RE: RSQ 10-22 Request for Statement of Qualifications | Continuing Professional Services
Dear Ms. Lynch:
Rummel, Klepper & Kahl, LLP (RK&K) is pleased to present our proposed team and professional engineering qualifications in response to the Utilities Commission ,City of New Smyrna Beach Continuing Engineering Services Request for Qualifications.
We understand that RK&K may appear to be a new firm to the UCNSB, however, we have assembled a team that includes several staff members that have had a long history serving the UCNSB. RK&K, as a firm, was founded in 1923 in Baltimore, Maryland and has been successfully serving clients in Florida since 2004. RK&K is a full-service consulting firm that expanded its outstanding reputation to Florida by establishing a water and wastewater engineering and consulting practice in 2018. This effort required the strategic recruiting of Florida professionals to assemble a team with specific talents and capabilities to serve the special needs of the Florida market. We have been building our Florida practice organically by selectively targeting pursuits that best fits the interests of our team as well as pursuing clients that our team members have had a successful history with. Our team assembles, discusses, and agrees on each client and project opportunity prior to proceeding with a pursuit. This collaboration includes an internal meeting with the proposed team to discuss whether the proposed client, project or potential task orders under an on-call professional services contract are in our area of expertise. In addition, we determine if we maintain the appropriate level of available staff to successfully perform for a selected client. In the current accelerated Florida growth environment, many firms are pursing projects for the sake of building backlog without the consideration of being able to perform all tasks successfully. This is neither good for the client nor the staff and ultimately creates needless issues for our staff and the client. We also consider geography in our pursuits with our team being supported by six (6) Florida offices and more than 32 offices in 11 states. RK&K has a history of truly valuing our clients who place their trust in us.
Brad McMahen, PE, is our proposed Contract Manager and will manage this contract from RK&K’s Orlando office with the support of staff from our Lakeland, Tampa, Fort Lauderdale, Naples, and Miami locations as well as receiving support from technical experts located throughout the Southeast and Mid-Atlantic. Brad has a experience working with the UCNSB ,providing consulting and engineering services that have included due diligence studies, condition assessments, and utility valuations related to the Florida Water Services and Sugar Mill Country Club utility system acquisitions as well as working with David Hoover and staff on the water reclamation facility expansion in the early 2000s. Brad is excited to reengage with the UCNSB and bring his 25 years of engineering experience that has included the permitting and design of countless water and wastewater treatment facilities, pumping, storage, collection systems, and pressure piping as well as having a diverse management consulting background. He will serve as the primary point-of-contact, keeping the UCNSB staff informed of project progress, any issues encountered, and propose solutions, as necessary.
Within the enclosed submittal, RK&K highlights our staff and firm’s qualifications, as well as presenting similar experience showing our ability to successfully execute any tasks that may be assigned by the UCNSB. We have staff that would be able to perform immediately for any given assignment. Our team appreciates your consideration and we are eager for the opportunity to serve the UCNSB.
Sincerely, Rummel, Klepper & Kahl, LLP
Nathan Atkinson, PE Partner-in-Charge

Trenchless Technology RK&K consistently ranks in the Engineering News-Record (ENR) for top design firms and top 20 for trenchless technologies (ranked #17 in 2021 by Trenchless Technology Magazine). Our trenchless technology experience has become invaluable in addressing pipeline replacement and rehabilitation projects, providing our clients with alternatives that many did not know were available. This trenchless technology experience can also be invaluable in septic-to-sewer conversions reducing the disruption to existing development, private properties, driveways, and public roadways, and reducing general restoration efforts.
RK&K has decades of experience in alternative construction methods including HDD, pipe bursting, and compression-fit slip-lining. When the project requires alternative methods, RK&K will match the appropriate trenchless technology to fit the unique needs of each individual project.
In addition to piping system replacement and extensions, the UCNSB has an aggressive on-going program to reline deteriorated vitrified clay pipe (VCP) within the gravity sanitary sewer lines along with the associated manholes.
This program is funded to improve system hydraulics while reducing infiltration and stormwater inflow. These ongoing improvements also reduce hydraulic loading at the wastewater treatment plant while reducing general infrastructure wear and damage. The UCNSB routinely lines thousands of feet of the sewer collection system annually along with the associated manholes. Again, our trenchless technologies experience has allowed us to learn that these lining systems can have issues if not properly facilitated.
