The Burns & McDonnell Difference Integration and Collaboration Drive Your Success We are an integrated design, engineering, and construction firm, offering you a single source of responsibility. Unlike other firms, whose mission might be a single discipline, we provide complete design, permitting, procurement, construction support, and commissioning services. We understand every aspect of project execution. Burns & McDonnell is a national firm with more than 60 offices and can provide additional support and specialties as your project needs arise.
We bring our experienced professionals anywhere you need us, either for periodic site visits or complete relocations, to best serve your projects' needs and needs. We also establish project offices to provide resources close to you for local, responsive service when necessary.
Being 100 percent employee-owned means we each have a stake in superior performance and a commitment to excellence that translates into successful clients. Because of this, we are regularly recognized by numerous professional organizations and publications throughout the country for our technical knowledge, superior client service, and as a top place to work, including consistently ranking as one of Fortune magazine's 100 Best Companies to Work for.
Commitment to Safety & Health Engineering News-Record ranks us in the top 1 percent for safety. That speaks volumes about how ingrained safety is into our corporate culture. We actively demonstrate safe work measures with our Corporate Safety & Health Program integrated with our project process.
We have combined the Safety & Health Department as a function of the safety process and recognize it as a critical factor in completing jobs on time and within budget. The Safety & Health Department conducts Occupational Safety & Health Administration (OSHA), 10-Hour Construction/General Industry Safety Training, 40-Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) training, first aid/CPR, as well, as other hazard-specific safety training courses.
Every project we complete operates with the safety philosophy that zero recordable incidents can be accomplished with proper planning, resources, and follow-through. Burns & McDonnell's Days Away, Restricted or Transferred (DART) and Total Recordable Injury Rate (TRIR) safety statistics are considerably better than industry standards set by the Construction Industry Institute and the Bureau of Labor Statistics. Although it is not an OSHA requirement, we are one of the few firms to include subcontractors in our safety statistics.
We choose to do this because our safety commitment goes beyond reporting the numbers. Our intrinsic expectation is that everyone working on a project goes home safely to their families every night — our employee-owners and those who work with our partners.
Commitment to Business Diversity and Inclusion The founders of our firm and every leader since have incorporated the spirit of entrepreneurism to expand and strengthen our company. Burns & McDonnell employee-owners remember our beginning. We appreciate the hard work of the small and diverse firms we partner with on our projects. Our CEO and Board of Directors believe that Burns & McDonnell's business diversity and inclusion efforts are a direct and tangible way that helps achieve the best value for our clients. We engage in unofficial and formal mentoring to small business concerns through the U.S. Small Business Administration's Mentor-Protégé program. Our project managers and procurement professionals have contracted with small/diverse firms for more than $2.5 billion of work in the past decade.
These mutually beneficial relationships are integral to the success of our projects. That's one reason we host an annual awards reception highlighting many of the diverse companies that assisted us in making our clients successful.
2 I Consultant's Understanding
Burns & McDonnell is submitting a response for both the Civil Engineering and the Electrical Engineering scopes. In this proposal, we will focus on the Civil Engineering portion. For more than a century Burns & McDonnell has provided on-call services of this nature, and we are excited for the opportunity to offer you the same unprecedented service. Your projects will have a dedicated team of professionals experienced in handling projects of similar size and complexity. When it comes to delivering on time and within budget, we will help provide the right solution for your overall project success.
We also provide you with complete and consistent quality services that meet or exceed your requirements and regulatory compliance.
Burns & McDonnell is a firm that has demonstrated expertise and experience in the planning, design, and construction of a variety of civil engineering-related projects. We can provide related services that include but are not limited to: preparation of grant applications, environmental studies, regulatory permitting, water and sanitary sewer design, drainage, and stormwater management design, dredging, streetlight design, pavement design, geotechnical analysis, development of aesthetic elements such as streetscapes and landscaping, coordination experience with private utility companies for relocation of existing facilities, assistance with real estate acquisition, public relations/hearings involvement, and preparation of supplemental specifications and standards.
Burns & McDonnell has a history of providing our clients with on-time and on-budget projects.
We have numerous professionals that we can draw upon to add resources to meet the project schedule as required. Our team has significant depth in our engineering staff, especially with those individuals skilled at providing service for complex and technically demanding projects.
There are virtually no deadlines or compressed schedules that we cannot meet. Our depth and experience also can respond quickly should a project schedule be accelerated.
