Secondary Raw Water Transmission Main: McKim & Creed provided design, easement preparation, permitting, bidding and construction services for the installation of 17,000 feet of 16-inch raw water main. The main will serve as a secondary, or redundant, water main to the existing 16-inch main that serves as the major feed to the City’s water treatment plant. The raw water main was initially conceived to follow S.R.40 until it reached Booth Road, where it traversed south and connected to Old Tomoka Road. However, due to the numerous utilities present in the right-of-way between Tymber Creek Road and Booth Road, it was decided to install the main along Old TOmoka Road until reached Booth Road.

North Peninsula Water Main Improvements: McKim & Creed provided design & construction services for the replacement of old and dilapidated 2-inch galvanized pipe through various residential streets throughout the city and the upsizing of lines to 6-inch or 8-inch in order to enhance water quality, water pressure and fire fighting capabilities within the residential neighborhoods. The design of this water line system included abandonment or removal of existing galvanized pipe depending on the location and cost-effectiveness of the removal, proposed installation of new water main including new valves and the installation of new service lines from new main to the existing meter boxes at each residential lot. This also required the transfer of the water services to the new water main following the final acceptance and approval and clearance for the proposed water main.

John Anderson Dr. Water Main & Force Main Adjustments:

McKim & Creed provided engineering services to design and permit utility and stormwater infrastructure improvements as additional components of the City’s John Anderson Drive Roadway Improvement Project.

Project included modification of the original designs for the roadways project to include removal of 6- and 8-inch water mains and conversion of residential tie-ins to a 12-inch water main, installation of a 16-inch sanitary force main, and the addition of 10 fire hydrant assemblies.

Lift Station 8M1 Rehab: McKim & Creed designed improvements to Lift Station 8M-1 located within the Tomoka Oaks subdivision of Ormond Beach. The project included electrical improvements;

replacement of the existing perimeter knee wall and wet well improvements. The wet well work included replacement of the existing top slab; lining the existing wet well interior; and replacement of the existing riser pipes, guide rails, brackets and submersible pumps.

Division Ave. Raw Water Transmission Main: McKim & Creed provided design services for the installation of 3,000 feet of 12-inch raw water main, designed specifically so that the raw water from the wells on Division Avenue would be directed to the reverse osmosis portion of the City’s water treatment plant. Before the implementation of the project, the raw water along Division Avenue flowed to both the reverse osmosis and lime softening areas within the plant. The goal of this project was to separate the poorer-gravity Division Avenue well flow, and direct it to the reverse osmosis system. In addition to the raw water main, an 8-inch water main and 2-inch force main were designed to serve a future environmental learning center opened by the City.

LS 10M & 12M Improvements:

McKim & Creed preformed professional engineering services for the rehabilitation of Lift Stations 10M and 12 M for the City of Ormond Beach. This rehabilitation project included a condition assessment of the structural components and an evaluation of the mechanical, electrical, and SCADA/I&C equipment to make a determination on which components were in need of replacement, repair, or could continue to be in service. McKim & Creed performed this site analysis to make the appropriate determinations and worked closely with City staff in order to understand andy budget constraints that might impact the rehabilitation. After the completion of the site analysis, McKim & Creed provided the City with construction documents that moved through the various phases of design and provided construction administration.

Old Kings Road Force Main:

McKim & Creed provided environmental, survey, geotechnical and engineering design/construction services for the installation of 13,000 feet of 16- and 18-inch force main. The project was located on Old Kings Road from its intersection with Town Center Boulevard (immediately south of Lehigh Canal) to a point of connection where three existing force mains are located. A hydraulic analysis was conducted on the manifold force main system that transmitted flow from approximately 33 lift stations. Based upon the results of the analysis, a new 16-inch force main was designed to work in concert with the existing 8-inch force main in service. The project involved seven directional drills, one jack-and-bore crossing and seven connections to existing force mains.

WORKING WITH OTHER

CONSULTANTS

On the Old King’s Road Force Main project, the existing lift stations connected to the manifold were able to reduce pumping time due to the reduced system head curve, which allowed for additional pumping capacity of each station.

To benefit the City, two consultants worked mutually to combine the force main work with a project to design and construct a new master pump station. The pump station project and force main project were combined into one Project Manual, while the technical specifications and drawings were issued separately by each consultant to complement the entire bid package. By combining projects, the City was able to realize significant cost savings.

