RE: Request for Statement of Qualifications – Continuing Professional Services, RSQ 10-22 Civil Engineering – Potable Water, Wastewater and Reuse Water
Dear Selection Committee Members, Over our 110 years of providing engineering service, trust has proven to be the most important element of a successful consultant relationship. As a valued client, you must trust your advisors to understand your needs, be available when you need them and above all else, you must trust the quality of their work. While Burgess & Niple (B&N) may be new to UCNSB, the firm has been earning the trust of municipal clients since its founding in 1912. B&N’s water/wastewater team has been serving Central Florida communities such as the City of Maitland since 2009. B&N was formed as a water and wastewater consulting firm built on the core values of integrity, client focus, excellence, collaboration, respect and innovation. It is these values that affirm our history and ensure our future. By aligning with municipal clients with similar values, enduring outstanding consulting relationships are not only possible, they’re expected. Nearly 85% of our workload comes from existing clients…once all were potential clients. The promise to be found in selecting B&N is there is something else out there worth taking a chance on… in fact, there is a better way, we’ve found it and will put it to work from day one for UCNSB on this important contract!
With the recent additions of Jason Warren, PE and Zuzanna Wasowska, PE to the team and their previous experience working with UCNSB, we believe our firm is a perfect fit to partner with the Utilities Commission. Their experience with the Barracuda Bridge Utility Replacement, Lift Station 12 Rehabilitation, Lift Station 15 Rehabilitation and Utility Standards, Specifications and Details Revisions projects gives them a deep understanding of design and construction preferences, individual work styles and areas of emphasis for the larger organization. Therefore, B&N is pleased to submit the enclosed Statement of Qualifications (SOQ) for Continuing Professional Services (RSQ 10-22) in the Civil Engineering category.
UCNSB will find within this SOQ that B&N has vast experience in water, wastewater and reclaimed water projects including treatment, storage, and conveyance. Our previous projects range from conceptual studies and master planning to final design and construction administration services, including everything in between. The B&N team is capable of providing services for every project that will emerge under this contract. And while we have 450 employees across 12 states, including 50 within the state of Florida, B&N's employee ownership structure means everyone in the company has the same goal of providing the best engineering service to our clients, allowing all resources and technical expertise from around the country to be at the disposal of UCNSB. As a medium-sized full-service firm, UCNSB will see that B&N can perform all the requested services in-house and the Utility Commission can have the confidence that the individuals presented within this proposal will be the individuals UCNSB will be working with throughout the life of the contract.
B&N understands that a successful consultant-client relationship begins before any task is assigned. Our staff will consult with the UCNSB team about the needs and planned projects to outline possible solutions and ensure clients are confident about the path forward. We understand that by the time a task is assigned

Jason Warren, PE Project Manager
Scott D. Perfater, PE Vice President – Operations Director to the team, it is already a critical need for that client's utility. Establishing and maintaining the project schedule to ensure timely completion is our highest priority. If project changes are requested, B&N staff will work to minimize the schedule impacts and immediately convey the new timeline to UCNSB staff.
We also believe that the work does not end with the completion of bid documents. To successfully complete any project, it is critical to collaborate with UCNSB staff to select a qualified contractor to construct the project. B&N staff are available to review bids, perform reference checks and make a recommendation to the UCNSB staff. We remain available during construction to assist with questions and identify solutions where challenges present themselves.
B&N's core value of innovation has helped to create the BNtelligence suite of tools now available for clients. By empowering B&N staff to explore ideas, team members have created and implemented more effective and efficient tools for clients to save staff time and allow the focus to be on the most critical challenges. This SOQ will highlight our Pipe AId, FAST and COAST tools to name just a few. B&N's core values of integrity, client focus, and respect have built a culture of accountability at Burgess & Niple. B&N employees do what they say they’re going to do, when they say they’re going to do it, every single time.
We believe this culture will provide value to the UCNSB staff and differentiate the B&N team from others. We appreciate the opportunity to submit these qualifications and look forward to the opportunity to serve the Utilities Commission and residents of New Smyrna Beach.

