Project Management Model:

EPS E&D follows the Project Management Book of Knowledge guidelines to run our projects, ensuring our customer receives the best value in terms of cost, quality and schedule while managing the risks for our clients to avoid issues during construction and commissioning.

EPS E&D starts all projects with the end result in mind, focusing on commissioning and startup requirements, then the construction and manufacturing times, to finally back into the engineering required to emphasize both these tasks. We understand that a successful project begins with the upfront engineering schedule allowing time for the procurement team to establish contracts for the manufacturing, construction and commissioning of the project to avoid conflicts and clearly define the division of responsibilities between the different stakeholders.

Each of our EPS E&D lead engineers are thoroughly experienced in all aspects of project management, including estimating, development, initiation, execution, construction support, commissioning and project closeout.

Our designs include detailed construction & commissioning notes that provide our clients with a high quality product, second to none in facilitating the construction process. EPS E&D uses construction note layers on our drawings to provide additional guidance in our construction and manufacturing documentation, aiding our customers’ key stakeholders.

This construction layer can be easily turned off to save time for our clients during the as-built phase of the project after construction and startup is complete, leaving the final drawing set without the notes.

The construction layer also saves time for construction and manufacturing as these subcontractors are not forced to look in two different drawings or documents for information.

Since this information is on the drawings, this is essentially another risk avoidance method EPS E&D routinely employs. This helps our customers avoid information being missed and reduces the potential for additional RFIs, re-work and change orders.

We have proven that this focus and our refined approach will lead to positive results for both the customer, their subcontractors and an overall successful project for all stakeholders involved in the contract and execution phases of the project.

EPS Engineering & Design uses the following template to execute all design projects, regardless of size and scope. This provides a consistent level of project management, communication with key stakeholders and execution within schedule expectations.

Quality Assurance & Control:

Quality assurance and quality control measures are two distinct types of activities. The IPCC defines each as follows:

Quality Assurance (QA) A planned system of review procedures conducted by personnel not involved in the design process.

Quality Control (QC) A system of routine technical activities implemented by the design team to measure and control the quality of the design as it is prepared.

There are iterations to each of the steps, depending on the specific type of document, but the basic design quality process follows these

Overview:

Since our inception, the quality of engineering deliverables has been our highest priority.

EPS Engineering & Design has formulated a series of procedures for design, verification and documentation of engineering projects to ensure the required quality standards are met on every project. From project initiation to project closeout, all deliverables are independently confirmed to be correct and are properly documented. When used together, these procedures form the basis of our QA/QC process.

This Electrical Power Systems – Engineering and Design (EPS E&D) quality policy is based on the fundamental concept that the control of quality is a team obligation that recognizes that quality is built into every aspect of the project. Our directive is to provide quality deliverables and services that meet or exceed client standards and requirements. Quality is the responsibility of every individual performing the work. Quality is assured through appropriate planning and control of work operations. It is controlled by specific activities such as independent reviewing, checking and quality surveillance/audits.

Implementing and continuously refining this process allows us to forge strong and lasting relationships with our clients over time. This is intended to be a “living” document” and is updated as required to further define or to implement changes to meet and exceed our QA/QC expectations.

Quality Process:

Step 1 – Client kickoff meeting Upon award of a given project, the project manager and/or the lead design engineer will review the scope with the client. The project manager will discuss the files to be used for the project and which files will be used to start generating the detailed design. EPS E&D will also go into detail about any part of the project that is undefined or unclear and come to a consensus about how the design will be generated. Depending on the size of the project and the client needs, we will coordinate with the client on an agreed upon schedule to communicate progress and obtain any direction necessary. This coordination will occur after the internal weekly meeting.

Step 2 – Internal project kickoff meeting An internal kickoff meeting between the project manager, the lead project engineer, the project design engineer and/or designer, project drafting lead and project staff assistant shall be conducted. The project manager will lead this meeting. On smaller projects, this might be a lead project engineer acting as the project manager. The focus of this meeting will be to define the scope of the project including all details and areas of concern and develop a plan to efficiently produce the engineering deliverables within the established budget and schedule.

The group will identify and discuss all files to be modified and any new files to be generated.

Seed files for the new documents will be identified and agreed upon. A “turn-page” review of each document and the required modifications to each will be discussed and agreed upon.

Any missing or unclear information will be discussed and clarified between the project manager (or project lead) and the client.

The project coordinator will log all documents received, generated and submitted to the customer, tracking and controlling of all documentation and associated revisions.

We have found this step to be essential to developing and delivering a high quality design to our clients. This approach allows us to identify missing or unclear information and obtain clarification or direction from the client early in the design process. Ensuring the project documentation is filed and logged correctly and project time is used as efficiently as possible is key to our ability to deliver a high quality engineered package within the allocated budget and schedule.

