About this opportunity

The Metropolitan Atlanta Rapid Transit Authority (MARTA) is seeking a comprehensive Time and Attendance Software as a Service (SaaS) Information System through RFP P50702, targeting the replacement of its current Teledriver system. The procurement aims to provide a cloud-based solution for approximately 4,354 employees, with specific focus on automating timekeeping processes, driver check-in procedures, and work pick processes for Bus and Rail Operators. The proposed system must integrate with MARTA's existing Oracle HCM platform and include features such as real-time bidding, work assignment management, and configurable timekeeping capabilities. Key technical requirements include 99.99% system uptime, support for 250 concurrent users, and compliance with security standards like NIST, HIPAA, and GDPR. The solicitation timeline includes a virtual pre-proposal conference on October 16, 2025, with questions due by October 29, 2025, and final proposals required by November 20, 2025, at 2:00 p.m. local time, to be submitted at the MARTA Annex Building in Atlanta, Georgia.

The contract will be a four-year term with potential for extension, and no specific set-aside designations were mentioned in the documentation. The system must support both represented and non-represented staff, with a total workforce of 2,656 represented employees. Pricing will be structured through a detailed proposal form covering license fees, implementation costs, cloud subscription, maintenance, training, and user acceptance testing. While a specific budget range was not explicitly stated, the comprehensive nature of the system suggests a potentially significant investment. Contractors will be paid via MARTA's Self-Invoicing Portal, with invoices requiring specific documentation including contract number and service description. The successful vendor must demonstrate the ability to provide a scalable, configurable solution that can enhance operational efficiency and provide remote access capabilities for operations managers, dispatchers, and operators.