We listen carefully to client needs and join forces with our process engineers in creating solutions. This approach results in complete solutions that serve the life of the system.
Tab 1 - Qualifications 8
BNtelligence At B&N, we encourage our team members to pursue industry changing ideas that can improve the way we do business and provide value to our clients. Successful ideas are expanded company wide through our BNtelligence suite of tools. Below are four tools B&N uses to differentiate us from other firms within the industry.
PipeAId - Artificial Intelligence for Pipeline Condition Assessment
CCTV sewer inspection was developed in the 1950s and similar methods are used today. The goal of integrating artificial intelligence (AI) with sewer inspection is to modernize the process with current technology and supplement workers in the field. Our AI platform saves time and money while removing human bias from defect scoring.
As our AI reviews the sewer inspection video, it uses object detection to continually evaluate the pipe and determine if it sees “good” or “bad” pipe. If it is a “good” section of pipe with no defects, then nothing happens. If it sees “bad” pipe, then our AI begins to apply a decision model using image classification to determine the type of defect.
When provided clear video, our AI has an accuracy rating of approximately 90%.
By using our AI platform, we have substantially reduced the time required to review sewer inspection data, increased the number of defects identified and coded, increased the accuracy with which they are coded and removed the human element that is prone to bias.
We can integrate the results into GIS to easily interpret where the critical needs are.
Utility providers can quickly and clearly view the results, allowing them to make data-driven decisions that are transparent and repeatable.
Tab 1 - Qualifications 9
COAST - COndition ASsessment Tool using Survey123 for ArcGIS In partnership with facility maintenance professionals, B&N has developed a tool for performing condition assessment. This tool is built within ArcGIS using ESRI’s Survey123 app to significantly streamline asset data collection. The app can be pre-populated with the facility asset register to reduce data collection needs in the field.
Technology that Delivers Results. Quality assurance features are built into the app. For example, equipment assessments cannot be completed until all required fields are populated. Inspections are dated and associated with an asset through a unique asset ID and inspection ID so future inspections can be assigned to the same assets and trends in condition can be visualized.
Specific scoring criteria have been developed for different types of vertical assets to capture their unique features: mechanical, electrical, structural, HVAC, valves/ gates and tanks. For each condition criterion, we can assign an industry standard 1-5 score that aligns with EPA guidance. The software includes a descriptive narrative for every parameter explaining what each score means to eliminate as much subjectivity as possible. This allows scoring to be conducted consistently and repeatedly, regardless of who is conducting the assessment.
The COAST tool allows B&N to easily identify assets in poor overall condition and highlight assets with any condition criterion that scored “very poor," even if the overall score for the asset was “very good." Each asset with a condition criterion that scored “very poor” has a report populated that can be presented to UCNSB with photographs and notes that support the scoring. This will provide UCNSB staff with granular data allowing us to collaborate on a cost effective solution which may be as simple as a work order or as complex as a CIP project.
infraSOFT by infraPLAN infraSOFT uses watermain attribute data, break data, and any other input data (e.g., soil type, pressure data) to compute the likelihood of failure (LoF) for every watermain in the analysis. The LoF for every pipe is projected for every year in the planning horizon, understanding that LoF will increase as each pipe ages. We can project the break rate for many scenarios, including the “do nothing” alternative where system-wide break rate, overall number of breaks, and system-wide risk exposure are projected assuming no replacement. We then project those same parameters using different investment scenarios, allowing us to calculate a benefit to cost ratio, where the benefits are measured in terms of reduced impacts of breaks.
infraSOFT was created to improve decision making and maximize a Utility's return on infrastructure rehabilitation investments. B&N uses infraSOFT for:
 Data review and clean up using spatial, statistical approaches and machine learning Thorough statistical analysis and comprehensive suite of results dashboards Watermain failure forecasting using advanced statistical models including machine learning Development of watermain aging curves, estimations of remaining useful life Calculation of business risk exposure due to breaks Definition of non-risk based criteria scores (fire flow, hydraulic capacity, water quality) Definition of project prioritization scores Simulation of rehabilitation and replacement plans, balancing yearly length and cost of rehabilitation with resulting break rate, business risk exposure, and cost
This platform has been implemented and validated for over 1 million pipes with demonstrated results that are better than the industry’s most commonly employed methodologies. In some cases, predicting 75-percent of future breaks within a 5-year period has occurred, an unprecedented level of accuracy.
Our tool uses tablet-based apps for efficient condition data capture.
Tab 1 - Qualifications 10
Aerial Drone Technology At B&N, we utilize the latest technology to streamline project data collection and development. Aerial drones are a more recent technology which is continuing to present new ways to enhance the quality of data we can deliver to our clients.
Using drone technology, we can capture a birds-eye view of project sites and observe from multiple angles at once. This method requires only one B&N licensed drone pilot to be in the field which allows our team to monitor large or diffi-cult-to-reach areas while saving resources and money. These images can provide a variety of benefits:
 Updated aerial imagery for surface utility identifiers 3D point cloud capture for 3D design enhancement Digital design overlay for public engagement Pre/post-construction videos and construction progress reviews