Each project will have an associated design book (hardcopy or electronic) that contains all of the reference material for the project. The design book will be assembled at the beginning of each project and will be continuously updated throughout the design cycle of the project. The purpose of this book is to have a single repository of reference information and project documentation available at all stages of the project. Material in the design book will vary from project to project but at a minimum will contain all project relevant information from the following:

Scope of work - Project scope description and copies of any correspondence modifying the scope.

Unmodified documents – Copies of all design documents to be modified in their initial state. This will allow us to quickly understand changes that have been made to the original documents.

Client standard documents – Copies of the client standards used as a basis for the design or any other document specified by the client for the purpose of design.

Manufacturer’s equipment drawings and submittals – Complete sets of the manufacturer’s most recent drawings.

Catalog Cut Sheets – Highlighted equipment cut sheets with all pertinent design information included for the specific part number of each component included in this design. Catalog cut sheets need to have the appropriate level of design detail.

Marketing brochures and non-specific documentation is not considered appropriate.

Specific model option sheets will be included for each relay utilized in the design.

Completed Design Checklists – All design checklists used to generate the design will be completed and initialed by the design engineer/designer.

Step 3 – Design and Weekly Team Coordination

When performing Design work, a series of design checklists are used to focus the design engineer/designer on the subtleties and nuances of the design on the first pass through the documentation. This defined design process allows for the design team to get the design work complete and correct on the first attempt.

Each week the project team will convene and discuss the project status. The project team will discuss project scope, project schedule and project budget. All progress from the previous week will be reviewed and compared against the project schedule. Next steps in the process will be identified. Any outstanding information or files will be requested from the client through the project manager or the project lead.

By reviewing all aspects of the project status on a weekly basis, we are able to better understand how the work is progressing and immediately address any concerns. This design review procedure also keeps the project team aware of project status.

Step 4 – Preparation for Design Check It is the responsibility of the design engineer/designer to produce the deliverables and not rely on the design check to either complete the design or resolve design issues. This is the reason we are constantly reviewing progress and “in-process” design documents. The intent is to have a completely resolved design go into independent check. It is the responsibility of the design engineer/designer to seek out all required design information from the senior staff.

In order to minimize the amount of time required for the checker to understand project scope and existing designs, the materials are assembled into a single check set containing all the information necessary to verify all details of the design. A typical check set will contain all project drawings, documents, calculations, spreadsheets and other materials that comprise the engineering deliverable.

Step 5 – Independent Design Review An independent review of the design work for completeness, accuracy and constructability by a qualified engineer is the basis of our QA/QC process. By having a standardized design process and qualified engineer that was not involved in the design independently check the design materials, we are able to quickly and efficiently verify the design. This is considered standard procedure in the consulting industry.

A design check will typically begin with an overall review of the design package to determine all relevant information is included. If any documents or design materials are not available, the checker will return the design package to the design engineer/designer for completion.

EPS E&D policy dictates the checker should not generate deliverables or complete designs.

After the design engineer/designer has generated any missing information, the checker will resume the design verification.

A qualified checker is an engineer with expertise and experience in the area of design that allows them to quickly and efficiently identify issues with a design and understand the tradeoffs associated with achieving acceptable results using different methods. Typically an engineer will have a minimum of 5 years of experience before they are competent at checking designs. However, there may be cases when a checker does not meet the criteria for experience but is still determined to be the proper resource for checking.

Step 6 – Design Check Results Meeting Upon completion of the independent design check, all project documentation and backup information will be returned to the appropriate project lead for review. The design lead will be responsible for coordinating a “page-turn” meeting between the project manager, project lead, designer(s) and independent design checker. Each comment will be discussed and a consensus will be obtained on the changes that will be made to the final deliverable. The outcome of this meeting will determine the details of the final deliverable. The project lead will be responsible for ensuring the comments are incorporated as agreed upon in the design check results meeting.

Once complete, the design documents are forwarded to the PE Engineer of Record. In all cases when a design is stamped for construction, the registered PE (Engineer of Record) has the opportunity & responsibility to perform a final review of the documents. The PE (Engineer of Record) will not stamp the drawings until satisfied with the entire design package. The PE may or may not be the checker.

Process Improvement Controls:

EPS E&D has established procedures for addressing process improvement for an individual project or task. The non-conformance phase is to identify the problem, lessons learned phase is to determine what action is necessary and the corrective action phase will resolve the root cause of the problem.

1. Non-Conformance Reporting Where areas of non-conformance are identified, the Project Manager shall complete the Process Improvement Controls form EPSE&D-AP-0037. A maximum of one form will be used for a single project. It may be updated to denote multiple non-conformance issues if necessary.

2. Lessons Learned Documentation Upon completion of every job, a project closeout meeting will be held with the customer to capture the positive and negative takeaways of the job as viewed from the client. The meeting minutes will be logged and distributed for improvements in Quoting, Engineering, Scheduling, Cost Control, and Quality. These inputs will be used to improve or implement on future projects.

3. Corrective Action Where the assigned individual does not resolve the root cause of the problem within the agreed timeframe, a second Non-Conformance report may be issued or the Project Manager may consider disciplinary action or reassigning the action to another.
