Attn: Maureen Lynch, CPPB, Procurement Manager Utilities Commission, 200 Canal Street City of New Smyrna Beach, Florida 32168
Subject: Continuing Professional Services; RSQ 10-22
Dear Selection Committee:
DRMP, Inc. (DRMP) is very excited to offer continuing utility engineering services to the Utility Commission of New Smyrna Beach (UCNSB) as we really enjoy working with the UCNSB staff.
We are currently working on relocating the water, sewer, and electric infrastructure on the 5th Street Bridge that is being replaced and also on the relocation of utilities on Washington Street as part of the Washington Street Streetscape Project. The UCNSB staff is energetic, dedicated, and highly skilled which makes for a very pleasant work experience.
DRMP has put together a team to tackle any of the tasks in RSQ 10-22. DRMP’s responsible office for this project is located at 941 Lake Baldwin Lane, Orlando, Florida 32814 and we also have an office in Merritt Island. Founded in 1977, DRMP has successfully completed many assignments for municipal clients in the State of Florida and are very experienced with Continuing Contracts. DRMP has continuing contracts with Counties such as Orange, Brevard, Hillsborough and Seminole. We also have contracts with cities such as Melbourne and West Melbourne, Gainesville, and Tampa.
Patrick Day, PE, BCEE, will be the Contract Manager and he is a Board-Certified Environmental Engineer with over 26 years of experience in water, wastewater, and reclaimed water projects. He is a good resource for the UCNSB on a variety of utility projects involving directional drilling, lift station design, and conflict avoidance. Mr. Day was the Project Manager for the City of Fort Myers Downtown Streetscape and Utility Replacement Project, which involved replacing the entire utility system in the 52-block downtown area, an area with a host of other utilities and very tight right of ways. The lessons learned on this project can help the UCNSB with replacing an aging utility system. He has also designed Master Pump Stations (4,200 GPM), and extensions and relocations of water and sewer systems.
We have reviewed the UCNSB’s Capital Improvement Program and many of the projects are in the DRMP Utility Department’s wheelhouse. In preparing our designs we work with operators and contractors to make sure these designs are buildable, maintainable and affordable. There is no sense in completing a design that the client cannot afford, or the maintenance staff cannot keep in compliance. We listen to our client’s staff and base our design on what works for them.
DRMP has fully staffed survey and subsurface utility engineering (SUE) crews in our Orlando office and a wide variety of ancillary engineering disciplines that can help with utility projects such as transportation, drainage, structural engineering, construction engineering and inspection (CEI) and geographic information systems (GIS).

• WRT Backup Generator Assessment and Upgrades
• Upgrade Electrical and Pumps in LS and analyzing the existing condition to determine if a new lift station is a better alternative
• Replacement of Controls and VFDs in Lift Stations
The DRMP Team understands that under a continuing contract for utility projects, contracts will be given for various types of projects such as the above and others not listed. These projects usually involve conceptual studies, preliminary design reports, final design, permitting, bidding assistance, and construction administration. Other services may also arise and DRMP has an understanding that each project is different and therefore the approach for each project will be different. The scope of services for the project must be crafted specifically to complete the goals of the project.
Over our many years of working with continuing contracts we have found that while the types of projects are different, there are common elements in all projects, and one of the keys to successful execution is tailoring those common elements to meet the specific requirements. The approach to these projects will be by working through the following common steps:
1. Establishment of project goals, budget, and schedule with the NSBUC staff.
2. Assembly of the team to perform professional services.
RSQ 10-22 Consultant's Understanding | Page 10
3. Determination of existing conditions in consultation with the personnel of the NSBUC. This also may include providing a survey, videotaping of mains, or utility locates. Site visits are typically part of this task.
4. Evaluation of alternative solutions to the extent appropriate to the project and presentation of the best solution for the NSBUC, along with a preliminary budget and schedule. A preliminary design report or a study with various alternatives may be the end result.
The approach to an interconnection study might only involve elements 1 through 4. However, if the scope of a project is to implement and carry out a specific solution, such as a water main replacement at a certain location, then the approach might not include step 4 as the project is already well defined.
5. Professional services to fully develop the solution and prepare the documents required for bidding and construction; participation in consultation and review meetings with management, operations, and maintenance personnel as appropriate to the project. This task is where the planning comes together, and the design is completed. The design may include various disciplines such as structural, electrical, instrumentation, or architectural. Sometimes a hydraulic model needs to be created to help with the design. The DRMP team includes specialists for all these disciplines. Our constructability reviews that are part of every project make sure that the project is adequately designed to minimize change orders.