The success of our team's ability to meet design schedules relies heavily on our Quality Control Plan. Strong project management and an air-tight Quality Control Plan are essential for a successful project. Our team will develop the project schedule with input from the owner and design team members. All team members buy into the deadlines, milestone dates, and deliverables required at each design phase.
Regularly scheduled design meetings and daily communication keep everyone informed of the schedule and issues to be resolved. From feasibility studies and environmental investigations to infrastructure design and permitting, Civil design encompasses all aspects of land development necessary to take any project from planning through construction and end-use. Our team is experienced in all facets of General Civil Engineering Design and Construction Management support. Working across disciplines, we provide clients with a user-friendly, multidisciplinary partner capable of completing complex projects "in-house."
The Burns & McDonnell team is fully prepared to support UCNSB with the engineering services — including Civil Engineering Services for Potable Water, Wastewater, & Reuse Water
— projects under the Professional Services contract. Details regarding the key elements of our standard management protocol, project execution methodology, and change and cost control strategies are provided in the following sections.
Term Contract Approach Burns & McDonnell understands the value of effective contract and project management where various Task Orders may be assigned.
Adherence to schedule and budget is essential to any program's overall success. We offer UCNSB proven project management tools, including Microsoft Power BI and our interactive dashboards, for project control transparency.
OUR PHILOSOPHY
Each project under a Task Order-based contract is unique in execution. Still, our team has developed a repeatable and highly successful set of project management and communication practices (Figure 1) that allow our team to focus on the project objectives entirely. Your program manager, Justin Sobol, will use these practices to regularly communicate with our team, the City of New Smyrna Beach staff, project stakeholders, and, where appropriate, regulatory entities during all project phases to successfully deliver each Task. We also recognize that Task Order-based contracts often require a different management approach than stand-alone projects. A significant driver for this is the multiple-concurrent Task Orders that result and the potential for critical emergency support requests.
Burns & McDonnell has successfully delivered high-quality results under similar basic ordering agreements for numerous clients, including Kansas City, MO, Wichita, KS, and Virginia Beach, VA. As a result, we have found one of the key elements to this success in terms of contract management is to have a baseline/ standard approach throughout an entire project life cycle.
OUR PLAN
Although no two projects are alike, we offer the following discussion on how we will approach a typical on-call related project with the UCNSB.
Our conceptual approach is outlined in the graphic below. We will use this repeatable process for each Task and, where appropriate, combine conversations when multiple projects arise concurrently.
SCHEDULE ADHERENCE
Keeping a project on budget and schedule is always a key objective for any project. We understand and appreciate the effort and time it takes City staff to develop and prepare department budgets and a capital improvement plan that are based on planned expenditures.
For each Task Order, one of the first critical activities will be to generate a full and detailed project schedule. While we will create the schedule, your staff will partner and confirm all critical milestones to garner full team buy-in. As the team confirms and defines additional critical milestones for each project, Burns & McDonnell will implement a three-prong project controls approach to see that these milestones are met or exceeded.
Our approach to project controls implements the use of software to monitor and report appropriate data for the team throughout the project's life cycle, both on a schedule and financial basis. Our experience has tuned the use of the appropriate data and the knowledge of the indicative trends so that each project can be controlled and managed to a successful conclusion.
A clearly defined process for managing multiple and simultaneous projects and any changes will give UCNSB confidence in meeting your project goals.
CHANGE MANAGEMENT
Early identification of changes in scope, schedule, and project costs can make the difference between project success or a series of problems that benefit no one. We will be directly and intimately involved with every aspect of your project, tracking the project scope and schedule status. We will assess potential budget and schedule implications to project changes for all UCNSB projects. Only by assigning a value to each change can you fully decide which changes bring value and should be kept and which changes should be refused.
Additionally, to help us track contract and project progress, Burns & McDonnell has a proprietary project management and quality dashboard system used to execute every project and made available to owners at no cost. As part of the project setup, the system documents a detailed project plan prepared by the task leader working with the project manager. The complexity of the plan required will vary with the complexity and size of each project, with "trusted" budgets for informed decision-making. Combined, this results in controlled and optimized project costs and reduced construction change orders.
KEEPING YOU INFORMED
Above all, Burns & McDonnell provides the reporting you need to keep you fully informed of scope, schedule, budget, changes and all the critical aspects of project execution that matter to you. Regular personal meetings, email updates, and written reporting provide a continual line of communication between you and your project team. UCNSB is fully informed of the status of your project(s) at any time.