CONSULTANT'S UNDERSTANDING
From our 110 years of providing service, we understand that trust is critical to a successful, meaningful and lasting relationship. While Burgess & Niple may be a new name to some of the UCNSB staff, we're confident that our staff, qualifications and references will allow you to quickly begin building that trusting relationship.
Our similar contract references in Section 6 are just a few examples of clients which appreciate our responsive, values based approach to providing engineering services. In addition, we've included personal references for our proposed Project Manager, Jason Warren from previous Central Florida clients he's served. These references expand on his wide-ranging experience and the value he will bring to the Utilities Commission.
Integral components of a trusting relationship are reliable communication and responsiveness. As the proposed Project Manager, Jason Warren will serve as the primary point of contact for Utilities Commission staff. As B&N’s Florida Water/Wastewater leader and an industry expert himself, Jason can provide quick responses to immediate needs and engage our deep bench of industry experts. He is only a phone call away and, when necessary, can be on-site within 45 minutes. And as we’re a growing firm, increasing from 10 to 50 employees in the state over the past 3 years, our staff has available time to dedicate to expanding our knowledge of UCNSB’s water, wastewater and reclaimed water systems and operations.
After reviewing RSQ 10-22, we understand that while this is a common continuing professional services contract, the UCNSB has unique needs. As a utility which is responsible for the entire water cycle in addition to electric service, you will have challenges which require various professional expertise. We understand the core services may generally include: potable water, wastewater and reclaimed water collection, distribution and transmission piping design; lift station design; potable water plant and storage expansion and improvement design; wastewater / re-use plant expansion and improvement design; permitting services;
and bidding/construction services. B&N is a full-service engineering firm capable of performing all aspects of these project, including mechanical, electrical, plumbing and I&C, in-house.
Whether a simple stand-alone task or phased project from preliminary planning through construction, our overall approach to projects follows the same basic principles.
Our experience has shown that the execution of the design process, while typically the most time consuming, is not the most critical element of a successful project. Instead, B&N has found that the most critical element of success is understanding the system and operational impacts and sharing the same project goals. Upon a request for services, our approach will be to meet with UCNSB staff to understand the root cause of the project and what a successful solution would entail. B&N staff will then research the impacts to the UCNSB system and operations and communicate what we believe the critical project goals are with your team. Once the project goals are defined, B&N will compose a project scope and upon authorization, will execute the project. B&N's approach, with an emphasis on upfront communication and collaboration, maximizes the speed and efficiency with which a project can be completed.
TECHNICAL APPROACH
B&N specializes in the delivery of technical expertise and responsive service through task work order based continuing service agreements. These assignments often involve lift station rehabilitation/replacement, pipeline extensions/replacements, sanitary sewer rehabilitation, treatment and operation optimization or

Understanding Operations and System Impacts

Each project is unique and must be addressed with a custom approach; however, our experience allows us to tailor the scope of work and effort to efficiently address the challenges routinely found in these kinds of projects. The most frequent challenges faced on typical continuing services projects and B&N's unique approach to address them is described below.
Lift Stations Constructing improvements at existing lift stations or full replacement often results in impacts to the existing system, constructability or maintenance of service during construction. Typically, lift stations are located on fairly small parcels of land where space for additional facilities and placement of excavated material is often limited.
Further, space limitations often make it difficult to set up temporary bypass pumping systems to maintain wastewater service during construction.
To meet these challenges, it is necessary to clearly understand the construction process and be aware of potential rehabilitation and alternative construction techniques. In many cases the use of the caisson construction method for new wet wells can be considered as a means for avoiding easement acquisition or the judicious use of a concrete rehabilitation can eliminate the need for structure replacement. Each lift station project is unique and we will carefully investigate potential options with respect to life cycle cost, reliability, flexibility, and compatibility with the station’s surroundings to identify options that best fit the project. Once these options have been selected in a collaborative manner with UCNSB, construction documents must be prepared to clearly set forth several construction requirements such as noise limitations, maintenance of service protocols with provisions for back-up facilities, acceptable working hours, and space limitations. Careful review of the contractor’s bypass with monitoring during certain periods of construction will be necessary to ensure maintenance of service and minimal disturbance to surrounding areas.
Pipe Networks The most significant challenges in pipeline projects usually involve alignment selection and crossings of existing utilities. To economically address these issues a thorough assessment of the pipeline corridor is completed early in the assignment. Typically, B&N’s design team will:
1. Observe surface conditions by walking the pipeline corridor;
2. Contact utility companies having assets in the corridor to obtain approximate locations of facilities;
3. Collect right-of-way maps and roadway construction drawings to clarify potential locations for the pipe lines; and
4. Meet with roadway entities to discuss widening or improvement plans.

