Section 1 - Qualifications
To make sure all team members understand project requirements every kickoff meeting includes a project-specific checklist for each stage of the project. Importantly, the plan is created with safety first and foremost.
The techniques we employ with each piece of equipment and technology were designed with safety as a primary factor. At project kickoff the PM will create a project specific safety plan on our Health & Safety SharePoint site. This plan includes Standard Operating Procedures (SOPs) for all known project factors that can affect safety. This is reinforced with our Site Safety Briefing Form. This form is the center of a tail-gate safety meeting that occurs each day, at the beginning and end of the day, as well as any time site conditions change. Using this form the crew members all take part in identifying site factors that can affect team members ability to work safely and mitigating equipment/actions for each potential safety issue. Some issues typically encountered include weather, traffic, electric equipment, and construction activities. All crew members take part in this review and sign the safety briefing form to further engage everyone in our culture of safety.
Qualified staff, the tools and technology to efficiently meet project goals, and a defining culture of safety make Colliers Engineering & Design the right partner for the New Smyrna Beach Utilities Commission.

Likewise, the PMP will be the Project Team’s guide to successfully accomplishing the work within an agreed upon budget and schedule. The information in the PMP is standardized, which enables all members of the design team to know where to find information and how to quickly access it. The PMP will be reviewed in compliance with the CED QA/QC Program for every Task Order to assure consistency, quality, budget, schedule, and delivery.
OWNER’S PROJECT REQUIREMENTS
Upon award, the CED team will work with the owner to review or further develop the Owner’s project requirements and detail further the project scope. At this time, the team will detail functional requirements of the project, location, operational requirements and the project expectations. This includes project and design goals, measurable performance criteria, budgets, schedules, success criteria, stakeholders’ interests, owner’s directives, and supporting information. Design basis documents will become a compilation of the clients’ system and design basis documents, concepts, calculations, codes and standards, and equipment selections used to meet the project criteria and to satisfy applicable regulatory requirements, standards, and guidelines. The document will include both narrative descriptions and specific assumptions made by the CED project design team during design development.
DETAILED DESIGN
Detailed Design is an expansion of the design basis in performing design specific calculations, design drawings, diagrams, specifications and material selections. During this phase, size and placement of equipment is determined along with establishing interconnection of components. In addition, detailed coordination between disciplines occurs. For existing facilities, CED will conduct surveys as needed utilizing its wide range of capabilities of the site to collect or verify site data that includes, documentation or verification of existing systems, identification of facility attributes and deficiencies, and document or verify existing dimensions that may impact the project. In addition, existing NERC compliance and requirements to bring a facility into compliance may be required.
FINAL DESIGN
Upon approval by the client of the detailed design, the CED team will begin the Final Design Development Phase of the project. During the Final Design Development phase, comments from the Design review are incorporated and final drawings and other documents are generated. In addition, detailed coordination between disciplines continues. A review of the budget will be conducted and value engineering if required will be evaluated at this stage. A constructability review will also be conducted once construction documents are complete. Addressing constructability issues in this phase tends to lead to a project with less conflicts and construction issues ultimately producing a better installation at lower cost. CED will conduct a final review with the project stakeholders to ensure compliance with the project requirements.
PROCUREMENT PHASE
During the Procurement Phase, CED will participate in discussions and inspections to ensure that the design intent and unique project parameters are clearly conveyed to the Suppliers. In addition, CED will provide documentation of any addenda required for clarification to the Suppliers.
CONSTRUCTION PHASE
The CED team is comprised of professionals with extensive experience from the engineering design, construction and construction management business, specifically related to the requisite work. This experience enables us to thoroughly understand the construction installation, materials and methods necessary for a successful outcome. CED also attends construction coordination meetings and performs field observations visits with timely publishing of written field observation reports.
QUALITY CONTROL
Colliers Engineering & Design (CED) is detail oriented and prides itself on quality control. CED has established quality assurance procedures to ensure quality deliverables to our clients. Engineers are directly involved in the design process and supervise design efforts and CADD operations. Compiled lessons learned from previous projects are applied to each new design. The CED discipline leads will perform a quality control review, and the project manager will perform a final quality control review prior to document submission to the Owner.
