Qualifications | April 19, 2022

Colliers Engineering & Design has a well-established track record for providing similar professional services under multiple as-needed contracts for cities, counties, and utility agencies throughout Florida.

This Utilities Commission, City of New Smyrna Beach (UCNSB) contract will be managed from our Maitland, Florida office (1101 North Lake Destiny Road, Suite 415, Maitland, FL 32751) which is approximately 45 minutes’ drive to the current UCNSB Canal Street office.

From this office we can deploy five (5) survey crews, two (2) SUE designating crews (each crew outfitted with GPR and a full suite of geophysical prospecting equipment) and three (3) SUE locating crews with vacuum excavation trucks, one (1) mobile LiDAR system and multiple long range UAS (drone) platforms, with both LiDAR and imagery sensors, capable of capturing design grade accuracy survey data and asset inventory features; three (3) FAA (Section 107) certified UAV pilots, and one (1) Geospatial Information Systems Professional Mobile LiDAR (GISP). to directly service this contract.

From the beginning the firm has had a strong focus on surveying and mapping and a commitment to leveraging technology to reduce project costs and increase the quality of our deliverables. Whether the project calls for conventional surveying methods, cutting-edge geospatial scanning techniques or a combination of both, our professionally licensed land surveyors, highly trained office technicians and field crews work seamlessly together to provide responsive service and high-quality deliverables for our clients.

Colliers Engineering & Design is well qualified and experienced with performing a complete suite of conventional surveying and mapping services including land boundary surveys, topographical surveys, hydrographical surveys, route surveys, and wetland surveys. In addition, Colliers Engineering and Design has experience providing our utility clients with right-of-way surveys, horizontal and vertical control, construction layout, as-built, quantity and ALTA surveys along with Canal and embankments cross-sections and profiles. We have decades of experience in preparing legal descriptions and sketch of descriptions, title review, expert witness, and subdivision plats per Florida Statutes, Chapter 177.

In addition, our specialty services include Subsurface Utility Engineering (SUE), including designating, locating and Ground Penetrating Radar (GPR); Geographic Information Services (GIS), including spatial database design and maintenance, cartographic support, and GIS analysis; Asset Inventory Services, including transportation asset collection, stormwater asset collection, and asset conditioning; Mobile LiDAR;

The manual is designed to help Project Managers implement practices for effective project management and incorporates department-specific guidelines as they are developed. We have identified one of our senior managers, Patrick Senne, PSM, with 30+ years of surveying experience throughout the State of Florida, as our Quality Assurance lead.

Mr. Senne will develop and oversee the QA/QC Program for this contract. His role will ensure it is applied for all aspects of this contract and will be responsible for the oversight of all deliverables prior to submittal to

UCNSB.

Quality Control All assignments performed for this contract will have a project specific QC plan and QC procedures will be implemented to mirror the UCNSB requirements to ensure product standardization and acceptance.

Procedures will include in-process reviews to confirm compliance with and understanding of production processes, implementation of corrective actions as early as possible, and identification of process improvements.

This plan will include a QC checklist to ensure all matters of importance to the UCNSB are included in the final deliverable. Our assigned QA/QC Program Manager will carry out a quality assurance (QA) review on all project deliverables, prior to submittal. We will submit all work only after our staff ensures that each deliverable meets the UCNSB standards and specifications.

Quality is achieved through a series of systematic reviews throughout the survey and document production process. In general, equipment calibration and peg tests are performed on a routine basis to verify proper and reliable operation of the survey equipment and bore siting of remote sensing equipment over established calibration ranges are performed for photogrammetric, aerial LiDAR, and terrestrial mobile LiDAR operations. Our workflows include standardized field procedures and generally accepted survey practices which significantly reduce the chance for error. Colliers Engineering & Design takes full responsibility for the quality of our project submittals.

Quality Assurance and Quality Control (QA/QC): Prior to NTP a project specific QA/QC plan covering all scope elements required for this contract will be prepared and submitted for approval by UCNSB. This plan will include a QC checklist to ensure all matters of importance to the UCNSB are included in the final deliverable. Our assigned QA/QC Program Manager will carry out a quality assurance (QA) review on all project deliverables, prior to submittal.

Our QA/QC process is redundant in nature, having a minimum of two reviewers for every project. As depicted in the diagram to the right, each reviewer follows a strict order of process which involves a thorough back‐checking of all documentation. All field sketches, photos, raw data, test hole reports, and survey notes are cross referenced to confirm consistency. Data quality issues anywhere in the process will be investigated and resolved prior to finalizing the deliverable product.

