and professionalism as we have provided to other clients. We pride ourselves on providing a personal relationship with the clients we serve and are ready to act as an extension of UCNSB. CPH will work diligently to provide the services in the time frames requested. As a result of the wealth of knowledge and staffing at the firm, the team is able to pull additional help to ensure the services are provided in a timely manner in the event additional help is needed to stay on schedule. CPH will maintain close effective communications with UCNSB staff.
ABILITY TO PROVIDE SERVICE WITHIN BUDGET REQUIREMENTS - Our Surveying Services are carefully budgeted at the beginning of the project. We attempt to divide the job into its various tasks and estimate amounts of labor and expenses needed for each. We have an in-house job computerized cost control system capable of providing the project manager with current job costs as obtained through entry of weekly time sheets.
The original budget is used as a guide to determine progress and efficiency by checking hours expended versus hours budgeted. The budget is also used to plan the needed level of manpower to complete the job on time.
ORGANIZATIONAL CHART
CPH has assembled a vastly diverse and highly qualified team with extensive experience in all discipline areas requested by UCNSB. Our team has the capabilities and expertise to complete the Survey and Mapping Services contract successfully. The CPH Team Organizational Chart (provided below) depicts the overall reporting and communication hierarchy as well as project roles and responsibilities in relation to UCNSB’s scope of services.