6. Assistance in obtaining the concurrence of regulatory authorities for improvements; preparation of permit applications and supporting documents. Each project may have a different regulatory path. DRMP has experience with any of the regulatory agencies that may require permitting review whether it be an FDEP Permit, a Water Management District, or providing a Permit to construct in the FDOT ROW.
7. Presentation of bidding documents to the NSBUC with an opinion of probable construction cost and a projected construction schedule.
8. Assistance in obtaining construction bids and in the evaluation of bids received.
9. Construction administration services and resident project representative services as appropriate to the project to assure compliance with contract documents.
The success of a project also depends upon all parties agreeing to an established set of goals and the cooperation of all parties in the achievement of those goals. DRMP will work in partnership with the NSBUC management, operations, and maintenance personnel throughout all projects as part of the NSBUC staff and we will continue to have this attitude through construction.
Case Study: NSBUC Water Main Extensions We have noticed that NSBUC has many water main extensions in the CIP such as the South Causeway Water Main Improvements and since the approach could be different for each continuing contract project we will use a water main extension as an example of a continuing contract approach. A typical approach to a water main improvement would involve some of the steps from the previous example but also would include the design, permitting, bidding, and construction administration tasks. A typical approach for a water main improvement project should include the following elements. The first three are the same as the previous case study but modified to fit the project.
1. The NSBUC’s engineering department presents the project goal, budget, and schedule to DRMP. For a water main extension project occurring under a continuing contract, a preliminary alignment and a preliminary design report may not be required. This will make for a shorter design schedule and a decision on this can be made at the kickoff meeting. Another topic we will discuss with the NSBUC engineering department is the project right-of-way (ROW). We need to know if there is enough ROW or if the easement is large enough for the construction of the project. We will need to determine if other easements or temporary construction easements are needed so we can include these in our scope of work. Getting easements late in a project can wreck the schedule. We will also discuss with the NSBUC the need for a public awareness program. Depending on how much interference the project is going to cause residents and businesses, DRMP can provide various levels of public awareness from a simple public notification to a full public involvement program.
RSQ 10-22 Consultant's Understanding | Page 11
2. DRMP will prepare a scope and fee that provides the professional engineering services required for the project.
3. DRMP will meet with the NSBUC Staff to review record drawings and to get preliminary information to establish the location and extents of the existing utilities and service laterals. We will review with the NSBUC staff problems with the existing system, any proposed changes to the system, and also any new additional demands that may be occurring in the future that may require upsizing or stub outs. DRMP then does the preliminary investigation into the project that will supply the necessary information to facilitate the design. This would include survey, geotechnical engineering, subsurface utility engineering (SUE), and coordinating with other utilities to determine what other infrastructure is in the project area.
4. DRMP will provide professional services to design the water main improvement and prepare drawings and specifications required for bidding and construction. Water main relocation drawings will be prepared in AutoCAD drawing file format according to the NSBUC standards. Typical NSBUC details and Technical Specifications will be included. Interim submittals will be made to the NSBUC’s engineering department for review and comment, as established in the project scope. An opinion of probable construction cost will be presented with each submittal. A meeting will be held to discuss questions and comments at the conclusion of each review step, and modifications will be incorporated into the design as agreed. DRMP will also coordinate the water main relocation with other affected utilities.
5. DRMP will assist the NSBUC in achieving concurrence of regulatory authorities for the relocation to include the following:
• FDEP water main permit.
• FDOT Utility permit if the project is in an FDOT ROW.
• Permit for utility construction in a County ROW.
• If any subaqueous crossings are required, DRMP will arrange and participate in meetings with the Florida Department of Environmental Protection and/or the Water Management District, as appropriate to jurisdictional authority, to introduce and discuss the project prior to submittal of permit applications.
DRMP will prepare permit applications and supporting documents and address any comments or questions from the reviewing authorities and provide any required additional documentation.
6. DRMP will then prepare bidding documents including drawings and technical specifications. Requirements and agreed upon requests of the regulatory authorities will be incorporated into the design, drawings, and specifications. A final opinion of probable construction cost will also be included. The specifications utilize NSBUC’s standard specifications or specifications formatted to FDOT standards specifications, whichever is required by the NSBUC.
