Through our vast experience in water and wastewater design, the Hazen team understands that often times mechanical system failure in water and wastewater systems can often be attributed to process-related problems.

Hazen has extensive experience in troubleshooting and identifying the root cause for particular operation failures or deficiencies. This skill requires a broad base of process and equipment knowledge to successfully evaluate various aspects of the plant’s or station’s operations, narrow the set of potential causes, evaluate the options to address the identified cause, and then implement a cost-effective solution.

The HVAC/plumbing group has designed many types of HVAC and plumbing systems for water and wastewater facilities (WWF), including administrative areas, high and low hazard laboratories, electrical and chemical rooms, foul air spaces at WWF, odor control exhaust ductwork and fan systems, underground plants and tunnels, electric generator rooms, and chlorine gas facilities.

1. City of Tallahassee Thomas P. Smith WRF Improvements and Expansion

As part of the City of Tallahassee’s $180 million advanced wastewater improvements project, Hazen provided services for extensive mechanical systems improvements. The project also included engineering for 270 tons of air conditioning and 170,000 cfm of ventilation air for electrical equipment spaces, control rooms, and process areas.

2. City of Casselberry WRF Rehabilitation & Replacement This project included design and construction of the rehabilitation and replacement work for the City’s 2-mgd Water Reclamation Facility (WRF). The work included rehabilitation of the City’s AquaAerobics traveling bridge filters, structural repairs, and coating of the chlorine contact basin, and replacement and mechanical improvements to both the transfer pump station and the effluent pump station. Effluent pump motors were converted to inverter duty in preparation for future VFD conversions.

Work Assignment Philosophy and Scope Development Upon being awarded a work assignment through the Continuing Professional Services contract, Hazen will initially set up a meeting with the UCNSB and conduct a scoping meeting. Our team will work closely with the UCNSB to develop a concise scope of work to ensure that there is a clear understanding of your expectations. Hazen’s philosophy for completing each task is to consider ourselves as part of the UCNSB’s team. Deliverables and specific milestones will be identified to easily track progress and changes. After agreeing on the scope of the project, Hazen will develop a proposed budget that is detailed and meets the requirements of the UCNSB. We understand that sometimes budgets for projects may be limited, and we will work with the UCNSB in every way possible to make sure that we have a complete understanding of your budget restrictions, in order to find ways to approach the project and provide the UCNSB what you need within the budget limits. Alternatively, where essential projects need additional funding, we will identify and assist the UCNSB in obtaining grants and/or low-cost loans.

Hazen’s Project Manager, Robert Anderson, PE, will be responsible for assigning specific project managers and staff for each work assignment, assuring the UCNSB that the most qualified staff are involved. Mr. Anderson will also develop a QA/QC Plan to make sure that the project has appropriate input and review to maintain our high standard of quality. Execution and adherence to the plan is strictly enforced. Our firm has a Chief Quality Officer (who is a senior owner of the firm), Regional Quality Coordinators (all partners in the firm), and local office liaisons. QA/QC implementation is a daily practice with formal milestone reviews and quarterly auditing and reporting to the firm’s President and Board. This puts the respon-sibility of QA/QC on Hazen’s staff and not on the UCNSB, ensuring the highest quality deliverables for the UCNSB.

Mr. Anderson will remain on every project throughout the term of the contract and be responsible for the following:

Direction of all work
Overseeing Task Managers
Approval of all work
Program administration

for contract compliance

Interpretation of scope

The key to successful projects is to develop a Project Management Plan (PMP), monitor the progress of the project in accordance with that plan, and adjust resources proactively before problems occur.

The PMP identifies all team members and their contact information, defines each team member’s responsibilities and budget assignments, includes a copy of the scope of work to define expectations, and provides a date-specific time line for milestones and deliverable deadlines. Hazen project managers are trained to use the firm’s com-puterized, web-based tool (Deltek Vision and PowerBI project management dashboards) for project planning, monitoring, and reporting. By constantly monitoring progress, schedule, and budget, our project manager will proactively make any necessary adjustments to keep the work moving forward effectively and efficiently.

The Hazen team subscribes to the Project Management Institute’s (PMI) approach for project management, including specific areas such as plan-ning, executing, monitoring and controlling, and close-out. A detailed project schedule utilizing scheduling software will be developed imme-diately following the notice to proceed, which will match the agreed scope and then be maintained over the course of the project to assist with tracking the overall project status.

Hazen uses common available progress reporting/scheduling sys-tems utilizing the critical path methodology to ensure up-to-date schedule techniques. The schedule details every element of the project, determines relationships between the various elements and their optimum sequence, and identifies and resolves coordination and acquisition prob-lems before labor, materials, and facilities are committed. This unified project schedule and resource analysis is effectively maintained to ensure the projects progress on schedule and with minimal conflict.

Project Management Approach Our project management approach focuses on several key objectives:

Scheduling Methodology We recognize that an important element in executing this contract includes an understanding of the life cycle of a project from development to start-up and training. The methods to be used during initial planning, pre-liminary design, and detailed design to gather information will be based on the scope of work of each project. These methods can range from sampling and data collection at the pump stations, condition assessments of equipment, including vibration analysis, structural inspections, bench-scale testing, and condition assessments of gravity sewer and pressure pipes. The Hazen team has developed work orders for each phase of a project. The method for completing successful projects for any phase begins with a scope planning meeting with UCNSB stakeholders to confirm your goals and collaborate on approaches to meet those expectations. A draft work order will be prepared and provided to the UCNSB to obtain your feedback and confirm project understanding.

Cost Control Hazen is committed to successfully completing projects within the UCNSB’s budgetary requirements. Our commitment to cost control is supported by effective design management, construction cost man-agement, and an estimating group committed to highly accurate estimates. The preliminary cost estimate developed includes a relatively detailed breakdown of all project components and serves as the basis of a cost model to maintain cost controls.

Hazen is committed to cost control in all phases of the project. This commitment is supported by effective design management, construction cost management, and an estimating group committed to highly accurate estimates.

Cost Control

This process begins with development of a work plan that defines deliverables and due dates, assigns staff and resources needed for the duration, details the effort and expertise required by each task, and overlays a defined project schedule.

Our Project Manager, Robert Anderson, PE, will closely monitor the progress of each activity to identify any issues that could negatively impact the budget and/or schedule, and if issues arise, develop a corresponding corrective action plan. We will provide the UCNSB with progress reports and utilize Deltek Vision for project planning and progress tracking, including the work of any subconsultants.