Most importantly, we will conduct monthly (or more frequent as the project dictates) meetings between UCNSB key team members and the Burns & McDonnell program manager and task leaders for all active Task Orders to review Task Order status, including schedule, budget, and outstanding action items to see that you remain informed throughout the contract.
MANAGING TASK ORDERS OF
DIFFERENT SIZES
Your Program Manager, Justin Sobol, and our proposed Project Task Managers will be responsible for coordinating Burns & McDonnell team assignments, assessing the required deliverables, and identifying the appropriate design criteria and standards, permits, quality reviewers, and safety issues through a formal project life-cycle process. This approach provides consistency and allows easy access for our project team to visualize and manage our milestones and deliverables to meet your objectives.
SCOPE DEVELOPMENT
A major component of the Burns & McDonnell approach is collaborative scope development.
Through experience, we have found that defining the scope early on with the owner and key project stakeholders allows us to quickly adjust our overall approach to meet specific needs. Thus, our projects run more smoothly and are more likely to stay on schedule and budget. Our efforts typically involve a site visit and/or formal scoping meeting that includes all key team members and stakeholders, not just the respective project manager/task leader, from both UCNSB Burns & McDonnell.
Often, we find that together we can identify Value Engineering (VE) opportunities during this scoping effort. Key UCNSB and Burns & McDonnell team members visualizing the project collaboratively will result in a remarkably productive start to our projects.
Further, it will result in a collectively developed scope of services that meets your goals and objectives.
PROJECT STARTUP
Upon notice to proceed (and sometimes before), we begin each project with a kickoff meeting with the owner's key team members. Kickoff meetings are an excellent way to review the scope, schedule, and goals with the project's management team and adjust the project workflow as necessary to accommodate any additional project-specific requirements.
Another major component of the startup is collecting and reviewing background information. To save money, we often take advantage of existing CAD drawings, pilot reports, or other documents to streamline our efforts on Task Orders. This approach gets us up to speed quickly on existing conditions and past efforts to minimize duplicative work -----reducing costs and saving time.
EVALUATION AND CONCEPTUAL
DESIGN PHASE
The purpose of this phase will be to identify acceptable approaches to address your project challenges. We recognize that some projects are relatively well predefined and/or part of the scheduled improvement program, such as a CIP project.
Others may have a much higher level of complexity. However, complex projects requiring alternative analysis or modeling may need this additional step before the Preliminary Engineering/Design Phase. We recommend that for the UCNSB's projects, the Evaluation and Conceptual Design Phase include, but is not necessarily limited to:
o Review of existing studies o Modeling and preliminary design o Desktop studies, as necessary o Early construction cost estimates o Technical memorandum summarizing findings.
PRELIMINARY
ENGINEERING/DESIGN PHASE
The selected alternatives produced during the Evaluation and Conceptual Design phase will then move into Preliminary Engineering/Design.
Often the Preliminary Engineering/Design Phase will result in a Preliminary Engineering/ Design Report and 30% Construction Documents. This phase will include, but may not be limited to, the following items for the UCNSB:
o Survey, environmental and geotechnical investigations o Layouts o Final alternative selection o Design calculations o 30% design drawings o Engineer's Opinion of Probable Construction Cost (EOPCC) and constructability reviews o Preliminary engineering report and workshop
Final Preliminary Engineering/Design Report It is important to note that the final workshop is a critical component of the Preliminary
Engineering/Design phase. In a collaborative environment, we go over the analysis, decisions, and proposed recommendation at this key workshop. This workshop will provide UCNSB a format to ask questions and refine the project with our team versus just reading a report and commenting accordingly. We often schedule this workshop a few days after the Draft Preliminary Engineering/Design Report submittal.
CONSTRUCTION DOCUMENT
PHASE
During this final phase of engineering and design, we will allow UCNSB to review plans and specifications and incorporate your input as we finalize the design. We typically recommend design submittals at the 60% and 90% levels of design. The 60% Design will include an advanced design and draft specifications if required. Lastly, the 90% design submittal is essentially a complete (100%) design but serves as a pre-final review gate allowing UCNSB input and comment before finalizing the 100%-complete Construction Documents. We also update the EOPCC and provide ongoing constructability reviews at this phase. As one of the world's largest general contractors, Burns & McDonnell utilizes hard bid contractors regularly during our engineering efforts to provide a perspective often lost on many design professionals.