This initial investigation allows the engineer to identify the preferred location of the proposed pipeline. Once the topographic route survey is complete, a more refined pipe location can be developed and soft-digs performed at potential utility conflict locations and at tie-in points.
Following the survey and soft-dig tasks, detailed analyses are completed comparing the costs of trenchless construction methods to open cut construction to identify the most economical means of constructing the pipeline. The findings of the analyses are presented in a design memorandum. This approach has been used successfully on over 1,000 miles of pipelines in the state of Florida and it provides a rational, systematic approach to pipeline design that lowers both design and construction costs.
Gravity Sewer Renewal and Replacement A key challenge of implementing gravity sewer renewal and replacement (R/R) projects is understanding and assessing the conditions of the system so improvements can be prioritized and addressed.
Prioritizing project areas is of special importance for aging systems because it allows for effective allocation of often limited R/R budgets. B&N developed an innovative, non-invasive method for prioritizing and executing projects that uses Artificial Intelligence and GIS/Asset Management program tools. Our delivery process has four major steps:
1. Identify defects within the system using our Artificial Intelligence platform, SewerAId, to evaluate the CCTV data using the Pipeline Assessment Certification Program (PACP) and Manhole Assessment and Certification Program (MACP);
2. Evaluate findings to prioritize the work required and recommend the most effective method of rehabilitation or replacement;
3. Generate automated construction documents including bid sets, maps, calculated quantities, bid forms, and work tracking forms; and
4. Update the GIS/Asset Management model based on the work completed. In support of these steps, the B&N team will coordinate with the client to gather necessary information, such as work order history, previous condition assessments, repaving schedules, and known issues.
Additionally, we will work with UCNSB to prioritize projects for implementation and develop standardized decision trees for recommending repair or replacement methods, such as cured-in-place pipe (CIPP) lining, pipe bursting, and open cut replacement. Our standardized approach to sewer R/R allows us to cost-effectively implement these projects on a fast-track schedule.
Water and Wastewater Treatment Processes B&N’s experience with water and wastewater plant upgrades, expansions, and optimization projects provides a critical understanding of the unique challenges presented by these types of projects. Chief among these challenges are space availability, maintaining treatment operations during construction, and working within the confines of fixed process capacities of existing facilities. To manage these constraints, the B&N design team will gain a comprehensive understanding of the treatment site and facility

Water and Wastewater Treatment Processes
Tab 2 - Consultant’s Understanding 15 components by meeting with UCNSB staff, walking through the facilities with operations staff and reviewing existing record documents, engineering reports, permits, operation manuals and operations reports. Using this information, our team will evaluate design options that minimize impacts on the existing system and facility layout by striving to cost-effectively remain within the available footprint. Additionally, the B&N team carefully develops a tailored plan for the sequencing of improvements that allows the treatment processes to remain online. For optimization studies, we determine the tools available to enhance process treatment efficiencies, reduce operational costs, and lower energy consumption. B&N evaluates each of the identified optimization tools by examining full-scale treatment and operating performance, reviewing or conducting bench/pilot study data, applying modeling tools, and developing cost estimates. From data review to design/optimization development to implementation, we believe in a collaborative approach in which we will discuss the pros and cons of each option or plan with UCNSB staff and work together to select the best concept to move forward with.
Master Planning Having up-to-date master planning documents is essential for making management decisions to ensure the necessary utility infrastructure will be in place to meet the aging and changing needs of the system.
A main challenge of master planning is crafting a tailored methodology to accurately predict the future water, wastewater, and reclaimed water utility needs.
Since clients know their systems best, our approach is to work and collaborate with UCNSB staff to carefully review and assess historical data and to select flow and demand projection methods that best fits your needs and goals. B&N embraces a complete approach that starts with understanding the water balance that governs potable water demands, but also identifies and explores opportunities for expanding reuse and alternative water supply sources. Once the water, wastewater, and reclaimed water projections are established, our master planning team develops or updates hydraulic models, evaluate various water modeling scenarios, and help plan for needed capital improvement projects to accommodate growth as well as renewal and/or replacement. The resulting master planning document will act as a guide towards the future and provide a defensible tool for decision making.