McKim & Creed | RFQ# 10-22 Continuing Professional Services 10

Matanzas Woods Parkway Master Pump Station and Force Main: McKim & Creed furnished design, bidding and construction services to update the proposed Matanzas Woods Parkway Master Pump Station and Force Main. The original design, completed and bid in 2008 but never awarded, directed flow from 13 pump stations and connected to a 16-inch force main. This scenario allowed each station to pump increased flow from the wet wells, and reduced the amount of flow directed to a pump station that was experiencing excessive pump run times.

As part of the design review and update, McKim & Creed helped the City conduct a hydraulic flow analysis to determine existing and future flows that may affect pump and force main sizing, reviewed and updated the electrical and instrumentation and control system, reviewed structural design, verified the size of the initial and future pumps, and determined when future pumps should be installed within the wet wells. Our team also oversaw FDEP permitting, provided negotiation and bidding services, and advised and consulted with the city for post-design and construction activities.

Whiteview Parkway Force Main and Pump Station Upgrades: McKim & Creed provided engineering services for the design and construction of a new 16-inch force main that would parallel an existing 12-inch force main from Lift Station 24-2 to Old Kings Road. The double-barreling of force mains was necessary in order to relieve the bend on the existing LS 24-2 pumps. Without the installation of the new force main, the pump station would continue to log excessive run times in order to keep up with the high flow volumes. The directional drill included crossing I-95 and the Belle Ave. Waterway, for a total distance of 1,350 feet.

Monitoring the location and depth of the force main was critical in order to achieve the permitted depth under the interstate, and to provide adequate depth under the waterway, so that the possibility of "fracking" or rising of the drilling fluid to the surface, was kept to a minimum. The project also included connections to existing 16-inch force mains located at Whiteview Parkway and Old Kings Road.

Shallow Well and Raw Water Main: The City of Palm Coast determined to make improvements to the existing raw water supply system in the northern section of the City. Shallow well (SW) 43 was abandoned and replaced with a new well. The new well was drilled, developed and capped following logging and testing. McKim & Creed was tasked by the City to provide permitting, design, bidding, and construction services to install a new pump, piping, and sitework. Before work could begin, the area was evaluated by our environmental subconsultant to determine the extent of wetlands and identify threatened and endangered species.

Once clearances were obtained, the new well was drilled to approximately 100-foot depth. Engineering plans were submitted to FDEP for a construction permit then the project was bid. The project included a new submersible pump capable of pumping 300 gpm at 200 feet of TDH. Site work, yard piping and approximately 1,500 linear feet of new 8-inch PVC raw water main was installed.

Seminole Woods Reclaimed Water Main: McKim & Creed has provided engineering services for various phases of work during a ten-year period for the Seminole Woods Reclaimed Water Main. The first phase of work added 7,500 LF of 16-inch and 18-inch pipe along Seminole Woods Parkway to provide reclaimed water to customers in the Seminole Woods/Grand Landings area.

The second work order involved installation of a one-inch service line to the east side of Seminole Woods Boulevard just south of SR-100. A new FDOT Utility Permit was required for the jack-and-bore install under SR-100. The third work order entailed updating the design as well as bidding, ans construction of Seminole Woods boulevard reclaimed water main.

SR100 Water Main Improvements: McKim & Creed was responsible for designing improvements to the existing potable water distribution system, which included an interconnect between two existing water mains. The 16-inch water main was located along northern side of SR100 between Old Kings Road and Roberts Road, a distance of approximately 10,000 feet. Tasks included project meetings and data collection, surveying, hydraulic model development, design, permitting, bidding services and services during construction.

Lift Station 22 Force Main Replacement: The City of Daytona Beach is modifying the LS 22 Force Main Replacement to replace aging infrastructure.

The existing 8 -inch force main consists of approximately 2000 LF of cast iron pipe under North Beach Street. The current force main has had several breakages allowing raw sewer to spill onto the surface roadway and make its way to subsurface drainage, ultimately creating a health hazard and environmental concern given the proximity to the Halifax River. The City described the breakages of the pipeline as being from the outside of the pipe and not from internal forces. The City of Daytona Beach contracted with McKim & Creed to provide the design engineering to install a new pipeline to replace the old pipeline under North Beach Street between Madison Avenue and Michigan Avenue.

Bethune Point WWTP Expansion: Because of a recent expansion and upgrade designed by McKim & Creed, the Bethune Point Wastewater Treatment Plant in Daytona Beach is now the largest ultraviolet (UV) disinfection system in the State, the first public reuse system in Florida to receive permitting for unrestricted public access, and the first to use an uninterrupted power supply (UPS) on a UV system to ensure the plant is always 100 percent operational.