To achieve the highest possible quality and while limiting the number of comments from the UCNSB staff, deliverables for each assignment will be checked by a qualified independent reviewer. The reviewer’s comments will be coded in RED, plans will be updated per the comments and noted in GREEN, and the back checker will verify the changes are made with BLUE ink. The final step of the process is for the Sr. Project Management staff to review each database, prior to submittal, to ensure the QC process was followed.

Final deliverable formatting will be consistent and a workplan will be developed containing a checklist of items specific to the project. Submittals will be made only after our staff ensures that each deliverable meets the required standards and specifications. All work will comply with the Standards of Practice per Chapter 5J‐17, pursuant to chapter 472.027, Florida Statues, and UCNSB manuals and specific instructions that apply.

Deliverables Colliers Engineering & Design will provide the deliverables as required by the UCNSB and following their direction for software versioning and any applicable standards. Colliers Engineering & Design’s internal secure FTP system and/or a transfer site defined by UCNSB will be used as a means of transferring data to the UCNSB. Deliverables will also be made in hard copy format, and on disc, as required. A typical deliverable will include the following:

• Paper and Electronic Format (AutoCAD Civil3D .dwg)

• Three (3) sets of the signed and sealed copies of the Final Survey plans and Legal Descriptions and sketches

• CD containing the .dwg files; and PDF files of the Final Survey

• Survey Report in Microsoft Word® format

• DTM and/or CIVIL 3D surfaces

• Copies of all field notes (.pdf), sketches, maps, deeds, etc. used during the course of the survey

• All associated data shall be compatible with software as required by UCNSB.

Safety

All our field/office staff are aware that public roads can be one of the most dangerous work environments in the U.S. Our commitment to the safety of the traveling public and our staff is unequivocal. Colliers Engineering & Design has adopted the Behavior Based Safety (BBS) model as an enhancement to our existing safety program to live a Safety Culture at work and home. We are committed to observing best practices in the office and field to minimize risk potential to both our team and/or the traveling public. We commit to using remote sensing and mobile lidar scanning technology to stay out of travel lanes. Our Safety Culture starts at new hire on-boarding. Every new hire that will work in the field at any time takes part in approximately 40 hours of safety training prior to their first day on a crew. This training includes OSHA 10 certifications as well as significant in-house formal safety training on a range of topics, from safe driving to first responder first aid and CPR, and over 30 safety SOP’s. All field activities will involve TTC/MOT certified personnel and will include a site-specific safety meeting, to review potential hazards and safety protocols.

This site-specific “tail gate” safety meeting is considered a lynchpin of our safety culture. This meeting takes place every day at the beginning, after the mid-day break, at the end of the day, and any time site conditions change, such as the beginning of construction equipment activities. During this meeting all field personnel take part in the identification of potential hazards and the mitigating measures or equipment that will be in place. If any crew member is unsatisfied with the mitigating measures work will stop and the concerns are immediately elevated to the Project Manager to; a) determine if additional mitigating measures will allow for safe work; or b) revise the project work plan to remove interaction with the potential hazard. Any change to the work plan that might alter our ability to meet project goals is immediately brought to the attention of relevant UCNSB staff to confirm feasibility. All temporary traffic control or maintenance of traffic required to safely gather survey data will be planned and submitted to UCNSB prior to commencing any field activities.

The following summarizes our understanding of specific surveying and mapping assignments anticipated under this contract and our approach to these items:

Land Boundary Surveys The surveying of land boundaries is the foundational need behind the surveying profession. The need to define boundary and easement rights on the ground underlies virtually every other land use activity, from installation of new water mains and sanitary force mains to the proposed location of power poles, and the proper maintenance of easements and rights of way. The Colliers Engineering & Design Team Members are established experts in the retracement of land boundaries, and the creation of new boundaries from parent tracts. All boundary surveying begins with research to determine the existence of deeds, maps, plats, and other documents affecting the land boundaries. Often this work is provided through a title search or can be accomplished by experienced Colliers Engineering & Design staff. Once research is complete our field crews will use a combination of GPS and robotic total stations to create a project control network consisting of National Geodetic Survey Control Points, senior points such as section corners, plat corners, or right of way map control. This network will be balanced and adjusted to exceed tolerances set by the UCNSB, Florida statutory requirements, and industry best practices. A licensed Professional Surveyor and Mapper will review the research and the control network and make boundary determinations. A Boundary Survey will be created that will include the level of site detail requested by the UCNSB for the project, as well as statements and notes regarding the research and boundary determination. The survey will be delivered in the formats requested by the UCNSB, including AutoCAD files and digitally signed pdf’s. The Professional Surveyor and Mapper in responsible charge communicate with the UCNSB throughout the project to discuss any boundary matters of note.