We have also learned through our extensive Infiltration and Inflow (I/I) studies and measurement tools that a large percentage of I/I originates from customer services, which are often disregarded. Our projects consistently reduce I/I, increase resiliency, and allow us to address public concerns and logistics related to private property owners up front.
To address repair-in-place situations we have included engineers with specific pipeline rehabilitation experience to include but not limited to slip lining, cured in place pipe (CIPP), thermoformed pipe, mechanical spot repair, shotcrete, and grout-in-place pipe repairs.
RK&K has also provided professional services on several utility relocation projects for various municipalities that have involved rights-of-way for countless entities. We are familiar with the State’s requirements for utility relocations, including providing red, green, and brown facilities plans;
construction plan preparation using FDOT phase III plan submittal, preparing utility work schedules and the electronic submittal process for all phases. When new or

replacement piping systems are being proposed our Team regularly investigates any proposed planned roadway and/ or drainage improvements to coordinate construction to reduce costs and community impact when possible.
3D CADD Capabilities: Our work to repair, improve or expand aging infrastructure in dense, highly urbanized environments has made us industry leaders in the use of innovative design technologies such as 3D computer-aided drafting and design (CADD). 3D CADD allows the engineer to visualize how utilities intersect or are aligned from any angle. This enables them to identify a route that avoids conflicts and maintains minimum separations.
Wastewater Lift Stations In addition to wastewater pipeline projects, the UCNSB has budgeted for improvements to include rehabilitation and construction of multiple wastewater lift stations within the service area. Our Team not only offers experience on local projects, but also benefits from the firm’s extensive national pump station project portfolio and our Team of in-house industry experts. This experience and knowledge separate us from others, allowing the Team to bring lessons learned from hundreds of pump station projects of all sizes to the UCNSB. Some of our recentl lift station projects are shown in the table below.
Our Team will approach any potential wastewater lift station task orders as a collaborative effort with critical UCNSB staff. This typically includes project management and operations staff combined with the RK&K Team to develop a clear project vision. The key to success is understanding project goals and collecting critical data prior to preliminary engineering. This will allow the determination of overall project feasibility by evaluating the constructability, efficiency, reliability, and maintenance of the final constructed facility. The RK&K Team will provide hydraulic modeling based on system curve inputs and consider the characteristics of each lift station in relationship to other connected lift stations. The key to success is the optimization of the proposed lift station into the entire wastewater conveyance system. This optimization is based on pipe sizes, construction materials, pump capacities, and energy required to deliver the wastewater downstream efficiently while minimizing hydrogen sulfide generation.
Our Team will collect any existing field data, including pump capacities and run times, and integrate this information into a hydraulic model to project pumping requirements, piping velocities, pipe residence time, and pump cycling. The model output will be evaluated and used to assist in design optimization and existing system integration. In cases where more than one lift station is manifolded into a common force main, an analysis with multiple hydraulic scenarios is developed to provide a range of probable operation for each lift station. One range considers a high-head scenario where all lift stations are online; the other range considers a low-head scenario with only one lift station online. The two

scenarios provide the boundary conditions for the probable range of operation, and our designs are developed based on this range. We ensure that no pumps in the system will be shut off due to high system operating pressures caused by increased flow competition and that no pumps run off of their performance curve. Our design capabilities range from basic duplex constant speed pump facilities to much more sophisticated VFD facilities with air conditioned MCC buildings with integrated odor control.
Septic-to-Sewer Conversions The UCNSB has septic-to-sewer (STS) conversion projects that remove aged and failing septic systems from the wastewater service area. The proposed STS projects allow for the diversion of domestic wastewater flows from individual septic systems to the regional UCNSB advanced wastewater treatment facility (WWTF). RK&K has a long history of STS conversion projects and understands the challenges associated with these types of projects.
STS projects typically begin with the development of a feasibility or alternative analysis study for a defined area.
Each region may have specific local requirements that will dictate the procedures, design and technology used for a successful project implementation. If the UCNSB has not determined a preferred conversion method, our Team will provide an alternative analysis study to evaluate technologies for the replacement of septic systems including vacuum sewer systems, low-pressure sewer systems, STEP sewer systems, and conventional gravity sewer systems to serve the area.