During bidding, DRMP receives questions from bidders relative to the technical aspects of the water main relocation and assist in preparation of addenda. DRMP will attend the pre-bid meeting and present a summary of the water main relocation, if requested by the NSBUC.
7. DRMP will provide construction administration services for the project to the extent requested by the NSBUC.
Those services could include the following:
• Visit the project sites periodically to review compliance with contract documents and work progress for the water main relocation.
• Review shop drawings for the water main materials.

Each project has its own unique elements and therefore its own unique approach. As an example of how each continuing contract project is unique, we anticipate providing the NSBUC unique scopes for projects involving:
• Design of new and refurbished distribution systems and transmission systems. DRMP has years of experience in completing these tasks. On refurbishing the systems, it is critical to know where the system is and other infrastructure so there are no hidden conflicts. And it is also important to establish if any new easements are needed as lack of an easement can bring a project to a halt. DRMP did the complete utility relocation for 52 blocks of downtown Fort Myers and have vast experience with refurbishment of water and sewer infrastructure including a specialized experience in directional drills.
• Design of new and refurbished lift stations. DRMP recently completed a project for FDEP at the Florida Caverns State Park where we were tasked with upgrading 14 lift stations serving various amenities in the park. Included in this scope was a hydraulic model to make sure that the lift stations all worked as part of the system. FDEP wanted the design to include off-the-shelf pumps so they could be replaced quickly. The control panels were deteriorating and FDEP did not have a detail for a standard control panel, and we made sure we included all the FDEP required elements in the control panels we specified. Patrick Day also recently completed the design of the Pinewoods Master Pump Station, a triplex master pump station for Lee County, Florida capable of delivering 2,400 GPM at peak flow.
• DRMP is thoroughly knowledgeable in FDEP rules and regulations and FDOT utility permits. We have extensive permitting experience with utilities crossing water bodies.
• Sewer to septic conversions are also projects DRMP can provide help with. The critical element on these is the connection from the existing septic to the new collection system. If the septic is in the back of the house, the new laterals can be long and need to have clean outs. Many utility contractors do not have plumbing licenses that allow them to do this on-site work and specifications needed to cover this.

Patrick Day, PE, BCEE, is DRMP’s Utilities Department Manager.
Mr. Day has 24 years of experience as a Project Manager and Design Engineer for the design, permitting and construction of water distribution systems, wastewater collection systems, pump stations and wastewater treatment projects varying from small package plants to four MGD facilities. Mr. Day has prepared due diligence reports and asset management reports on the condition of water and wastewater facilities. He has prepared permit applications for over 40 private and public utility facilities.
As a Project Manager, he has managed large utility projects such as the replacement of all the utilities in Downtown Fort Myers and non-utility projects such as the design and construction of the Sanibel Harbour Resort Convention Center.
RELEVANT PROJECT EXPERIENCE
5th Street Bridge Utility Replacement, New Smyrna Beach Utilities Commission, Volusia County, Florida: Project Manager for relocating water, sewer, electric and communication utilities so a new bridge could be constructed across the Indian River. Mr.
Day is responsible for design and permitting for the relocation of infrastructure of the bridge being replaced. The project involved directionally drilling all new infrastructure prior to the construction of the temporary and new bridges to keep the utilities in service.
The directional drills had to avoid the structure piles and therefore were located outside the footprint of the bridges. Permitting included a Souverain Submerged Land Lease.
M-1 Canal Water Main Extension, City of West Melbourne, Brevard County, Florida: Project Manager responsible for the design, permitting and bidding/construction administration of a water main in the Crane Creek (M1 Canal) right-of-way. The new main will extend approximately 11,250 feet from Dairy Road to South Wickham Road and will act as a redundant water main to provide potable water to the western portion of the City. The project involved crossing the M-1 Canal (Cranes Creek) two times to make connections to water mains on the opposite side. There were a total of three connections to other water mains. A unique element of this project was that Brevard County owned the right-of-way and suggested that most of the main be installed using directional drill. Brevard also required the main to be installed at a depth of eight feet, so more trees could be saved. Also created a service area that is served by the new main, so that the quantity of flow could be determined and the pipe sized properly. Special details for the canal crossing had to be provided for the FDEP permit. A unique design for connecting to an existing asbestos cement pipe was developed. The project involved survey, subsurface utility engineering and geotechnical engineering.