Our team increased the Wastewater Treatment Plant’s capacity from 10 to 13 mgd; converted the treatment to a safer, cleaner UV system that eliminates the expensive chemical feeds and disinfection violations; changed the process to a Bardenpho® system; and incorporated a UPS system to ensure the UV system is never without power. All this was accomplished without any major new construction on the site, and at 12 percent below the construction cost estimate.

Orange Avenue Design and Permitting Services: This is the second phase of a $12 million roadway and stormwater infrastructure improvements project completed for the City of Daytona Beach, the most complex that the City had undertaken. This phase involved replacement of all elements within the roadway corridor including features above and below ground – roadway, sidewalks, curbing, stormwater drainage system, potable water, fire and sanitary sewer systems.

This included replacing approximately 8,000 LF of 8-inch, 10-inch and 12-inch gravity sewer, 1,200 LF of 16-inch force main, 1,000 LF of 18-inch force main and 10-inch reclaimed water main to be installed by HDD under FDOT right-of-way. Extreme coordination and conflict resolution were critical components to successfully completing the utility system upgrades. These resolutions involved all private utilities along the corridor, particularly for the coordination of relocating overhead lines underground. Upsizing the stormwater system further increased the design efforts since the right-of-way was already full of existing utility systems with established connection and interconnection points. Evaluating the existing system in order to design upgrades that worked with all the surrounding elements required a block-by-block analysis. In addition, in order to maintain existing systems while installing replacements, the project team carefully coordinated the construction sequencing for the improvements, developing and implementing detailed maintenance of traffic plans. The team also coordinated permitting through FDEP, FDOT, and USACE agencies.

Palmetto Force Main Model:

McKim & Creed updated the sanitary sewer collection system model that our team previously designed for the City of Daytona Beach. The update added new collection system and lift station information to support the City’s deliberation on an extension to the Palmetto Avenue force main.

Halifax River Sanitary Sewer Force Main Crossing Professional Utility Engineering and Design Services: McKim & Creed provided to the City of Daytona Beach a capacity analysis report, design, permitting and construction services for a new 30-inch subaqueous force main (3,854 LF) that crosses under the Halifax River (Intracoastal Waterway) from the beachside service area to the Bethune Point Wastewater Treatment Plant (BPWWTP). The new force main enables the City of Daytona Beach to manage increasing demands on the system, accommodate planning for two new hotel resorts, provide service through an inter-local agreement with the City of Daytona Beach Shores (CoDBS) and abandon the existing 24-inch force main constructed in 1984. The initial phase of the project entailed the preparation of a preliminary design report, followed by a design phase, and a permitting and construction phase for which McKim & Creed provided construction estimates, surveying, bid preparation, and other services. The project was designed to employ Horizontal Directional Drilling (HDD); the drill crossed under the Intracoastal Waterway to avoid channel markers, and traversed a multi-million-dollar property and a community sports complex and marina. On the barrier island, the force main was installed under a high-traffic city street that included an abundance of existing utilities and obstacles. Our team’s design included pipe vertical and horizontal curve data, utility relocations, maintenance of traffic (MOT) requirements, road restoration and locations of temporary/permanent construction easements.

SCADA System Study and Upgrade Design: McKim & Creed is working with the City to identify aging PLC and SCADA hardware and software and select a migration path to modernize their two wastewater plants and water plant. The selection process includes a detailed audit of current components, working with the City to determine future goals and budget constraints, and the evaluation of hardware and software based on functionality, support, cost and ease of use.

Upon selection of the hardware and software, McKim & Creed is developing design drawings for the PLC upgrades as well as specifications and standards for the SCADA software upgrades.

We are working with the City to develop an RFP for integration services to implement the upgrades.

Potable Water System Water Quality Model: McKim & Creed translated the existing Innovyze H2ONet hydraulic model files to McKim & Creed’s Forcemain software to enable extended period simulations and enhanced graphical illustration of results related to the water quality conditions in the water

City of Bunnell Water Treatment Plant ION Exchange Project

McKim & Creed provided engineering services to pilot test chemical treatment options for the City’s co-located nanofiltration/lime softening water treatment plant. The combined water plant is permitted to treat 50 mgd to provide high-quality drinking water to the City’s utility customers. The treatment process included 4- mgd of potable water from lime softening and 10 mgd of potable water from the RO treatment train. Testing w2as performed to acquire permit modifications to address high levels of organics/color on the lime softening- train that was causing periodic exceedances of disinfection byproduct (DBP) levels as regulated but the EPA.