BIDDING PHASE
If UCNSB task requires construction for implementation, our bid phase services can include some, if not all, of the following activities:
o Assist with bid advertisements and opening process o Respond to Bidder's questions o Review bids and/or provide letter of recommendation for award
Burns & McDonnell has found it to be common practice that owners have multiple infrastructure improvement projects underway, and thus, where and when it makes sense, we are ready to assist with concurrent project bidding to help streamline resources and costs.
CONSTRUCTION PHASE
We routinely support projects throughout the construction and implementation phase.
Additionally, if necessary, we can provide full third-party construction management services for any type of water or wastewater project.
Similar to how we initiate planning and design phase services, we will cater our services to the UCNSB's needs during the construction phase such that each design can come to life with accuracy, within budget, and on schedule.
Additionally, while Burns & McDonnell prides itself on cost control on engineering projects, construction costs are the most significant component of any capital water or wastewater project. Therefore, the accurate construction cost estimates developed during the design and VE phases and the clear and constructible construction drawings will be critical when maximizing your budget.
We will frequently reference these items during the construction phase to maintain adherence throughout project implementation.
Final Preliminary Engineering/Design Report Defined simply, change and risk management is proactively identifying and managing changes and risks to project scopes, schedules, and budgets. We at Burns & McDonnell further define change and risk management as the identification, definition, quantification, evaluation, resolution, and documentation of changes and risks --- critical to adequate program controls. We will provide UCNSB with a well-defined and disciplined change and risk management process that provides visibility and opportunities to make informed decisions that affect the outcome of changes. Our change and risk management process includes:
o Clearly defined scopes of work, schedules, and budgets o Regular communication with the owner to identify and confirm any potential changes when they occur o A process for documenting changes that provides a traceable history of changes and includes design-related changes on monthly progress reports for tracking purposes.
o A process for updating risk registers periodically (typically quarterly) with formal plans to mitigate risks with significant budget or schedule implications.
Our Quality Control Plan and Process Burns & McDonnell adopted its quality control procedures in March 1981 and has updated them over time. The company now uses this interdisciplinary design review process on all projects. Our program is highly effective and provides for interdisciplinary reviews by a team of independent professional engineers, architects, and support personnel at various milestones throughout the project design execution. Our Quality Manager monitors specific quality control tasks and is budgeted into each project.
Our system is flexible and can be customized to your project requirements. For example, your project may have the following Milestones and deliverables:
o Preliminary Conference o Conceptual Plan o Preliminary Plans, Specifications&
Estimate (PS&E) Submittal o Preliminary PS&E Approval o Utility relocation Plan Approval o Right-of-Way Plan Approval o Final Plan Submittal o Final Plan Approval o Bid o Begin Construction o Final Acceptance o Final Project Approval
Burns & McDonnell's quality program will integrate with your design/construction stages and reviews. Our quality program includes both quality control and quality assurance program and impacts to a significant degree the final work products that we will deliver to the City of New Smyrna Beach. This program intends to engineer quality into our products through.
effective use of tools and resources as part of our quality assurance program and perform verification checking of our concepts and completed documents as part of our quality control program.
The Burns & McDonnell program is outlined in various company documents and standards.
Some of these are the Quality Control Manual, Report Preparation Guide, Drafting Standards Manual, and Construction Documents and Specifications Manual. These include proven procedures established to monitor and docume-nt the execution of the quality program requirements that provides for various quality control reviews of construction documents and reports. In addition, our quality program includes a quality assurance program. We define and address specific quality improvement initiatives to make us continually stronger both individually and as a team. This includes action taken to develop training, design guides and standards, procedures, tools, and resources.
Burns & McDonnell's management is committed to this quality program. The success of such a program requires the cooperation and determination of all concerned that the program will be made to work. It requires the understanding and outlook of our people that such a program is necessary and is for the benefit of all of us, in addition to the clients we serve.
Burns & McDonnell is ultimately responsible for the quality of all deliverables to the City of New Smyrna Beach, including our subconsultants, if any.
We are accountable for the overall quality control. We will provide quality checks throughout the process and formal quality reviews at critical stages to provide the City with deliverables that meet your expectations.
Burns & McDonnell will review our subconsultants' work and strive to deliver the best possible, quality work products.
Our quality process is formally outlined and follows either a three- or six-step process, depending on the type of work being completed. Both quality processes incorporate the same key aspects, including contract, peer, and team reviews; supplier and subcontractor qualification and inspection; construction quality management; corrective and preventative action; documentation, information management, and records close-out; training and internal quality audits; lessons learned meetings; and periodic reviews of the program.