In addition to onsite treatment systems, these evaluations many times include smaller package treatment facilities. The goal is to remove individual source treatment components and less effective facilities to convey the wastewater from the service area to a regional treatment facility. This practice reduces ineffective treatment and removes failing systems.
The alternative analysis study will include construction cost estimates, a life cycle cost analysis, pros and cons of each alternative and can include a preliminary design and a listing of any associated environmental impacts.
These documents can be developed to a level to support permitting and funding mechanisms like grants, loans and/ or tax assessments.
STS conversions include developing critical relationships with property owners, businesses and stakeholders. Our Team provides a public outreach program that plans, coordinates, and shares planning level efforts, as well as ongoing project information with the stakeholders. Our Team can provide real-time, web-based information to all stakeholders.
Preliminary engineering will typically include topographical surveying, subsurface utility engineering and planning to reduce utility conflicts and traffic issues. Our Team understands the importance of locating and obtaining the depth of the existing sewer laterals of each property, as well as locating the septic tanks in order to provide a proper design. The STS design will include any collection system, water mains and services, and/or other utility improvements required to reduce disruption from future construction. The final design will include restoration of any disturbed surfaces including the milling and paving of any affected roads.
Potable Water Plant Expansions, Modifications and System Upgrades The UCNSB raw water supply is withdrawn from four Upper Floridan Aquifer wellfields and more than 20 wells which is conveyed to the Glencoe Class A Water Treatment Plant (GWTP) prior to distribution to customers. The GWTP incorporates a lime softening process rated for 10.388 MGD which utilizes ground storage reservoirs, high service pumping, and four booster pumping stations to provide finished water.
The UCNSB has budgeted for improvements to the GWTP clarifiers and miscellaneous electrical improvements as well as a progressive pelletized lime softening process in an effort to reduce sludge disposal requirements.
RK&K’s water treatment plant experience includes the evaluation and design of new facilities, as well as the rehabilitation, upgrade, and expansion of existing treatment facilities ranging in size from small package plants to the 318 mgd Montebello Filtration Plant in Baltimore, Maryland. We have provided planning, regulatory analyses, vulnerability analysis, water quality analysis, design services, bid document preparation, cost estimating, permitting, and funding assistance, troubleshooting, and/or operational assistance for numerous types of water treatment processes including countless lime softening facilities. Wastewater/Reuse Plant Expansions, Modifications, System Upgrades The UCNSB treats the domestic wastewater that is generated in the service area via a 7.0 mgd tertiary wastewater reuse facility (WRF). The WRF treats the raw wastewater to advanced levels and provides the quality effluent as a source to offset higher quality water sources used for residential and commercial irrigation. The reuse system has allowed the UCNSB to avoid discharges into the Indian River Lagoon allowing this outfall to used only in the event of operational emergencies and during extended rainy periods, such as hurricanes and tropical storms.
The UCNSB has budgeted for WRF improvements that include several key components in the primary, secondary, and tertiary treatment processes. The proposed projects include improvements to pumping facilities, headworks facilities, BNR bioreactor, clarifier component replacement, filtration system upgrades, RAS/WAS pumping, biosolids facilities, an assessment, and upgrades to the auxiliary power facilities.

These elements will be documented in our Project Management Plan, which will serve as a reference guide to the Team throughout the project. The RK&K Team believes in operating as an extension of staff and will do so by providing continuous support for any and all activities through frequent telephone and electronic communication, regular progress updates, and face-to-face meetings.
Approach to Managing Task Schedule and Budget Our approach to managing task schedule and budget include identifying realistic goals, developing a focused action plan that addresses items necessary to accomplish those goals, anticipating the implications of decisions made in early phases to future phases, and preparing a process to address unexpected challenges.
Task Work Order Coordination and Approach Once Notice to Proceed (NTP) is received for an assigned task, an internal kick-off meeting will be held with the assigned staff to discuss roles/responsibilities, budget, schedule, and the Quality Control (QC) process. After an appropriate Task Manager is assigned, the Task Manager will then coordinate day-to-day project activities. Regularly scheduled internal progress meetings will be held between our PM, Brad McMahen, PE, and the assigned Task Manager to discuss the status of the assignment. Progress meetings will also be held with UCNSB staff. The frequency and format of these meetings will be based on the size and duration of each assignment. Monthly progress reports and invoices will also be submitted to UCNSB.