City of Pompano Beach WTP Lime Softening Pilot Study

The City of Bunnell received an FDEP consent order due to the failure to met the maximum containment levels required for disinfection byproducts, specifically TTHMs. McKim & Creed performed screening analyes for various treatment technologies, pilot testing, preliminary design, final design and permitting.

Additionally, we provided bidding, construction and post-construction services. Initial screening analyses and preliminary design indicated the most effective option was an ion exchange water treatment process.

The approach was to implement an ion exchange plant to remove TOC in order for disinfection byproducts to comply with regulatory requirements and address ongoing taste and odor issues.

The design also included an ion exchange softening process, concurrent with the TOC removal, to improve water quality by reducing hardness. In addition to the ion exchange, other design elements included dual media gravity filter, clear well, transfer pumps, chemical feed and disinfection. McKim & Creed also provided assistance to the City for both USDA Rural Grant and SRF funding.

McKim & Creed has been providing full-service planning, permitting, design, construction management, and operational support services throughout the east coast of Florida for almost 60 years. A snapshot of our diverse public works services and experience is presented in the following narrative - many of these assignments were initiated or performed through general services contracts.

WATER SUPPLY AND TREATMENT

Our proposed team members have designed three water treatment plants in the area, two with innovative technologies that provided sustainable solutions to address growing water demands.

We also understand the importance of optimizing plant performance and reducing operating costs. Phil Locke, PE developed the innovative zero liquid discharge (ZLD) for Palm Coast’s reverse osmosis plant. The ZLD process recovers and treats nearly 100 percent of the plant’s concentrate, saving up to 1.2 million gallons of water per day, reducing raw water demands, and eliminating the ultimate surface water discharge of the waste streams. The Palm Coast ZLD project was the FWEA Water Reuse Project of the Year. This was the first ZLD facility designed in the State of Florida.

In conjunction with Florida’s City of Bunnell, the Flagler County Utilities Department purchased the 0.475 mgd, maximum three-month average daily flow (MTMADF) Plantation Bay Wastewater Treatment Facility (PBWWTF), a 30-year-old facility, in 2013 from a private land developer. The facility arrangement did not meet Class I Reliability requirements;

redundancy was inadequate for upsets in effluent quality or biological processes. Additionally, the plant lacked reject storage for water falling short of Part III Standards for Beneficial Reuse. The PBWWTF was under consent order by the Florida Department of Environmental Protection (FDEP) to address the outstanding deficiencies. Under a Continuing Utility Engineering Services contract, McKim & Creed provided professional engineering services for the preparation of a State Revolving Fund (SRF) document, preliminary engineering documents of PBWWTF improvements, FDEP operation permitting, and final design services for the reject storage facilities. We coordinated with the County to obtain available information to assist with the development of the SRF Planning Document. Narratives, sketches, cost estimates and calculations as required for the SRF Planning Document were provided. Our team also conducted a project kick off meeting with the County to discuss project direction, a meeting with the county to discuss draft documents, and attended a Board of County Commissioners meeting for public notification.

Lift Station 87 handled approximately one-third of the City of Sarasota’s wastewater flow (9.5 mgd), but with a history of mechanical failures and overflows it was at the end of its useful life.

The City retained McKim & Creed to manage its $32-million program, evaluate the original design, propose design revisions, and develop a proactive public outreach program to regain the trust of the elected officials and the residents.

The primary focus of Phase 1 was evaluation and design, and of Phase 2 was redesign and construction. The results of our Phase 1 evaluation determined that the vertical alignment of the gravity main, as designed, could not be constructed. The invert elevation of the 36-inch main was lowered 8 feet to avoid interference with the existing bridge abutment and to minimize potential impacts to the environment during drilling.

Phase 1 also included a review of the previous lift station design and recommendations to increase reliability, improve worker safety and minimize operational issues. Phase 1 condition assessment and design services were completed in only five months to meet an aggressive consent order schedule. Phase 2 consisted of redesigning both the gravity collection system and other systems at the lift station.

Phase 2 consisted of redesigning both the gravity collection system and other systems at the lift station. It also included permitting activities, construction phase activities and continuing public outreach. For construction, McKim & Creed developed three bid packages based on the 30% designs, resulting in $2.5 million in savings for the City.