Topographic and Route/Right of Way Surveying Topographic survey information is the basis for design, improvement modifications, utility relocation and coordination, and construction quantities, all vitally important to projects. We believe the combination of conventional field practices and geospatial technology will be the most efficient and safe means of data collection, especially within the City’s residential neighborhoods. The proper collection, processing, data extraction and the fusion of ground survey and LiDAR data is one of our strongest skillsets. Our well-established workflows help ensure successful initial capture and/or provide quality review of remote sensing data and have been proven successful on many similar roadway and utility infrastructure projects.

Our management and technical staff are well versed in collecting and handling 3D data expected under this contract, and this approach will offer benefits of safety, significant detail, minimal disruption to the public, and ultimately efficiency for the various project types anticipated under this contract.

For a typical project base map, we will precisely map all visible above ground site improvements, utilities and appurtenances including but not limited to drainage system inlets, junction boxes, pipe inverts, size, type and direction, structures, canals, ditches and swales; above ground water equipment, including valves, hydrants, and meters; sanitary sewer manholes, invert, size, type and direction; other visible above-ground utilities including: gas, electrical power distribution and transmission, telephone equipment, cable TV equipment, utility/traffic poles and any other above-ground utilities not mentioned above; improvements belonging to private owners located within or along the rights-of-way, fences, planters, mailboxes, etc.; and driveways and sidewalks including the surface type. Underground utilities will be graphically depicted on the survey drawing(s) in accordance with visible appurtenances. Site elevations will be measured on a maximum fifty (50) foot grid, at grade breaks, at changes in direction on curbing/paving within the project limits.

Survey will locate trees as required within the right of ways of 4 inches or greater in diameter-at-breast-height (DBH), shrubs and landscaping within the project limits.

Project Network (Horizontal/Vertical Control) All projects rely on accurate survey & mapping data and this hinges on proper survey control. CED will develop a project Network Design Plan detailing the use of GNSS surveys to establish horizontal control (NAD83/11 Datum – Florida East Zone) to support topographic surveying, establishing project baselines, right of way surveying and aerial, terrestrial, or mobile LiDAR control. We will develop the project Vertical Control Networks referenced to published vertical control benchmarks relative to the North American Vertical Datum (NAVD88) and any UCNSB benchmarks utilizing digital leveling procedures with appropriate field notes to ensure each project has documented and repeatable control results.

Hydrographic Survey Put simply, hydrographic survey is topographic survey of water bodies. The fact that the ground surface is covered with water presents unique challenges in that the surface cannot be easily viewed or even identified. Colliers Engineering & Design staff have experience deploying hydrographic systems consisting of sonar sounding equipment integrated with GPS IMU’s to accurately map the bottom of water bodies. Our staff have experience for public and private clients in the use of these technologies to collect, process and deliver hydrographic data in this contract.

As with all projects, control is the foundation on which the project is built. Our field crews will use a combination of GPS and robotic total stations to create a project control network consisting of National Geodetic Survey Control Points, densified with additional point at or near the project site as necessary. This network will be balanced and adjusted to exceed tolerances set by the UCNSB, Florida statutory requirements, and industry best practices. This control is occupied during the collection of data by the hydrographic survey unit moving on the water. Once hydrographic data is collected this information is processed with the control to create a dense point network that is tied to the project. Hydrographic surveys may be published independently, or as is often the case this data can be integrated with topographic design survey of the surrounding area for a single design base file.

Wetland Survey With the need to protect our natural resources, wetland surveying plays an important role in aiding design and construction activities to eliminate or minimize wetland impacts. As with all surveys, it all stars with control. Wetland surveys are often part of a larger effort. If control already exists as a result of boundary or topographic surveying this network will be used for the wetland survey. Once the area to be surveyed us identified Colliers Engineering & Design’s project manager will coordinate with the UCNSB and the biologist to gather information about the wetland, such as the extent, field flagging numbers, or top of bank limits that might be used to define the wetland limits. The wetland lines will be located in the field using a combination of GPS and robotic total station, as applicable based on field conditions. The line will be mapped in AutoCAD and related to the project control or boundary lines in a format that is accepted by the Army Corps of Engineers and the St. John’s River Water Management District. Colliers staff will be available for field review at any point during or after the project to aid in permitting.

Subsurface Utility Engineering (Subsurface Utility Mapping) Colliers Engineering & Design provides subsurface utility engineering and management services that support a wide range of clients including project planners, engineers, designers, contractors and environmental consultants. We rely on our extensive experience and advanced industry technology to ensure our clients receive the most complete and up to date underground utility data possible. Following the SUE process is a proven cost-effective way to reduce unnecessary utility re-location efforts by accurately mapping existing utilities for the purpose of identifying potential conflicts and impacts to proposed infrastructure design and resolving these conflicts using the most cost-effective engineering solution. Having accurate underground utility information significantly reduces or eliminates potentially costly delays and change orders for re-design and safety risks for excavator crews.
