About this opportunity

Gwinnett County Department of Planning and Development is requesting proposals for a Software-as-a-Service line queue management solution under RFP RP020-22, with proposals due October 20, 2022 (extended to October 27, 2022 per Addendum 2) and a pre-proposal conference on October 6, 2022.

The solution must automate customer check-in, manage service queues across five service counters (with potential expansion to ten), enable SMS communications and remote queue viewing, and support detailed reporting and supervisory dashboards. The County prefers a ticketless queue management solution. The system must accommodate up to 30 concurrent users (staff, supervisors, managers, and administrators) and serve approximately 16,151 annual customer interactions across the Building Permits, Licensing and Revenue, Customer Service, Cashiering, Plan Review, and Planning sections. Required integrations include Microsoft 365, Azure, and Active Directory; the solution must comply with Gwinnett County security requirements and operate within the County's network architecture. Multilingual support in English, Spanish, Vietnamese, Chinese, and Korean is required. All network-attached hardware must be manageable by County IT using industry-standard tools.

Hardware procurement follows a split model: the County supplies standard equipment (PCs, monitors, keyboards, mice); the vendor supplies specialized hardware such as touchscreens, call screens, and lobby displays. If hardware is procured, the County requires one self-service kiosk and two call screens. Vendors should reference the County's existing relationships with Technology Integration Group for HP equipment and Dell for research and development when pricing proposals.

Proposals are evaluated on a 100-point technical scale (responsiveness 5 points, experience and qualifications 15 points, solution description 25 points, functional requirements 30 points, implementation and project management 5 points, references 5 points) plus 15 points for pricing and up to 20 bonus points for product demonstrations. The County intends to award a single contract with an initial annual term and four one-year renewal options. Addendum 2 must be signed and returned with bids. Questions are due October 10, 2022. Lavi Industries, Inc. was selected as the recommended awardee with an annual contract value of $18,150.
